市長提示：
一、2021年5月31日、2023年6月8日及今(115)年6月初都是因降雨而解除旱象，「大旱之後必有大澇」，近日幾場短延時強降雨，讓本市水庫的總蓄水量增至6千萬噸，足以持撐本市二個月的民生及工業用水，但我們仍應戒慎恐懼做好相關的因應措施，並請相關局處做好交通維護、路樹倒塌的處理、垃圾清理及溝渠搶通等工作。
二、毒駕問題不僅影響民眾健康，更造成治安及交通問題，本市近年積極導入唾液快篩等器材，請警察局注意絕不可有試劑短缺或過期的情形發生。暑期即將到來，請相關局處特別注意學生的人身安全，並請各局處加強反毒宣導，讓年青朋友杜絕電子菸及毒品的使用。
三、「鹽水區岸內排水下游周邊滯洪池治理工程」工程用地涉及民眾的部分，請水利局加強溝通，對於其他工程的部分請水利局加速辦理。

市長提示：
(一)民眾至國外工作、求學或旅遊難免會遇到溝通的問題，更何況是長期在國外居住生活，因此，對於在本市生活的新住民更需要我們給予關懷，協助新住民適應生活及解決文化差異。賴前市長於100年時設置新住民照顧輔導專案小組，提供新住民多項的服務，讓新住民能快速融入本市的生活，並減少社會偏見與誤解，打造一個更具包容性及多元性的城市環境，進而促進社會和諧共融。
(二)請勞工局、衛生局及警察局等相關局處持續提供相關服務，讓新住民在本市能安心生活及順利發展，共同成為這座城市的重要力量。
二、文化局陳報「2026臺南藝術節」報告。（詳如書面資料）

(一)本市身為文化古都，舉辦臺南藝術節、南灜國際民俗藝術節及國際音樂節等文化盛事都在厚實本市文化的底蘊，值得本府持續推動相關活動。
(二)「2026臺南藝術節」將在10月開始展演，在這次的藝術節之中，有曾經獲得大獎的團隊，也有來自國際的表演者。此活動為售票展出，歡迎國內、外的民眾及藝術工作者等踴躍參與本市的藝文活動。

Mayor’s Remarks:
1. In addition to the dragon boat race, Tainan City will also be hosting a series of other large-scale events. Relevant bureaus and departments are requested to complete all event planning in advance.
2. The first locally acquired dengue fever case in Taiwan has been reported in a neighboring city. Tainan City should therefore take proactive preventive measures. All bureaus and departments are requested to carry out environmental cleaning and disinfection, and the Education Bureau is requested to instruct schools to eliminate vector breeding sites. The Public Health Bureau is requested to contact frontline physicians and remind them to closely monitor any patients’ condition. Patients with suspected dengue fever symptoms should be screened immediately using rapid test kits, with the goal of identifying cases at the earliest possible stage and preventing the spread of the disease. With the plum rain and typhoon seasons approaching, all bureaus and departments are also requested to step up the removal of containers that may collect standing water.
3. For the “Tainan City Nanke Civil Sports Center New Construction Project,” the Public Works Bureau is requested to assist the Sports Bureau in accelerating construction progress. For the “Tainan Cultural Center New Library Makerspace and Office Construction Project,” the Cultural Affairs Bureau is requested to urge the contractor to expedite the work and avoid project delays.

Mayor’s Comments:
(1) Few counties and cities in Taiwan continue to hold dragon boat races. As an ancient cultural capital, Tainan City has a longstanding tradition of holding dragon boat races every year. This year marks the centennial of the Tainan Canal, and the annual dragon boat race will be held on a grand scale. A total of 163 teams will participate this year, breaking the record for participation once again. The number of athletes, coaches, and team staff exceeds 4,000, compared with 2,792 participants last year. The Sports Bureau is requested to ensure proper planning for all competitions, athlete services, traffic control, and environmental cleanliness. It is hoped that the event will proceed smoothly and raise the profile of Tainan’s events to a new level.
(2) The Cultural Affairs Bureau and the Tourism and Travel Bureau are requested to strengthen the planning of related activities, such as cultural interpretation and tourism services, so that Tainan’s dragon boat race will become even more distinctive and one of the best events in Taiwan. It is hoped that the scale and excitement of the sporting event, as well as public interest in the event, will continue to grow. All agencies are requested to work together toward this goal.

市長提示：
一、因南部的降雨量不理想，目前本市水庫的蓄水量偏低，即使氣象預報梅雨及颱風季節即將開始，且水利署表示在6月底前本市的用水情況無虞，但我們仍應超前部署，請各局處加強節約用水，並注意漏水的水龍頭及廁所的用水量。目前本市回收水每日用量已達4675噸，但使用量仍不足，請各局處積極規劃可運用回收水的方式，如路面清洗及澆花等。請相關局處對於啟用轄內的抗旱井做好相關的準備工作。農業部尚未正式決定第二期稻作是否種植，請農業局持續注意。
二、近期天氣炎熱，臺南高溫狀況屢創新高，請相關局處注意食材保存的課題，並請衛生局加強食品安全的檢查。
三、針對「臺南市債務管理及發行建設公債成效報告」，請各局處執行業務時應將經費花在刀口上，並做好開源節流的規劃。
四、請都發局於本週內召開記者會說明本市都市計畫公共設施保留地專案通盤檢討進度，以利民眾瞭解。

市長提示：
依法行政是政府機關執行政策時應遵循的依據，公部門若未能依法行政或機關同仁沒有熟稔法規，容易導致行政作業產生疏失，不僅造成民眾不便與不滿，亦可能損害民眾的權益，因此，感謝各局處重新檢討主管法令，並進行修正及通盤檢討，讓業管法令符合時宜，並確保民眾的權益，也感謝法制處的努力。
二、原住民族事務委員會陳報「重建KUVA活絡聚落計畫」報告。（詳如書面資料）

市長提示：
(一)原住民族的相關待遇及資源多集中在中央，臺南是平埔西拉雅族的原鄉，賴總統擔任市長時將西拉雅族認定為「市定原住民」，顯示賴前市長對原住民族事務的重視，去(114)年10月23日賴總統公布《平埔原住民族群身分法》，確立平埔原住民族群之法定地位。本府會持續重視平埔族群的文化參與，請原住民族事務委員會持續以「文化復振、人才培育、聚落自主」為核心目標，並積極推動重建KUVA活絡聚落計畫。
(二)請原民會輔導青年參與文化推動事務，讓年輕朋友藉由耆老訪談、語言、生活習俗及文化認知等協助推動原住民族的文化事務。請原民會、研考會、文化局及教育局等局處合作，鼓勵原住民青年投入文化調查，加入母語推廣的行列，並結合地方創生等資源，逐步發展活絡聚落的計畫。

市長提示：
一、本市除龍舟賽外，其他大型活動也將陸續舉辦，請相關局處事先做好各項活動規劃。
二、鄰近縣市出現全國第一例本土登革熱案例，因此，本市應超前部署，請各局處做好環境清潔及消毒的工作，並請教育局要求學校做好孳生源清除。請衛生局聯絡第一線的醫師多加注意病患的狀況，如有疑似症狀的病患，應立即使用快篩試劑來篩檢，期待在第一時間就能發現病例，避免登革熱疫情蔓延。梅雨及颱風季節即將到來，請各局處加強清除積水容器。

(一)全國仍持續舉辦龍舟賽的縣市不多，本市為文化古都，每年有舉辦龍舟賽的傳統，今年是運河百年，例行的龍舟賽也將盛大展開，今年共計有163支隊伍參賽，參賽隊伍屢創新高，選手及隊職員超過4,000人，參賽人數比去年2,792人更多，請體育局做好各項賽事規劃、選手服務、交通疏導及環境整潔等工作，期待活動能順利展開，並將本市的活動知名度帶至新高度。
(二)請文化局及觀旅局加強周邊活動的規劃，如文化論述及觀光服務等，讓本市的龍舟賽更具有特色，成為全國最棒的活動之一，期待體育活動的規模與精采度及民眾重視的程度都能愈來愈高，請大家一起共同努力。

Mayor’s Remarks:
1. The recent hot and humid weather has led to increased mosquito activity. The first dengue fever case in 2023 occurred on June 8, and three locally acquired dengue fever cases occurred last year, in 2025. All bureaus and departments are asked to pay particular attention to disease prevention measures at sites under their respective jurisdiction. During the summer, food hygiene should also be strengthened to prevent gastrointestinal illnesses. Summer is also a peak season for enterovirus activity and transmission. The Education Bureau and schools at all levels are therefore asked to pay close attention to public health measures to avoid affecting students’ right to education.
2. The second large-scale job fair for this year will be held this Saturday at the Southern Taiwan University of Science and Technology. Many well-known companies will set up recruitment booths and offer a wide range of employment opportunities. The Labor Affairs Bureau, the Economic Development Bureau, the Research, Development and Evaluation Commission, and other relevant agencies are asked to coordinate across departments to encourage residents to apply for these job opportunities. The Civil Affairs Bureau is also asked to use the civil affairs network and to request village and neighborhood chiefs to encourage middle-aged, older, and young residents to actively participate and apply.
3. The Research, Development and Evaluation Commission and the Office of Disaster Management are asked to assist in tracking and monitoring the progress of the Typhoon Danas reconstruction projects handled by the various bureaus and departments. Deputy Mayor Yeh is also asked to continue overseeing this work.
4. The Secretariat is asked to review electricity consumption by all agencies, schools, and government buildings during the same period last year and this year and to implement effective management and control measures to ensure energy conservation results.

1. The Transportation Bureau presented a report entitled “Smart Technology-Driven Upgrades: Achievements in Smart Transportation Development” (refer to written sources for details).

Mayor’s Comments:
(1) As an ancient capital, Tainan is subject to inherent physical constraints, and roads in the urban area are relatively narrow. In recent years, population growth has led to increasing numbers of road users and vehicles. However, the MRT system has not yet been completed, and the underground railway is not yet open to traffic. As a result, traffic volumes at urban traffic hotspots are quite high, and congestion occurs frequently. The City Government has promoted smart transportation through four major areas: integrating emergency vehicle priority signals, improving congested corridors, implementing active pedestrian safety protection, and providing real-time parking information. These measures have effectively increased traffic flow speeds and reduced congestion. The Transportation Bureau is asked to continue seeking project funding from the central government and work jointly with the central government to actively complete the development of the city’s smart transportation systems.
(2) Tainan was the first city to implement illuminated pedestrian crossing markings, which have since been actively adopted by other counties and cities. The Transportation Bureau is asked to consider giving priority to installing these facilities in Shalun, around the high-speed-rail station and the railway station, and in other areas with heavy pedestrian traffic, so that more residents can see and use them. This will further increase public satisfaction with the City Government’s achievements.
2. The Labor Affairs Bureau submitted a report entitled “The Labor Affairs Bureau as a Unifying Force: Coordinating Work Charity Groups to Help Disadvantaged Households Repair Their Homes and Achieve Safe, Stable Living” (refer to written sources for details).

Mayor’s Comments:
(1) The Work Charity Group mechanism was established when President Lai served as mayor. Former Acting Mayor Lee continued this system, and the current City Government team has further expanded and strengthened it by increasing the number of volunteers and broadening the scope of repair services. During his tenure as Vice President, President Lai shared Tainan’s experience with other counties and cities, in the hope of encouraging work charity groups across Taiwan to mobilize labor unions and philanthropically minded individuals to help with caring for and assisting disadvantaged populations. In this way, this spirit of goodwill can continue to take root, grow, and flourish in counties and cities throughout Taiwan, and to persist and spread in the long term.
(2) During last year’s Typhoon Danas disaster, the Labor Affairs Bureau coordinated work crews from various associations to work with developers and construction companies in helping disaster victims to repair their roofs. These efforts helped reduce damage to their homes during the typhoon and rainy seasons. Together with subsidies issued by the central government, this provided disaster victims with greater support and encouragement as they repaired their homes. It is hoped that the goodwill embodied by the Work Charity Groups will continue to be passed on.
(3) Donated or repaired secondhand furniture not only reduces waste, supports environmental protection, and promotes sustainable resource use, but also provides practical assistance to those in need while reducing costs. The use of secondhand furniture is therefore beneficial in terms of manpower, materials, and funding, creating a win–win situation on multiple fronts. We thank the Work Charity Groups for their efforts in making extensive use of secondhand furniture while carrying out their charitable work.

市長提示：
一、最近氣候高溫潮濕，蚊蟲日漸活躍，2023年第一例登革熱發生於6月8日，去(2025)年發生三例本土登革熱案例，請各局處特別注意轄管場域的防疫措施。夏季應加強注意飲食的衛生，避免腸胃疾病的發生，夏季也是腸病毒活躍流行的期間，請教育局及各級學校加強注意公共衛生，避免影響學童的受教權。
二、本週六將於南臺科大舉辦今年第二場大型就業博覽會，許多知名企業將會前來設攤徵才，提供豐富的就業機會，請勞工局、經發局及研考會等局處橫向合作，鼓勵市民參加應徵，並請民政局透過民政系統，請里長及鄰長鼓勵中高齡及青年積極參加應徵。

市長提示：
(一)本市身為古都，因先天條件受限，市區道路較為狹窄，近幾年來因人口增加，使用道路的人及車流量也愈來愈多，但捷運大眾運輸工具尚未完成，鐵路地下化也尚未通車，因此，市區交通熱點的車流量相當高，常常發生交通壅塞的情形，我們透過整合緊急車輛優先號誌、改善壅塞路廊、行人安全主動防護及停車資訊即時查詢四大面向，推動智慧交通，有效提昇通行速率，減少交通壅塞的情形。請交通局持續爭取中央計畫經費，與中央共同努力，積極完備智慧交通的建置。
(二)本市率先實施的發光行穿線，有其他縣市也積極採用，請交通局研議優先在沙崙、高鐵站與火車站週邊及人潮眾多的地方推行發光行穿線設施，讓更多市民能看到及使用，進而提昇本府施政成果的滿意度。
二、勞工局陳報「勞局桶箍做工行善團助弱修繕圓安居」報告。（詳如書面資料）
決定：予以備查。
市長提示：
(一)做工行善團是賴總統擔任市長時建置的機制，李前代理市長接續此制度，並在本屆市府團隊任內發揚光大，不僅擴增志工人數，更擴大修繕範圍。賴總統擔任副總統期間，將本市的經驗分享至其他縣市，期盼帶動各地行善團號召各工會及善心人士共同投入弱勢族群的關懷與協助，讓這份善的理念持續在各縣市生根萌芽及開枝散葉，並永續傳承。
(二)去年丹娜絲風災，勞工局協調各協會的工班配合建商及營造廠協助災民修繕屋頂，讓災民在颱風季及雨季期間能降低損害，再加上中央發放的補助款，讓災民在修繕家園的過程中獲得更多支持與力量，期待做工行善團的善念能持續傳承。
(三)捐贈或修繕的二手家具，除可減少廢棄物、對環境友善及資源永續外，也可讓需要者獲得實質的幫助，並節省經費，因此，二手家具再利用不論從人力、物力或經費等方面而言，都是多贏的局面，感謝做工行善團於行善之餘亦廣為使用二手家具的努力。

Mayor’s Remarks:
1. The City Council will soon hold the general interpellation session. All bureaus and departments are requested to make thorough preparations and provide relevant materials to me and to the heads of all bureaus and departments in a timely manner, so that we can respond appropriately during the interpellation.
2. In light of the recent hidden-camera incidents at medical aesthetics clinics, which have heightened public concern over this issue, the relevant bureaus and departments are requested to formulate response measures in advance. These measures should address matters, such as where surveillance cameras may be installed and how they should be set up, so as to balance the security needs of organizations and business premises with the protection of personal privacy, and to provide businesses with clear guidance for compliance.
3. The Comprehensive Assessment for Junior High School Students will take place this Saturday and Sunday. To provide examinees with a quiet testing environment, the relevant bureaus and departments are requested to implement all necessary noise-control measures and avoid any disruption to students’ rights and interests.

Mayor’s Comments:
(1) As reflected in the Economic Development Bureau’s report, Tainan’s economy has grown robustly in recent years, creating tens of thousands of jobs. As a result, the city’s population inflow has exceeded its outflow. Special thanks go to all bureaus and departments, as well as the citizens, for their efforts.
(2) The city government team will continue to enhance administrative efficiency and faithfully implement review mechanisms so that all industries can invest in Tainan smoothly. The city government looks forward to working with all sectors to create more job opportunities for citizens and sustain the momentum of the city’s economic development. Whether initiated by the central or local government, development programs all contribute to Tainan’s progress. The city government will continue to strengthen the foundations for business and investment promotion. Continued investment in Tainan is welcomed, so that the city can gain broader recognition both nationally and internationally.
2. The Fire Bureau presented a report titled “Building a People-Centered Firefighting Culture: 2025 Results of Occupational Safety and Health Implementation in Fire Services” (refer to written sources for details).

Mayor’s Comments:
(1) When disasters occur, firefighters stand on the front lines protecting the lives and property of citizens. Their safety is therefore the cornerstone of urban safety. As the slogan states, “Disaster response must be well-managed, and occupational safety must be protected.” Firefighters are expected to safeguard their own occupational safety while carrying out emergency response and training. Mayor’s Remarks:
1. Recently, hantavirus cases have been reported in northern Taiwan. Hantavirus is mainly transmitted to humans through infected rodents, and the reported cases have caused public concern and drawn social attention. Although no cases have been reported in Tainan, Deputy Secretary-General Lin has established a special task force and convened relevant bureaus and departments to formulate response measures.
2. Today, the 6th, is the funeral service for Cheng Yung-hsin, a colleague of the Tainan City Police Bureau. Traffic accidents remain relatively frequent and can easily result in injuries or fatalities. The public and city government colleagues are therefore urged to pay attention to traffic safety. In recent years, the city has continued to improve infrastructure, such as intersections, road quality, traffic signals, and sidewalks, while also increasing police visibility. Nevertheless, traffic accidents continue to occur, and the public is urged to comply strictly with traffic regulations. Enforcement and citations should be strengthened for accident-prone road sections and illegal parking. Damaged traffic signals or road markings should also be repaired immediately to reduce the occurrence of accidents.
3. In the future, press releases issued by the Economic Development Bureau and the Finance and Taxation Bureau shall be reviewed by Deputy Mayor Chao before being released to the public.

Mayor’s Comments:
(1) Recently, water storage levels in the city’s reservoirs have been low. In addition, this is currently the harvest season for the first rice crop of the year, which requires 4.36 million metric tons of irrigation water per day. Water supply is therefore under significant pressure. To prevent industrial water use from crowding out agricultural and household water needs, the development of reclaimed water plants should continue to be advanced and refined. Appreciation is extended to the Water Resources Bureau for its continued work.
(2) High-tech industries are indispensable to Taiwan’s overall industrial and economic growth, but they are also highly energy- and water-intensive. Therefore, securing adequate water and electricity supplies is extremely important. The city is promoting water conservation, expanding reclaimed water capacity, and improving the efficiency of water-resource use. All bureaus and departments are requested to work together to ensure more sufficient water resources for the city.

一、近期北部出現漢他病毒疫情，漢他病毒主要透過帶病毒的鼠類傳播給人類，已造成民眾不安，並引起社會關注，臺南目前雖無疫情，但已由林副秘書長成立專案小組，召集相關局處研擬因應對策。

Deputy Mayor Yeh’s Remarks:
1. As the flood season approaches, Tainan is prone to short-duration intense rainfall. All bureaus and departments are requested to carry out flood-prevention measures. In particular, ongoing construction projects should be expedited, and the surrounding environment and roadside ditches should be cleaned and cleared to prevent box culverts and drainage channels from becoming blocked. The Water Resources Bureau is requested to strengthen water-level monitoring and flood-preparedness measures and to work with district offices to inspect drainage facilities. The Public Works Bureau is requested to prepare flood-prevention equipment and machinery in advance for bridges and ongoing construction projects. For mountain roads and roadside ditches, silt-removal and weed-clearing work should also be accelerated to ensure smooth traffic flow and proper drainage.
2. Recent weather fluctuations have made this a peak period for respiratory symptoms. The Public Health Bureau is requested to continue promoting vaccination appointments and encourage eligible residents to receive publicly funded pneumococcal vaccines. In schools, medical institutions, long-term care facilities, and crowded public places, hand hygiene should be promoted, and the cleaning of public restrooms should be strengthened to reduce the risk of disease transmission.
3. After last year’s Typhoon Danas disaster, relevant bureaus and departments applied to the central government for post-disaster recovery and reconstruction funding pursuant to the “Special Act for Post-Disaster Recovery and Reconstruction Following Typhoon Danas and the July 28 Torrential Rainfall.” Because the nature of this funding differs from the previous use of disaster reserve funds, budget carryover is not permitted under the law. Therefore, except for certain Water Resources Bureau projects that have been approved by the central government for completion next year, all remaining projects must be completed by the end of this year. These include 8 projects under the Agriculture Bureau, 10 under the Baihe District Office, and 8 under the Nanhua District Office, among a total of 62 projects involving relevant agencies. Please expedite the work to prevent the related funding from being withdrawn by the central government.

Mayor’s Comments:
(1) After 2031, non-urban land will be governed under the national land functional zoning system. Regardless of how central government regulations and policies may change, local governments should continue to address local development needs in accordance with existing laws and regulations while also preparing in advance for the new regulatory framework. Since 2019, a total of 59 development projects have brought hundreds of billions of NT dollars in investment and more than 10,000 job opportunities to Tainan. (2) As investment demand in Tainan continues to grow in industries, such as semiconductors, aerospace, and tourism, there is a substantial demand for land. The Urban Development Bureau is requested to continue improving the efficiency of its review process and assisting applicants in submitting development plans in accordance with the law, thereby promoting local development.

Deputy Mayor Yeh’s Comments:
(1) The Mayor has spared no effort in integrating technology into education. In terms of hardware, the city continues to promote the provision of tablets for every student, as well as wireless internet access and touch-screen televisions in every classroom. In terms of software, the city government has introduced generative AI to support teaching and continues to promote robotics and AI literacy education. Students are at the center of education and need patient guidance from teachers. The Education Bureau is requested to continue investing in teacher training and in-service professional development, encourage schools at all levels to make effective use of AI to enhance teaching, and build a more comprehensive and self-directed teaching ecosystem.
(2) With regard to digital infrastructure on campuses, the Education Bureau is requested to ensure balanced development between urban and rural areas, strengthen teacher resources and teaching materials in remote areas, and further encourage students to form teams and participate in domestic and international AI and robotics competitions. The Bureau should also assess whether appropriate incentives should be provided. Through the equitable allocation of digital technology and resources, students in every administrative district of Tainan will be able to develop top-tier competitiveness aligned with global standards.

葉副市長提示：
一、汛期即將到來，臺南容易發生短延時強降雨，請各局處做好各項防汛工作，尤其是正在進行中的工程，請加速進度，並做好周遭環境清潔及側溝清理，避免箱涵溝渠堵塞。請水利局加強水位監測及防汛整備，並與各公所合作巡查排水設施。請工務局針對橋梁及在建工程，提前準備防汛設備及機具，對於山區道路與側溝，也請加速清淤與雜草的清除作業，確保交通及排水一切正常。
二、近期氣候多變，是呼吸道症狀好發的期間，請衛生局持續宣導疫苗預約接種，並鼓勵符合資格的市民接種公費肺炎鏈球菌疫苗。在學校、醫療機構、長照機構及人潮密集處，請宣導手部清潔，並加強公共廁所的清理，以降低疫病傳播的機會。
三、去年丹娜絲風災過後，依「丹娜絲颱風及七二八豪雨災後復原重建特別條例」向中央申請災後復建工程經費之相關局處，因此類經費性質與以往動支災害準備金不同，依法不得辦理預算保留，因此，除水利局有些工程已獲中央核定可延至明年完工外，其餘的工程(農業局8案、白河區公所10案及南化區公所8案等相關局處共62案)皆需於年底前完工，請儘速趕辦，避免相關經費被中央收回。

(1) Since the Mayor took office, the City Government has promoted a total of 33 development zones, covering 1,064 hectares. In the past, the key bottleneck in urban development and business investment was land acquisition. Now, amid the growth of the AI industry, the City Government has shortened the land acquisition timeline, enabling the City to respond more effectively to the economic opportunities created by AI. As a result, many high-tech manufacturers have established a presence in Tainan, which is a benefit to all citizens. Thanks to the concerted efforts of the Land Administration Bureau and related bureaus and departments in advancing land development, the City has become more accommodating in such areas as flood control, transportation access, and living functions, while at this critical stage of development also strengthening the growth momentum linking the City’s development with the national economy.
(2) The development of Zones A through N and Zone O in the Southern Taiwan Science Park is a land development project long awaited by technology manufacturers. The Land Administration Bureau mobilized more than 2,000 personnel deployments to complete land allocation, land valuation, and related operations in the shortest possible time. Special appreciation was extended to the Bureau’s staff for their hard work and high-quality service.
(3) As indicated in the report, 12 development projects have commenced this year, covering areas in the former Tainan County, including Xinying, Syuejia, Xiaying, Anding, and Yongkang. The Land Administration Bureau is requested to pay close attention during the development process to air quality, noise, and traffic conditions during construction, and to ensure public safety as well as occupational safety and health, so that each project may proceed steadily as scheduled.

Deputy Mayor Chao’s Comments:
(1) The Department of Information and International Relations works very closely with each bureau and department, providing assistance with such matters as media outreach, clarification, coordination, and ensuring the accuracy of information. Each bureau and department also has its own social media pages and channels for releasing news and information. Going forward, an important task will be determining how to disseminate accurate information more quickly through this information platform.
(2) Disinformation is becoming increasingly rampant. Whether through fabricated or misleading short videos, images, or graphics, false information can easily affect the implementation of City Government operations. One of the most important responsibilities of the Department of Information and International Relations is therefore to provide timely and accurate explanations to both the media and the public. The Department is requested to assist all bureaus and departments in properly handling media response and clarification, as well as the release of accurate information, so that the public may have access to the most timely and accurate information.
(3) In addition to traditional channels, the City Government’s public information services are also delivered through printed materials, LINE, and other means. The key task is how to enhance digital services further and keep pace with the times, so that information on transportation, tourism, culture, and other municipal matters can be provided through the official media channels, digital platforms, and city guide services of the Department of Information and International Relations, making it more convenient for citizens to access and use such information.

(一)自市長就任以來共推動33個開發區，面積達1064公頃，有效整合零散土地，並獲得392公頃公共設施用地，可建地也達331公頃，這是非常難能可貴的。過去在城市發展及招商引資上，最重要的關卡是土地取得，目前適逢AI產業的發展，我們縮短土地取得的時程，可銜接AI帶來的經濟發展，因此，許多高科技廠紛紛至本市落地生根，這也是全體市民的福氣。感謝地政局及相關局處的努力，戮力完成土地開發的工作，讓本市的防洪、通行空間及生活機能等面向更加友善，並於發展關鍵時刻串接城市及國家經濟發展成長動能。

Mayor’s Remarks:
1. This Friday marks the opening of the regular session of the City Council. Heads of all bureaus and departments are requested to ensure that staff are fully familiar with their areas of responsibility and with the likely direction of councilors’ inquiries and to provide councilors with accurate information in a timely manner. Relevant bureaus and departments are also requested to prepare the content of their special reports thoroughly. The second regular session of the City Council in 2026 will be convened earlier than usual, at the end of July, to review the FY2027 general budget. All bureaus and departments are requested to complete budget preparation in a timely manner to facilitate smooth passage of the budget. As the second regular session this year will begin earlier than in previous years, the schedule will be very tight. Bureaus and departments should stagger submission of their general budget materials so as not to overlap with the agenda of the regular session in the first half of the year, thereby avoiding unnecessary complications.
2. Rainfall during the 2026 spring rainy season has been limited. All bureaus and departments are requested to use reclaimed water for routine dust suppression, irrigation, and street-cleaning operations. They are also requested to review additional sites suitable for the use of reclaimed water and to promote alternative water use actively to improve water-use efficiency, conserve tap water resources, and support environmental sustainability.
3. The Public Works Bureau is requested to issue timely press releases to keep the public informed about the utilization and exchange of excavated soil and rock, the establishment of temporary storage sites, and coordination with private soil and rock storage and processing sites.
4. With regard to the “FY2025 Tainan City General Final Accounts, Final Accounts of Affiliated Units, and Consolidated Statements Report,” all bureaus and departments are requested to exercise fiscal restraint in all expenditures and improve the efficiency of fund utilization. Relevant bureaus and departments are also requested to work toward increasing revenue from the sale of city-owned land by public tender and raising the proportion of self-generated revenue.
5. With regard to the “Report on Tainan City Government’s Energy Conservation and Carbon Reduction Measures,” the Education Bureau is requested to review and readjust school air-conditioning operating hours. All bureaus and departments are requested to remind staff to switch off computers and electrical appliances after work. With respect to air-conditioning systems in large shopping malls, the Economic Development Bureau is requested to strengthen public outreach on energy conservation and enhance businesses’ awareness of and commitment to energy-saving practices.
6. The Secretariat is requested to assist government agencies and schools with high-voltage power systems in planning for the use of the second reserve fund to install energy-storage facilities, so as to achieve effective energy savings.

Mayor’s Comments:
(1) Firefighting is extremely demanding work. The City Government has increased funding year by year for police and fire personnel, facilities, and equipment and has also continued to improve and strengthen equipment and training for volunteer firefighters. The City Government appreciates the Fire Bureau’s efforts. The private sector not only contributes manpower to firefighting efforts, but also actively provides related resources, including donations of a substantial number of ambulances and firefighting equipment. To make effective use of private-sector resources, when the City Government receives voluntary donations from outside parties, it may also consider encouraging donors to redirect their support to equipment and training for volunteer firefighters. Attendance-related expenses for volunteer firefighters, meanwhile, will be budgeted by the City Government. It is hoped that, through public–private collaboration, support for the full range of volunteer firefighter needs can be further strengthened.
(2) The use of drones to support operations is a global trend. Deploying drones in disaster response can make rescue operations by police, firefighters, and volunteer firefighters more efficient and help safeguard the lives and property of the public. It is hoped that, by improving both software and hardware and enhancing the quality of training, the disaster-response capacity of the fire service can be further strengthened.
(3) As the amount of centrally allocated tax revenue distributed to Tainan City has been reduced, relevant bureaus and departments are requested to strengthen cooperation with the private sector and improve resource integration and to guide community resources actively toward supporting volunteer firefighter equipment, thereby improving training outcomes.

Mayor’s Remarks:
1. Given the recent hot and humid weather, food spoils easily, and food poisoning incidents have already occurred at restaurants and traditional markets in other cities and counties. Relevant bureaus and departments are therefore requested to encourage vendors in traditional markets and night markets to obtain food safety liability insurance to strengthen accountability and risk protection. There are approximately 30,000 dining establishments and eateries in Tainan. Given the large number of such businesses, the relevant bureaus and departments should conduct regular food safety spot checks and release the results to the public in a timely manner. Trade associations and market self-governing associations are also expected to strengthen self-regulation, and accountability should be pursued if problems arise. The Market Administration Office of the Economic Development Bureau is requested to invite the chairpersons, vice chairpersons, and secretaries-general of the self-governing associations of public markets, as well as the self-governing associations and operators of night markets, to attend food safety training sessions organized by the Public Health Bureau and to promote acquiring food safety liability insurance. The Fire Bureau is also requested to conduct comprehensive fire safety inspections at all markets.
2. The International Union for Conservation of Nature (IUCN) has reclassified the black-faced spoonbill from Endangered to Vulnerable, affirming the conservation efforts made over the years by the central government, local governments, civic organizations, and the public. Tainan City is the largest stopover site and habitat for the black-faced spoonbills, which demonstrates the effectiveness of the City’s conservation work. This also helps dispel smears and misinformation surrounding the development of solar photovoltaic facilities. The Agriculture Bureau, the Education Bureau, and the relevant bureaus and departments are requested to strengthen public outreach from multiple perspectives to highlight the City’s conservation achievements. In addition to those of the black-faced spoonbill, the numbers and populations of various migratory bird species inhabiting the City have also shown positive growth. The Agriculture Bureau is therefore requested to apply the successful conservation experience gained with the black-faced spoonbill and the pheasant-tailed jacana to other protected species and to continue seeking central government funding to expand ecological incentive payments and habitat patrols. The relevant bureaus and departments are also requested to continue promoting conservation education carefully and accurately, with no room for misunderstanding or missteps. It is hoped that, through the education system, the conservation experience related to the black-faced spoonbill can be passed on to the next generation so that its population can continue to grow and gradually no longer require protected status. This is the ultimate goal of our conservation mission.
3. The Public Works Bureau is requested to adjust construction sequencing properly in light of asphalt demand. In addition, it should properly plan the classification and disposal of materials at temporary soil storage sites so as to avoid affecting the progress of public works projects.

Whether in the public or private sector, all personnel should uphold integrity in their work. Integrity education is the foundation of clean governance, and only by cultivating it from the ground up can the awareness of integrity and the rule of law gradually take root. The Civil Service Ethics Office is commended for its efforts to foster integrity and anti-corruption values among children and young people at the elementary, secondary, and university levels through a range of educational programs, outreach initiatives, and events.

Mayor’s Comments:
(1) Tainan ranks second in Taiwan in pineapple production. Currently, pineapples from Pingtung, Kaohsiung, and Tainan are entering the market, and Chiayi pineapples will soon follow. In short, it is now peak pineapple season. Due to favorable weather conditions this year, pineapple production is expected to increase by about 5 percent over previous years. The Agriculture Bureau is requested to pay close attention to the balance between supply and demand so as to avoid affecting market prices.
(2) In recent years, the City Government has actively expanded both domestic and overseas marketing channels for pineapples, and Japan remains a major export market for Tainan pineapples. We appreciate the support of the Japanese market and look forward to further exchanges with friendship cities on agricultural specialty products in the future. All bureaus and departments are requested to continue their efforts to market agricultural specialty products. The City Government has also been expanding marketing channels for agricultural specialty products in the European Union (EU) for the past two years. Pineapples exported to the EU do not require quarantine inspection and may clear customs directly, which is good news for farmers. We look forward to strong results in the EU market this year.
(3) Overseas markets have shown strong acceptance of both fresh pineapples and a wide range of processed pineapple products. Accordingly, the City Government is highly confident about pineapple production and marketing this year. The relevant bureaus and departments are requested to continue expanding channels and boosting sales to strengthen the foundation of pineapple production and marketing further.

一、近日氣候高溫又潮濕，食物易腐敗，其他縣市的餐廳及傳統市場已陸續發生食物中毒事件，因此，請相關局處推動傳統市場及夜市等商家投保食安保險，以建立保障責任；本市飲食及小吃店家約有3萬家，因家數眾多，請相關局處平常應定期進行食安抽查，並將抽查結果適時公布給民眾知悉，也期待各公會及市場的自治會自我管理，若發生問題，應進行相關的咎責。請經發局市場處邀集公營市場自治會的理事長、副理事長和總幹事及夜市的自治會與經營商前來聆聽衛生局主辦的食安講習，並積極推動食安保險。請消防局對各市場全面進行消防安全檢查。
二、國際自然保護聯盟已將黑面琵鷺從瀕危物種降級為易危，這對中央、地方政府、民間團體及民眾這些年來對黑面琵鷺的保育工作表示肯定，本市是黑面琵鷺最大的過境地及棲息地，顯見本市的保育工作做得好，也可藉此澄清對於建置光電廠的污衊與假消息，請農業局、教育局及相關局處從多元面向積極宣導，彰顯本市保育工作成果。本市除黑面琵鷺，各種棲息候鳥的數量及族群也都呈正向成長，因此，請農業局將黑面琵鷺及水雉等成功復育的經驗，擴展到其他保育物種，並持續向中央爭取預算，擴大生態給付及棲地巡護。請相關局處持續宣導保育教育觀念，不可有任何的偏差或閃失，期待將黑面琵鷺的保育經驗，透過教育系統傳承至下一代，讓黑面琵鷺的族群能持續擴大，並從受保育的名單慢慢脫離，這是我們保育任務的最終目標。

(二)近幾年本府積極擴展鳯梨的國內、外行銷通路，而日本是臺南鳯梨主要的外銷國家，感謝日本市場的支持，期待未來友誼城市在農特產品方面能多加交流，請各局處持續做好農特產品的行銷工作。本府擴展歐盟的農特產品行銷通路已有2年，而鳯梨行銷至歐盟不需防疫檢驗，可直接通關，這對農民而言是個好消息，期待今年在歐盟行銷上能獲得好成績。
(三)國外市場對鳯梨鮮果及各項加工製品的接受度都相當高，因此，今年本府對於鳯梨的產銷深具信心，也請相關局處持續擴展及擴銷，以穩固鳯梨的產銷基礎。

Mayor’s Remarks:
1. This week includes the Qingming Festival long weekend. Government operations should not be disrupted because of the holiday; all necessary work should either proceed as usual or be brought to a stopping point before the holiday begins. Given the dry weather conditions, the Civil Affairs Bureau is requested to step up fire-prevention publicity at cemetery entrances and continue promoting the practices of making charitable donations and offering rice in place of joss paper burning. Replacing the burning of joss paper with charitable and social welfare donations and reducing the use of incense can improve the environment and air quality and make tomb-sweeping safer and more orderly. The Fire Bureau is requested to deploy drones in cemetery areas for aerial patrol and safety reminders, so as to prevent fires and smoke and minimize the risk of fire during tomb-sweeping activities.
2. In light of the situation in the Middle East and the impact of rising prices for oil, gas, plastics, asphalt, and other essential commodities, Deputy Mayor Chao has already convened the relevant bureaus and departments to examine the issue and announce response measures. The relevant bureaus and departments are requested to strengthen implementation before the long weekend and work with the Department of Legal Affairs to prevent price gouging and hoarding with strictness. Mayor’s Comments:
(1) The Police Bureau carried out a special Lunar New Year project, and both the number of drunk-driving accidents and the number of related casualties declined substantially. The initiative also successfully reduced Category A1 fatal drunk-driving accidents to zero. Appreciation is extended to police personnel for their hard work. Although it is difficult to prevent people from drinking, continued public education on not driving after drinking is needed, and the public should be encouraged to use designated drivers or ride-sharing services, so as to reduce the likelihood of drunk driving at the source.
(2) Drunk driving must be prevented, and drug-impaired driving must also be eradicated. In recent years, drug-impaired driving has drawn growing public attention. Law enforcement personnel are therefore required to intensify enforcement against such conduct to prevent accidents. The Police Bureau is requested to implement saliva-based rapid screening in enforcement operations and expand related drug-testing equipment, so as to strengthen enforcement against both drunk driving and drug-impaired driving and provide the greatest possible protection for the lives and property of the public.

Mayor’s Comments:
(1) Since the City Government established the Hakka Affairs Commission, successive chairpersons have worked with great dedication to promote initiatives, such as the Tung Blossom Festival, Bagong Care Stations, and renovations to the Hakka Cultural Center, along with other improvements in both facilities and services, demonstrating the City Government’s commitment to Hakka culture and related services. At the same time, efforts have also been made to promote the Hakka language so that it may continue to be passed down to and used by future generations.
(2) Tung blossoms are one of the symbols of Hakka culture, and Tainan is also the southernmost area where they can grow. Although other cities and counties also hold tung blossom festivals, an important task for the Hakka Affairs Commission is to develop distinctive features for the Tainan Tung Blossom Festival, so that Hakka residents feel a stronger sense of connection and the wider public can better understand the cultural significance represented by the tung blossom. The Commission is requested to continue its efforts in this regard.
(3) The tung blossom season coincides with the plum harvest. The Tourism and Travel Bureau and the Agriculture Bureau are requested to work together so that more people can appreciate both the beauty of the tung blossoms and the flavor and nutritional value of plums. Tung blossoms are not only beautiful but also culturally significant. 1. When organizing large-scale or major events, the responsible units are requested to ensure proper parking and crowd-flow management, step up environmental cleaning efforts, and promote waste sorting and food waste reduction. For this Saturday’s Children’s Day event at the plaza on the west side of City Hall and Sunday’s professional baseball season opener at the main stadium of the Asia-Pacific International Baseball Training Center, all relevant bureaus and departments must pay close attention to on-site facility safety and prevent any accidents.
2. This year marks the 100th anniversary of the opening of the Tainan Canal, and a series of commemorative activities will be held. The Cultural Affairs Bureau is requested to compile background materials and interpretive content to help the public understand the history of the canal’s development. The Water Resources Bureau is requested to strengthen water quality monitoring; the Tourism and Travel Bureau is requested to coordinate with relevant river cruise operators in support of the activities so as to maximize the overall impact; and the Public Works Bureau is requested to ensure that the lighting design and enhancement works are carried out on schedule and to the required quality standard.
3. With regard to the “New Construction Project for the Nanke Public Sports Center in Tainan City,” the Sports Bureau is requested to expedite the project, actively encourage potential contractors to bid, and avoid construction delays. Attention should also be paid to ensuring that the building exterior does not adopt unusual forms or materials that would increase construction costs.

Mayor’s Comments:
(1) As forest fires have recently occurred in other cities and counties, and with the Qingming Festival approaching, a time when people honor and remember their ancestors, the Civil Affairs Bureau is requested to step up the promotion of “charitable contributions in place of burning joss paper” and centralized burning of joss paper, so as to reduce the risk of fires in cemetery areas. The Fire Bureau has also recently promoted “hands joined in prayer instead of incense,” which can reduce the burning of incense sticks. Relevant bureaus and departments are requested to publicize and promote these practices jointly.
(2) The Fire Bureau and the Environmental Protection Bureau are requested to deploy drones in coordination with the Civil Affairs Bureau to inspect cemeteries, with the aims of detecting signs of fire at the earliest possible stage and preventing fires from spreading. The Civil Affairs Bureau is also requested to place simple water buckets and water bags at cemetery entrances and to strengthen the deployment of firefighting equipment and related supplies in cemeteries that are more prone to fires.
(3) As cemeteries are often located in remote areas, and traffic congestion commonly occurs during tomb-sweeping visits, the Civil Affairs Bureau is requested to increase the number of shuttle services for tomb sweeping and encourage the public to use them, so as to reduce public inconvenience and complaints.

Mayor’s Comments:
(1) Since Tainan resumed participation in FOODEX JAPAN in 2023 following the pandemic, it has achieved strong results each year. After the City began participating, more and more exhibitors followed its lead by setting up their business meeting booths near the Tainan pavilion and adopting a group-based approach, achieving excellent results at the exhibition. In 2024, Tainan participated in food exhibitions in South Korea and Singapore; in 2025, in Europe and Australia; and in 2026, it will participate in the United Kingdom. Sales in the United States and Canada have also been very strong. Through these exhibitions, the City Government has promoted Tainan foods and specialty products to international markets.
(2) In recent years, by participating in food exhibitions, the City Government has helped market fruits and agricultural products that might otherwise have faced sluggish sales in international markets, thereby increasing farmers’ income, safeguarding consumer interests, and enhancing the quality of agricultural and specialty products.
(3) The first container of frozen fruit ordered at FOODEX JAPAN will be shipped tomorrow, the 25th. In addition, the “2026 Taiwan Festival,” to be held at Tokyo Skytree from April 4 to May 31, will feature Tainan as its theme. Mayor’s Remarks:
1. Since the beginning of spring this year (2026), rainfall in southern Taiwan has been below normal, and the central government has already activated its response mechanism. The Environmental Protection Bureau is therefore requested to use reclaimed water for the routine irrigation of roadside trees and hedges, and all bureaus, departments, and schools are also requested to implement water-saving measures in earnest. During the once-in-a-century drought in 2021, meaningful rainfall did not arrive until late May, and in 2023 the drought persisted until early June. At present, the City’s reservoirs are only 37% full, and with the spring plowing season approaching, daily agricultural and domestic water demand is as high as 4 million metric tons. All bureaus, departments, and schools are therefore requested to conserve water and carry out water-saving plans.
2. Since the beginning of spring, low rainfall and dry conditions have led to a succession of fires of various sizes, some of which have resulted in casualties. The relevant bureaus and departments are requested to pay particular attention to this matter. With the Qingming Festival approaching, the Civil Affairs Bureau, Fire Bureau, Police Bureau, and other relevant departments are requested to strengthen fire prevention outreach to reduce the number of fires during tomb-sweeping activities, ease the burden on firefighting personnel, and avoid potential risks to public safety.
3. This year’s pineapple and muskmelon harvests are larger than in previous years. The Agriculture Bureau is requested to strengthen marketing channels and expand dried-fruit processing while also identifying any restrictions affecting marketing channels in the United Kingdom and the European Union. In addition, lower-than-usual rainfall this year may result in smaller mangoes. To avoid affecting mango growth, the Agriculture Bureau is requested to plan in advance how mountain area water storage ponds will be utilized so farmers can carry out irrigation promptly when needed.
4. The Orchid Show has concluded. The Agriculture Bureau, Education Bureau, and other relevant bureaus and departments are requested to compile the number of orchids needed and actively submit applications to the Ministry of Agriculture.

(1) The Tainan Metropolitan Expressway project approved by the central government covers Phases I through IV. After years of construction, sections have gradually been completed and opened to traffic. Once fully completed, the project will substantially reduce travel time for vehicles traveling from the urban area, Annan District, Yongkang District, and National Freeway No. 1 to the Southern Taiwan Science Park, which will be a major benefit to commuters traveling to and from the Park.
(2) The Tainan Metropolitan Expressway serves an important function. It can help prevent commuter traffic bound for the Southern Taiwan Science Park from becoming as congested as that around Hsinchu Science Park while also saving commuters considerable time and effort. It is hoped that the project will be completed on schedule and to the required standard.

(1) Planning for the Asia-Pacific International Baseball Stadiums and Training Centers began when President Lai was serving as mayor. Construction of the youth baseball field was launched during the tenure of former Acting Mayor Lee, and construction of the adult baseball stadium began during my term as mayor. After a series of adjustments to facilities, lighting, and other park infrastructure, the adult baseball stadium is finally ready to open officially for the 2026 season. The public has been eagerly awaiting this moment, and the City Government is treating it as a major celebratory occasion. All relevant bureaus and departments are therefore requested to remain fully alert and well prepared to ensure that every aspect of the event proceeds smoothly. It is hoped that, even if tens of thousands of fans attend on opening day, traffic flow, public security, and environmental cleanliness will all be maintained without incident, providing both fans and players with an excellent environment for watching and playing the game.
(2) The Sports Bureau, Transportation Bureau, Police Bureau, Environmental Protection Bureau, and other relevant departments are requested to reconfirm all arrangements before the event and make thorough preparations so that the main adult baseball stadium at the Asia-Pacific International Baseball Stadiums and Training Centers will meet public expectations.

市長提示：
一、今(115)年開春以來南部降雨量偏低，中央已啟動應變模式，因此，請環保局落實使用回收水進行日常路樹及綠籬澆灌作業，也請各局處及學校確實做好各項節水措施。2021年遭遇百年大旱時，約至5月底才降雨，2023年乾旱期約至6月初才降雨，目前本市水庫的蓄水量只有37％，又面臨春耕，每日農業及民生用水約高達400萬噸，因此，請各局處及學校節約用水，並落實節水計畫。
二、開春以來降雨量偏低，因天乾物燥，造成大小火災事件不斷，且有人命傷亡，請相關局處特別注意。清明即將來臨，請民政局、消防局及警察局等相關局處加強防火宣導，以降低掃墓時火災件數的發生，也避免消防人員疲於奔命，進而造成民眾安全上的隱患。
三、今年鳳梨及洋香瓜產量較往年增加，請農業局加強推廣行銷通路及製作果乾的作業，並瞭解英國及歐盟行銷通路的限制；今年降雨量偏少，可能造成芒果結果較小，為避免影響芒果的生長，請農業局提前規劃山區蓄水池之運用機制，俾利農民即時進行注水作業。
四、蘭展已結束，請農業局及教育局等相關局處彙整蘭花的需求數量後，積極向農業部申請。
五、請各局處鼓勵同仁參觀智慧城市展，以學習其優點及運用方法。

(一)中央核定北外環道路工程，其範圍涵蓋一到四期工程，歷經數年施工，迄今已陸續完工通車，北外環道路工程完工後，可大幅縮短從市區、安南區、永康區及國道一號車流進入南科的時間，對於往返南科通勤的人員是一大福音。
(二)北外環道路工程有其重要的功能，可避免南科通勤車流如竹科般壅塞，也可節省通勤人員花費的時間及精力，期待北外環道路工程能如期如質完工。
二、體育局陳報「3/20亞太主球場開幕記者會及3/29中職開賽籌備說明」報告。（詳如書面資料）

市長提示：
(一)亞太國際棒球訓練中心自賴總統擔任市長時即著手規劃，李前代理市長時便啟動少棒球場興建，本人擔任市長時動工成棒球場，經陸續調整園區內各項設施及燈光等，終於在今(115)年成棒球季可正式啟用，市民朋友非常期待，本府也以辦喜事的心情來舉辦活動，請相關局處提高警覺嚴陣以待，確保活動順利無誤。期待開幕當日，即使有上萬名球迷前來觀賽，交通秩序、治安及環境整潔等都能順利運轉，無任何意外事件發生，提供給球迷及球員一個好的觀球與比賽環境。

Mayor’s Remarks:
1. This winter (2026) has seen little rainfall, and precipitation this spring has also been below the historical average. Water storage levels in Tainan City’s reservoirs have fallen below 50 percent, indicating that the dry season has clearly begun. The City’s daily domestic water demand is approximately 1 million tons, while the first rice crop requires an estimated 150–200 million tons of water, placing additional pressure on available water supplies. Looking back at the once-in-a-century droughts of 2021 and 2023, rainfall did not begin until around late May or early June. We should therefore make advance preparations for a range of water-saving response measures. All bureaus and departments are requested to begin studying and formulating water conservation measures as early as possible and to review situations in which reclaimed water may be used. For the routine irrigation of roadside trees and hedges, the Environmental Protection Bureau is requested to use reclaimed water and submit an implementation plan to senior city government leadership for reference. The Water Resources Bureau has completed preparations for seven large-scale reverse osmosis (RO) water treatment units. The Bureau is requested to consult with senior city government leadership as soon as possible to plan appropriate locations and circumstances for their deployment.
2. Ensuring that residents do not face shortages of water or electricity is an important issue for both the central and local governments. Recently, sharp increases in oil prices are also expected to drive up natural gas prices. Although the central government has announced that part of the price increase will be absorbed by the government and relevant enterprises and institutions, local governments should take the lead in implementing water- and energy-saving measures within their respective areas of responsibility. All bureaus and departments are requested to make advance plans and preparations in response.
3. With regard to the report titled “Immediate Measures of the City Government in Response to Rising Oil Prices Resulting from Changes in the Situation in the Middle East,” Deputy Secretary-General Lin and the Economic Development Bureau are requested to examine additional energy-saving measures that the City may further strengthen and implement, ways to promote and encourage energy conservation in the private sector, and approaches to subsidizing small business operators. The Education Bureau is also requested to evaluate the feasibility of installing automatic transfer switches (ATS) in schools.

1. The Environmental Protection Bureau submitted a report on "Food Waste Treatment Strategies and Facility Improvement and Optimization" (refer to written sources for details).

Mayor’s Comments:
(1) Because Tainan City has banned the use of food waste for pig feeding, an additional approximately 60 tons of food waste must be processed each day. To increase processing capacity, the City has adopted measures, such as high-speed fermentation plants and biological treatment machines. As a result, Tainan City has achieved better results than other cities and counties in implementing the ban on using food waste for pig feeding. All bureaus and departments are expected to work toward reducing food waste within their respective areas of responsibility. Efforts should focus on reducing food waste at the source through measures, such as separating raw and cooked food waste and strengthening raw food waste reduction at traditional markets, restaurants, schools, and institutional food service providers. The Environmental Protection Bureau, Agriculture Bureau, Education Bureau, and other relevant bureaus are requested to strengthen their efforts.
(2) An outbreak of African swine fever occurred last year (2025). Fortunately, it did not spread further or cause losses to the industry. Nevertheless, food waste management remains an important issue for the City Government, and all bureaus and departments are requested to continue working together on this matter.
(3) As there are discrepancies between information held by certain councilors and the data provided by the Environmental Protection Bureau, the Bureau is requested to issue a press release as soon as possible to clarify the matter and prevent public opinion from being guided in the wrong direction by media reports.
2. The Indigenous Peoples Commission submitted a report titled “2026 Pingpu Indigenous Peoples Cultural Festival: ‘Gathering in Light and Shadow—A Feast of Music and Dance’” (refer to written sources for details).

Mayor’s Comments:
(1) Promoting the preservation and development of Pingpu Indigenous culture is an important responsibility of the Tainan City Government. This initiative has been advanced over the years, from the tenure of former Tainan County Mayor Su, through the period when President Lai served as Mayor of Tainan, and up to the present. During his tenure as mayor, President Lai took the lead in recognizing the Pingpu as “city-designated Indigenous Peoples,” a move that was significant both symbolically and substantively.
(2) The event will be held on April 3rd and 4th at the plaza in front of the Performance Hall of the Xinying Cultural Center and along the Green River Corridor. The Indigenous Peoples Commission is requested to plan the site layout and visitor flow carefully and enrich the event program so as to attract more residents and others interested in Indigenous cultures to participate, and to make the festival a major highlight among the City’s Indigenous cultural events.

市長提示：
一、今(115)年冬季無雨，春雨量也不如往年的平均值，本市各水庫的蓄水量已低於5成，進入枯水期的情形已非常明顯，本市每日的民生用水約需100萬噸，第一期稻作約需1億5千萬噸至2億噸的水，進而使本市的蓄水量更加吃緊，回顧過去2021年及2023年的百年大旱，約至5月底6月初才開始降雨，因此，我們應提前做好各項節水的因應措施。請各局處及早研議各項節水措施與檢視使用回收水的場合；日常路樹及綠籬澆灌作業，請環保局使用回收水，並將執行計畫提送府層知悉；水利局已完成7台大型RO淨水處理設備的整備，請水利局儘速與府層研商規劃使用的處所及場合。
二、讓民眾不缺水電，是中央及地方政府重要的課題，近期因油價大幅上漲，預計天然氣的價格也會上漲，雖然中央政府已公布由國家及事業單位吸收部分上漲的價格，但地方政府應率先在業務範圍內做好各項節水及節電的措施，請各局處事先做好規劃以為因應。
三、針對「因應中東局勢變化油價上漲市府的即期措施報告」，請林副秘書長與經發局研議本市還可加強實施的各項節能措施、宣導鼓勵民間節能的方法及補助小生意業者之作法；請教育局研議學校加裝自動電源切換開關(ATS)之可行性。

市長提示：
(一)本市因禁止廚餘養豬，因此，每日需多處理約60噸左右的廚餘，透過高速發酵廠及生物處理機等方式來提昇處理量能，所以本市實施禁止廚餘養豬的成效較其他縣市佳。期待各局處在所轄管業務範圍內致力於廚餘減量，並運用生、熟廚餘分類及加強菜市場、餐廳、學校及團膳業者生廚餘減量等方式從源頭減少廚餘產生，請環保局、農業局及教育局等相關局處加強努力。
(二)去(114)年發生非洲豬瘟，所幸並未擴大疫情，造成產業的損失，但廚餘處理的問題仍是本府的重要課題，請各局處共同努力。

二、原住民族事務委員會陳報「2026『光影相聚・樂舞宴饗』平埔原住民族群文化節」報告。（詳如書面資料）

(一)推動平埔原住民族群文化保存與發展，是本府的重要責任，從臺南縣蘇前縣長、賴總統擔任市長時迄今已陸續推動此計畫，賴總統擔任市長時率先承認平埔族是「市定原住民」，此舉在象徵面及實質上均具有意義。
(二)本次活動將於4月3日、4日二天於新營文化中心演藝廳前廣場及綠川廊道舉辦，請原民會務必妥善規劃場地動線，並豐富活動內容，進而吸引更多市民朋友及對原住民族文化感興趣的朋友來參與，並成為本市民族活動的重要亮點。

Mayor’s Remarks:
1. Today (March 3) is the Lantern Festival holiday, and the Taiwan Lantern Festival also opened today in Chiayi County. We hope that the Taiwan International Orchid Show in Tainan and the Taiwan Lantern Festival in Chiayi County will complement each other and provide the public with a richer, more comprehensive, and more fulfilling lineup of activities. The Yuejin Lantern Festival and the Xinying Shimmer Festival will conclude this Sunday (March 8), the final day of their exhibitions. The Cultural Affairs Bureau is requested to maintain the quality of the curation through the final day and, in coordination with the district offices and relevant departments, to manage on-site crowds and public order and ensure cleanliness in the surrounding area. As the Orchid Show is already underway, the relevant bureaus and departments are requested to strengthen linkages between the Orchid Show and nearby attractions, such as Jingliao Old Street, Guanziling, and Coffee Road, to draw more visitors and boost tourism benefits.
2. Given the recent highly changeable weather, together with high temperatures and rainfall, conditions are favorable for the breeding of dengue vector mosquitoes. The Public Health Bureau, Civil Affairs Bureau, Environmental Protection Bureau, and other relevant departments are requested to work together to carry out epidemic prevention inspections and related control measures in a thorough manner. Residents are also urged to cooperate with all prevention measures to protect their own health and that of their families. All bureaus and departments are asked to work jointly to prevent a recurrence of the 2015 and 2023 outbreaks.
3. The Public Works Bureau is requested to assist the Cultural Affairs Bureau in managing the schedule and progress of the Annei Film Studio Base Renovation Project (Blue 6, Blue 7, and Blue 19).

Mayor’s Comments:
(1) The Public Works Bureau was asked to deliver this report today (March 3) because amendments to the Act Governing the Allocation of Government Revenues and Expenditures have resulted in reduced centrally allocated tax revenues for Tainan, as well as reductions in both general and project-based subsidies. The “reduction” in centrally allocated tax revenues refers to the fact that, among jurisdictions, Tainan has seen the smallest increase in both percentage terms and absolute amount, while the City Government’s expenditures have increased significantly. In addition, because the central government’s general budget has not yet been approved, major local infrastructure projects have been delayed. Local governments have had to rely on borrowing or extending payment terms to bridge funding gaps, further compounding the fiscal strain on local governments.
(2) In response to the above circumstances, the Public Works Bureau is requested to make advance preparations and to conduct rolling reviews of the prioritization of projects not yet put out to tender, so that the City’s public works projects can proceed smoothly.
2. The Public Health Bureau submitted a report titled “Long-Term Care Transportation Service Reservation Platform Development Project – Tainan Senior E Lu Tong” (refer to written sources for details).

Mayor’s Comments:
(1) Although transportation options, such as taxis and Uber, are available for seniors traveling to medical appointments and rehabilitation, using the City Government’s long-term care transportation service reservation platform is more convenient and time-saving. It is hoped that, through this digital platform, the transportation service will become more transparent, public utilization will increase, and government service effectiveness will be enhanced.
(2) This year (2026), the digital platform has expanded its eligible user groups, and demand is expected to continue rising. The Public Health Bureau is requested to continue improving how the digital platform matches service supply with user demand so that both service providers and users can use the platform more conveniently and save time. The Bureau is also requested to strengthen public outreach on the platform’s functions and benefits.

(一) 今(3)日請工務局做此報告，是因中央財政收支劃分法修正，本市獲得的統籌分配稅款減少，一般性及計畫性補助也減少，所謂的統籌分配稅款減少，係指本市在比率及絕對數上增加的幅度最少，本府需負擔的款項卻大幅增加，加上中央政府總預算案尚未通過，造成地方政府的重要建設被延宕，地方政府需靠舉債借款或拉長付款期限等方式來周轉資金，讓地方政府的財務狀況更加的雪上加霜。
(二)為因應上述情況，請工務局預做準備，並滾動式檢討未發包工程的優先順序，讓本市的各項公共工程都能順利進行。

(一)長者就醫與復健時雖有計程車及Uber等交通工具可使用，但運用本府建置的長照交通接送預約平台，會更便利及節省時間，期待透過本府的數位平台，讓交通接送服務更透明化，提高民眾的使用度，有助提升政府的服務效能。
(二)今(115)年數位平台擴大服務對象，需求量將持續攀升，如何運用數位平台媒合服務端與民眾端的需求，讓彼此能更加便利使用及節省時間，請衛生局持續努力，並加強宣導預約平台的功效。

Mayor’s Remarks:
1. The Lunar New Year holiday has concluded. Leveraging the city’s three major lantern festivals, privately organized lantern events, and Pokémon-related activities, Tainan recorded over 13 million person-visits during the holiday period, resulting in high hotel occupancy. This reflects broad public recognition of Tainan’s events and overall offerings. However, in light of the related negative media coverage, relevant bureaus and departments should remain vigilant to prevent damage to the city’s tourism image. With the Peace Memorial Day long weekend approaching, relevant departments are requested to strengthen environmental cleaning, public security, and traffic management.
2. Following the start of the new school term and resumption of work this week, influenza-like illness activity and norovirus cases have been reported in various parts of the country. Relevant departments are requested to strengthen public messaging encouraging students to wash their hands frequently, so as to reduce the risk of infection on campus and prevent clusters of cases in classrooms.
3. When departmental computers are decommissioned, certain components may have resale value. The Secretariat is requested to handle disposal and related matters in a unified manner. Going forward, if any bureau or department leases computers, it should request a reduced rental rate from the lessor.
4. All bureaus and departments are requested to implement measures effectively to reduce food waste and general waste, to avoid placing additional burden on the environment.

1. The Agriculture Bureau presented a report titled “Planning for the 2026 Taiwan International Orchid Show and Floral Technology Exhibition” (refer to written sources for details).

Mayor’s Comments:
(1) Each year, the City Government continues to optimize, refine, and upgrade facilities and related measures for the Orchid Show to avoid repetitive displays that may lead to fatigue among residents and visitors. Accordingly, the organizers are requested to be creative, enrich the program content, and strengthen online promotion and publicity materials. The agricultural specialty products exhibition area should also incorporate creative displays, so that residents and visitors find fresh surprises, new elements, and highlights each year.
(2) The Orchid Show opening ceremony will be held on February 26, and President Lai and other central government officials will be in attendance; therefore, on-site security will be strengthened. The Orchid Show will open to the public on February 27, and residents and visitors are encouraged to attend. As Chiayi County will host the Taiwan Lantern Festival from March 3 to 15, relevant bureaus and departments—including the Agriculture Bureau, Tourism Bureau, and Transportation Bureau—are requested to strengthen shuttle services and transfer arrangements and to enhance tour itinerary planning between the two cities, so that the events can complement each other and generate synergistic tourism benefits.

Mayor’s Comments:
(1) This year (2026) marks the 20th year of the Tainan Half Marathon. The event was originally a full marathon. In recent years, however, based on public feedback that traffic control durations were too long, it was adjusted to a half marathon. Despite this change, participation has continued to increase year by year, reaching a record high this year. In the future, if public acceptance of the traffic controls required for a full marathon increases, the City may consider restoring the event to a full marathon.
(2) The marathon is held to promote public health, city marketing, and exchange. This year, runners from Tainan’s sister cities also participated. Relevant bureaus and departments are requested to work together to ensure that runners from Taiwan and abroad leave with a positive impression, thereby enhancing Tainan’s visibility and profile.

一、農曆春節假期已結束，本市憑藉三大燈節、民間舉辦的燈會及寶可夢活動等，在春節期間湧入超過1300萬人次到訪，讓本市的住宿率有很好的成績，這表示臺南舉辦的活動及各方面都獲得民眾的認同，但隨之而來的負面新聞，請相關局處提高警覺，避免本市的觀光印象被破壞。接下來是和平紀念日連續假期，請相關局處加強環境清潔、治安維護及交通疏導等工作。

(2) In recent years, consumer behavior has gradually shifted, with brick-and-mortar retail channels declining and online shopping increasing. According to the report, consumer disputes most frequently involve real estate transactions and online shopping. Relevant bureaus and departments are requested to strengthen guidance of businesses to ensure full disclosure of home purchase information and to use standard form contracts to prevent disputes arising from information asymmetry and lack of transparency. Online shopping is also more prone to disputes due to limited transparency and the anonymity of buyers and sellers. A number of lantern festivals are being held in succession across Tainan, including city government-organized events, such as the Yuejin Lantern Festival, Longci Light Festival, Yue Jin Art Museum, and Xinying Shimmer Festival, as well as community-initiated events, such as the Zuozhen Lantern Festival and the Puji Lantern Festival. The Tourism and Travel Bureau and the Cultural Affairs Bureau are requested to work with local district offices to connect individual events with nearby commercial areas and tourist attractions, creating integrated travel routes that allow residents and visitors to enjoy in-depth travel experiences while boosting local tourism. To ensure event quality, the Police Bureau and the Transportation Bureau are requested to work together to maintain traffic order in event areas and to strengthen the promotion of public transportation use.
2. District offices are requested to re-inspect all traffic signs and signals within their jurisdictions to find out if any are tilted or damaged and to carry out necessary repairs promptly. 1. As the Lunar New Year approaches, many community organizations and companies will be hosting year-end banquets. The Police Bureau, Economic Development Bureau, Transportation Bureau, and other relevant departments are asked to step up public awareness efforts on drunk driving prevention. Businesses should also be encouraged to remind patrons to use taxis, ride-sharing, or designated driver services to prevent harm to themselves, their families, or others.
2. The central government’s general budget has yet to be passed, which will have a significant impact on the city government’s finances. Relevant bureaus and departments are requested to assess the potential areas of impact, compile a list of affected projects and initiatives, and provide clear explanations to help the public fully understand the implications. This transparency will support public oversight and encourage elected representatives to expedite the review process, thereby safeguarding the rights and interests of our citizens.
3. Last year (2025), the city government took the lead in launching the “ATM Face-Covering Alert Anti-Fraud Initiative,” which has proven highly effective. This year (2026), the program has been expanded through collaboration with CTBC Bank. All bureaus and departments are asked to assist in promoting the initiative to facilitate broader installation of the ATM anti-fraud system, which is expected to yield significant results in combating fraud. Thanks to strong anti-fraud measures implemented by farmers’ associations, post offices, and bank tellers, Tainan ranks first nationwide in effectiveness. The city government will continue to strengthen ATM fraud prevention efforts and enhance public outreach through various administrative and civil channels to reduce the risk of citizens falling victim to scams.

This Saturday, the Tourism and Travel Bureau and the Southern Taiwan Science Park Administration will co-host the Southern Taiwan Science Park Dawn Music Festival, which is expected to attract large crowds. Tainan has officially entered the stage of a super-aged society, with nearly 380,000 residents aged 65 and over, accounting for approximately 20.48% of the total population—a notably high proportion. The city has fulfilled its goal of establishing one daycare center per school district, as well as ensuring that each district has both an Evergreen Learning Center and a flagship senior service center. According to the report, there remains room to expand participation in the learning center programs. The Social Affairs Bureau is encouraged to continue its efforts, and all departments are urged to explore strategies to further enhance the value and contributions of older adults.
(2) For seniors living alone or in remote areas, the Social Affairs Bureau is requested to increase outreach and proactively provide information about programs such as the Evergreen Learning Center, to support the physical and mental wellbeing of these citizens. The Economic Development Bureau and Market Administration Office are encouraged to continue promoting high-quality goods from the markets and to use these mascots to further enhance the markets’ appeal as tourist destinations, thereby maximizing their tourism value.
(2) In recent years, the city government has secured funding from the central government to steadily improve the environments surrounding traditional markets. Relevant departments are requested to continue refining efforts in food safety, environmental sanitation, utility infrastructure management, and the planning of traffic and parking flow, in order to enhance the overall quality and safety of the markets. (2) The area surrounding Yi Ju Xiao Dong offers well-developed amenities, and the rent for its housing units is relatively affordable, resulting in enthusiastic public interest—with a total of 3,148 applications submitted. The primary purpose of social housing is to stabilize the local rental market, prevent landlords from arbitrarily raising rents, and provide residents with affordable housing in a desirable location, thereby enhancing overall residential quality. The smooth and successful operation of the social housing project is highly anticipated.
(3) Several social housing projects led by the central government, the National Land Management Agency, and Tainan City are scheduled for phased completion throughout this year (2026), allowing citizens to move in. (1) All counties and cities nationwide are fully committed to promoting the “One Tablet per Student, Smart Learning in Every School” program within a four-year timeframe. In addition to receiving funding from the central government, Tainan City has also allocated limited municipal funds to accelerate implementation, allowing schools to achieve the goal of “One Tablet per Student” at an earlier stage. According to the Education Bureau’s report, AI and related technologies are being used to support differentiated instruction during classroom teaching aligned with the curriculum while also providing learning opportunities in technology education beyond the curriculum for students who are interested, gifted, or eager to explore.
(2) Tainan City has achieved notable results in implementing the “One Tablet per Student, Smart Learning in Every School” program. The city secured first place in the Presidential Cup AI Literacy Competition, boosting the confidence of award-winning students from rural areas and demonstrating the high level of “One Tablet per Student” penetration and adoption across the city. Looking ahead, the city aims to accelerate the deployment of AI-enabled laptops so that both teachers and students can fully experience the benefits of AI in both curriculum-based and extracurricular learning. This initiative is also expected to spark student interest in the use and training of drones and robotics. Appreciation is extended to the Education Bureau for its dedicated efforts.

(1) In addition to the existing Civil Sports Centers, Tainan City actively sought subsidies from the Ministry of Sports to construct Public Sports Centers in Xinying District and Annan District, with completion anticipated within this year. Furthermore, in response to public expectations and requests from councilors, the city has independently allocated funds to build Public Sports Centers in Yongkang District, Rende District, and the Southern Taiwan Science Park area. These projects involve substantial expenditures and are scheduled for completion in phases during this year (2026) or next year (2027). It is hoped that construction can be completed as early as possible so that citizens may begin using these facilities promptly. Appreciation is extended to the Sports Bureau for its efforts.
(2) Public Sports Centers are being constructed using public funds contributed by taxpayers. It is therefore expected that, through public–private partnership arrangements, their operations can be effectively optimized. Since operating entities are no longer required to cover construction costs, they should be expected to achieve financial self-sufficiency. This is also a key goal of the city government. By adopting a model in which the facilities are publicly built and privately operated, the city aims to provide high-quality sports venues that are affordable to the public and contribute to improved public health.

(一)本市除國民運動中心之外，也爭取運動部的補助來建置新營區及安南區全民運動館，期待今年能順利完工。另因應民眾的期待及民代的要求，本市自籌經費分別於永康區、仁德區及南科建置全民運動館，經費所費不貲，這些運動館陸續將於今(115)年或明(116)年完工，期待能盡早完工，讓市民可以盡快使用，感謝體育局的努力。
(二)全民運動館是用民脂民膏來興建，期待透過促參的方式，讓全民運動館的營運能活用，因營運單位已不需再負擔興建經費，因此，應要求營運單位在財務上自給自足，這也是本府的目標。期待透過政府興建及民間營運的方式，提供優質的運動場域，讓民眾能消費得起，也讓民眾身體更健康。

Mayor’s Remarks:
1. In response to the recent random attack in northern Taiwan, the Tainan City Government conducted a violence prevention drill yesterday (29th). With the New Year’s Eve celebration set to begin tomorrow night featuring extended hours and large expected crowds, relevant bureaus and departments are instructed to strengthen security monitoring, ensure that emergency response plans are in place, and remain fully prepared. In the event of an emergency, on-site personnel should maintain order, assist with evacuating the public, and work to minimize potential harm.
2. Several large-scale hospital development projects were launched this year. These include the groundbreaking of Nanke Chi Mei Hospital earlier this year and, more recently, the National Cheng Kung University Shalun Hospital. The land consolidation for the Yongkang Chi Mei Medical Zone has been completed, and the Tainan Municipal Hospital BOT project is progressing steadily. These major medical facilities bear significant responsibility for safeguarding public health. The Public Health Bureau is requested to assist private organizations and teaching hospitals in keeping their projects on track. Should regulatory or other issues arise, cross-departmental meetings should be convened promptly to coordinate solutions. In parallel, advance measures should be taken to address traffic impacts and improve parking availability, thereby expanding the city’s overall medical capacity for its residents.
3. The Environmental Protection Bureau, Education Bureau, and Economic Development Bureau presented the “Food Waste Reduction Plan and Timeline.” The Environmental Protection Bureau is instructed to raise the food waste collection and treatment fee, setting it higher than the fee for general waste, to discourage noncompliance—particularly among traditional market and night market vendors. The Economic Development Bureau is to ensure that catering providers in factories cooperate with food waste reduction efforts. Additionally, the Environmental Protection Bureau is requested to manage the wastewater produced from draining food waste from school lunches and group catering services properly to prevent pipeline blockages. All bureaus and departments are urged to work together to reduce food waste and prevent associated environmental and animal disease risks.

Mayor’s Comments:
(1) Youth policy is a key national priority. President Lai’s Global Pathfinders Initiative enables young people to apply for funding to pursue life experiences abroad based on their own ideas. City and county governments have also introduced various plans focused on youth employment, benefit programs, and personal development—reflecting strong commitment at both the central and local levels. Appreciation is extended to the Research, Development, and Evaluation Commission for establishing the Youth Strategic Alliance, which links 14 universities with multiple city departments to create a cross-departmental and interdisciplinary platform for youth collaboration. Special thanks go to the lead agencies of the six working groups and the participating universities for their valuable contributions.
(2) In response to the challenges currently faced by young people—such as housing, employment, transportation, and childrearing—we must address these issues step by step and on a case-by-case basis, so that youth have better options in life, family building, and the pursuit of self-fulfillment. The Tainan City Government offers internship and winter/summer work-study programs, with the aim of helping young people both contribute to municipal development and gain early insight into how government agencies operate and how administration is conducted in accordance with the law. These efforts have a positive impact on both public servants and participating youth. Mayor’s Comments:
(1) The Xinying Shimmer Festival is held at Swan Lake Park, which in the past suffered from poor infrastructure and environmental conditions. Through regional revitalization efforts, the park has been transformed into a tourist attraction, greatly enhancing its ability to draw visitors. In the southern area of the Zengwen River, there is the Longci Void Mountain Light Festival, while the northern area hosts events, such as the Yanshui Beehive Fireworks Festival, exhibitions at the Yue Jin Art Museum, the Yuejin Lantern Festival, and the Xinying Shimmer Festival. It is hoped that through these diverse events, local tourism will be promoted and the public will gain a better understanding of the cultures of Yanshui, Xinying, and surrounding areas.
(2) In the city center, the Puji Temple Lantern Festival is held, while the Yue Jin Art Museum in Yanshui brings art and culture into the streets and alleys. It is hoped that through the interplay between the northern and southern areas, Tainan’s distinctive cultural identity, unlike that of any other city, can be showcased. Everyone is warmly invited to visit and experience Tainan.
(3) The Cultural Affairs Bureau, Agriculture Bureau, Tourism and Travel Bureau, and the Department of Information and International Relations are requested to work together to promote domestic tourism. Mayor’s Remarks:
1. Municipal governance is a relay, with responsibilities passed from one administration to the next. I have taken up this role following the efforts of successive county and city mayors, including President Lai Ching-te, during his term as mayor, and former Acting Mayor Li Meng-yen. On December 25th of next year (2026), I will hand over the important responsibilities of municipal administration to the next mayor. However, as my current term is still ongoing, I urge all bureaus, departments, and district offices to continue fulfilling their duties diligently. The report and achievement video presented earlier by Director Chen of the Land Administration Bureau represent only a portion of our overall municipal accomplishments. Citizens and councilors form their views based on their day-to-day experiences and convey their feedback to the city government. All bureaus, departments, and district offices are requested to take this feedback into account and make continuous improvements.
2. This year (2025), Tainan City’s centrally allocated tax revenues and subsidies have decreased by more than NT$1.2 billion. Despite these limited resources, the city government has continued to make substantial investments in social welfare, education, and compensation and benefits for police officers and firefighters. Following the implementation of the Act Governing the Allocation of Government Revenues and Expenditures next year (2026), both municipal funding and central government subsidies will be further reduced. In addition, house tax revenues are expected to decline by approximately NT$180 million. Yet public expectations will only continue to grow, not diminish. Achieving better outcomes under constrained resources will require the collective efforts of all bureaus, departments, and district offices. All colleagues are urged to remain diligent in fulfilling their responsibilities and carrying out their duties, so that citizens can clearly feel the city government’s sincerity and dedication.
3. As the end of the year approaches, the city will be hosting numerous events. In light of the recent shocking random attack in northern Taiwan, all bureaus and departments are urged to ensure proper order, public safety, and environmental cleanliness when organizing and conducting activities.
4. Air quality tends to deteriorate during the winter season. Relevant bureaus and departments are requested to take proactive measures to prevent the public from burning rice straw and garbage to reduce air pollution and to enhance prevention efforts through the use of technological tools.

二、今(114)年本市統籌分配稅款及補助款約少12億元以上，雖資源有限，本市仍在社會福利、教育及警消待遇等方面投入相當多的資源。明(115)年財劃法實施後，本市的經費及中央補助款將減少，加上房屋稅約減收1.8億元，市民的期待只會更多不會更少，如何在有限的資源，達到更好的成果，期待各局處及各區公所共同努力，並請同仁恪守職責，做好各項業務，讓市民朋友能感受到本府的用心。

1. From this month through the Lunar New Year, Tainan City will host a series of events, including the Longci Light Festival – Void Mountain Worship, the Yanshui Yue Jin Art Museum exhibition, the Yuejin Lantern Festival, the Yanshui Beehive Fireworks Festival, the Xinying Shimmer Festival, the Puji Temple Lantern Festival, the Luermen Matsu Temple Spring Ox Whipping Ceremony, and various Christmas and New Year’s Eve festivities. All bureaus and departments are expected to prioritize public safety by implementing comprehensive safety and security measures. In addition, smooth traffic flow and engaging event programming should be ensured to provide visitors and residents with a comfortable and seamless experience, leaving them with a positive and lasting impression of Tainan City.
2. The City has officially announced a ban on the use of food waste for pig farming. The Agriculture Bureau is instructed to ensure full compliance among pig farmers and to strengthen inspection and enforcement efforts. The Environmental Protection Bureau is requested to enhance public outreach on proper food waste handling, including draining and the separation of raw and cooked food waste. The Education Bureau, Economic Development Bureau, and other relevant departments are urged to promote a culture of food conservation and to reduce food waste further across various settings, such as school lunches, banquets, and public events. Notable progress has already been made in reducing food waste from school lunches. It is hoped that continued improvements in dietary habits and the preparation of more delicious meals will lead to even lower levels of food waste. All departments are asked to work collaboratively to eliminate potential transmission routes for African swine fever and to reduce the overall environmental burden.
3. Regarding the “Yujing Public Retail Market Seismic Strengthening Project,” the Economic Development Bureau is requested to accelerate the procurement process.

Mayor’s Comments:
(1) In the past, Tainan City had relatively few featured parks or distinctive playground equipment. However, public expectation, especially from children, parents, and civic groups, has been strong. Since 2019, the city has rapidly expanded such facilities, with a goal of establishing 92 featured parks. To date, 74 have been completed. These parks aim to provide children with playground equipment that is both safe and enjoyable. Special thanks go to the Public Works Bureau for its efforts.
(2) When installing featured playground equipment, thorough evaluations and careful selections should be made to ensure the effective use of public funds. Poor public reception or low utilization should be avoided. 1. As the year draws to a close, numerous events are being organized by both government agencies and civil society groups. All relevant bureaus and departments are requested to ensure the maintenance of public order, environmental cleanliness, and public safety.
2. Since the easing of the pandemic in 2023, Tainan City’s high-quality specialty agricultural products and processed goods have entered markets in Europe, Australia, Japan, South Korea, Singapore, and other countries, receiving positive feedback from both the consumer market and end users. The Agriculture Bureau is requested to continue engaging with international distribution channels to ensure mutual benefit for both farmers and consumers.
3. Construction on the traffic improvement project in front of the Tainan Railway Station is scheduled to begin before the end of the year. Upon completion, it is expected to reduce pedestrian risks and improve public transportation flow significantly. The Transportation Bureau is requested to ensure timely and high-quality project completion and to strengthen coordination with utility companies to address issues that may arise during the implementation of public works.

Mayor’s Comments:
(1) Government-led urban renewal projects are being implemented across Taiwan. When the county–city merger first took effect, the Tainan City Government faced a debt exceeding NT$100 billion, making it impractical to rely heavily on the municipal budget for urban renewal or land development. In recent years, however, the city has progressively carried out such projects, through which it has acquired 1,281 units of social housing, three childcare centers, nine parks and green spaces, and supporting road infrastructure at no cost. These efforts have resulted in significant savings for both the central and city governments.
(2) The average age of houses in Tainan City is approximately 34.2 years—ranking in the middle-to-lower range among the six special municipalities and slightly above the national average of 33 years. Aging buildings not only detract from the city’s appearance but also pose safety concerns. Mayor’s Comments:
(1) From January to October this year (2025), the number of building, forest, field, and brush fire incidents in the city declined compared with the same period last year. However, vehicle fires have shown an upward trend. The Fire Bureau is requested to provide comparative data between Tainan and other municipalities. Various factors may have contributed to the reduction in fire incidents. Appreciation is extended to staff for raising public awareness of fire prevention through educational campaigns and household visits, thereby helping to reduce the risk of loss of life and property among residents.
(2) Fire risks increase during the Qingming tomb-sweeping period and prolonged dry weather. Heightened attention to fire safety is also required in high-rise buildings, factories, and commercial establishments. The Fire Bureau is requested to continue strengthening public fire prevention education to safeguard lives and property. Recently, a fire occurred at a temporary waste storage site in Houbi District. Although no casualties were reported, the incident raised public concern and posed potential health risks. The Environmental Protection Bureau, Fire Bureau, and other relevant departments are requested to intensify efforts to reduce the likelihood of such incidents.

市長提示：
一、時序已近年底，政府及民間團體舉辦的活動非常多，請相關局處做好秩序維護、環境整潔及安全等工作。
二、自2023年疫情過後迄今，本市優質的農特產品及農產加工品遍及歐洲、澳洲、日本、韓國及新加坡等國家，獲得消費市場及消費者正面的好評，請農業局持續與國際通路保持接洽，讓農民及消費者各蒙其利。
三、臺南火車站前交通環境改善，將於年底前施工，預計完工後可大幅降低行人風險，改善大眾運輸動線。請交通局確保工程如期如質，並與管線單位加強聯絡，改善公共工程施工期間的缺點。
四、「臺南市永康區成功里立體停車場新建工程及臺南市北區成德里停四立體停車場新建工程(統包)」請交通局加速竣工查驗的時程。

市長提示：
(一)全台各地皆在進行公辦都更，但縣市合併之初，本府負債超過1千億元，若大幅運用市府公務預算來進行都更或土地開發等，有其現實上的困難，但近幾年來本府已陸續辦理公辦都市更新，藉由都更無償取得1281戶社會住宅、3處托嬰中心、9處公園綠地及道路等設施，為國家及本市節省大量經費。
(二)本市房屋平均屋齡約34.2年，在六都中位屬中後段，但較全國平均屋齡33年來得高，老屋除影響市容，也有安全上的顧慮，因此，加速辦理都更是必要的政策，也是回應市民的期待，希望未來加速辦理都更後，能讓市容煥然一新，讓公共設施的取得更活化，也讓本市更加繁榮發展。
二、消防局陳報「住宅防火對策」報告。（詳如書面資料）

市長提示：
(一) 今(114)年1至10月本市在建築物及森林田野雜草火災案件與去年同期相比有減少，但車輛火災案件卻有增加的趨勢，請消防局提供今年本市與其他都相比的數據。火災案件下降有許多原因，感謝同仁透過宣導及訪視等方式來讓民眾瞭解防火相關作為，以減少市民生命及財產的損失。
(二)清明掃墓及天乾物燥時易發生火災，大樓、工廠及營業場所的火警也應特別注意，請消防局持續防火宣導，以確保民眾的生命及財產安全。前段時間，本市後壁區廢棄物暫置場發生火警，幸無人員傷亡，但仍造成社會影響及健康的潛在威脅，請環保局及消防局等相關局處加強降低火災發生的機率。

（一）經濟發展局擬具「臺南市七股科技工業區污水下水道使用管理辦法」草案，提請審議。
