The Land Administration Bureau presented a report entitled &ldquo;Advancing Land Development in Tainan City: Continuing to Build Sustainable and Livable New Communities&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Deputy Mayor Chao&rsquo;s Comments:<br />(1) Since the Mayor took office, the City Government has promoted a total of 33 development zones, covering 1,064 hectares. These efforts have effectively consolidated fragmented parcels of land, secured 392 hectares for public facilities, and created 331 hectares of buildable land, which is a truly remarkable achievement. In the past, the key bottleneck in urban development and business investment was land acquisition. Now, amid the growth of the AI industry, the City Government has shortened the land acquisition timeline, enabling the City to respond more effectively to the economic opportunities created by AI. As a result, many high-tech manufacturers have established a presence in Tainan, which is a benefit to all citizens. Thanks to the concerted efforts of the Land Administration Bureau and related bureaus and departments in advancing land development, the City has become more accommodating in such areas as flood control, transportation access, and living functions, while at this critical stage of development also strengthening the growth momentum linking the City&rsquo;s development with the national economy.<br />(2) The development of Zones A through N and Zone O in the Southern Taiwan Science Park is a land development project long awaited by technology manufacturers. The Land Administration Bureau mobilized more than 2,000 personnel deployments to complete land allocation, land valuation, and related operations in the shortest possible time. Special appreciation was extended to the Bureau&rsquo;s staff for their hard work and high-quality service.<br />(3) As indicated in the report, 12 development projects have commenced this year, covering areas in the former Tainan County, including Xinying, Syuejia, Xiaying, Anding, and Yongkang. The Land Administration Bureau is requested to pay close attention during the development process to air quality, noise, and traffic conditions during construction, and to ensure public safety as well as occupational safety and health, so that each project may proceed steadily as scheduled.<br />2. The Department of Information and International Relations presented a report entitled &ldquo;From Fingertips to Street Corners: A Guide to Tainan City&rsquo;s Digital Information Service Network&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Deputy Mayor Chao&rsquo;s Comments:<br />(1) The Department of Information and International Relations works very closely with each bureau and department, providing assistance with such matters as media outreach, clarification, coordination, and ensuring the accuracy of information. Each bureau and department also has its own social media pages and channels for releasing news and information. Going forward, an important task will be determining how to disseminate accurate information more quickly through this information platform.<br />(2) Disinformation is becoming increasingly rampant. Whether through fabricated or misleading short videos, images, or graphics, false information can easily affect the implementation of City Government operations. One of the most important responsibilities of the Department of Information and International Relations is therefore to provide timely and accurate explanations to both the media and the public. The Department is requested to assist all bureaus and departments in properly handling media response and clarification, as well as the release of accurate information, so that the public may have access to the most timely and accurate information.<br />(3) In addition to traditional channels, the City Government&rsquo;s public information services are also delivered through printed materials, LINE, and other means. This Friday marks the opening of the regular session of the City Council. Heads of all bureaus and departments are requested to ensure that staff are fully familiar with their areas of responsibility and with the likely direction of councilors&rsquo; inquiries and to provide councilors with accurate information in a timely manner. Relevant bureaus and departments are also requested to prepare the content of their special reports thoroughly. The second regular session of the City Council in 2026 will be convened earlier than usual, at the end of July, to review the FY2027 general budget. All bureaus and departments are requested to complete budget preparation in a timely manner to facilitate smooth passage of the budget. As the second regular session this year will begin earlier than in previous years, the schedule will be very tight. Bureaus and departments should stagger submission of their general budget materials so as not to overlap with the agenda of the regular session in the first half of the year, thereby avoiding unnecessary complications.<br />2. Rainfall during the 2026 spring rainy season has been limited. All bureaus and departments are requested to use reclaimed water for routine dust suppression, irrigation, and street-cleaning operations. They are also requested to review additional sites suitable for the use of reclaimed water and to promote alternative water use actively to improve water-use efficiency, conserve tap water resources, and support environmental sustainability.<br />3. The Public Works Bureau is requested to issue timely press releases to keep the public informed about the utilization and exchange of excavated soil and rock, the establishment of temporary storage sites, and coordination with private soil and rock storage and processing sites.<br />4. With regard to the &ldquo;FY2025 Tainan City General Final Accounts, Final Accounts of Affiliated Units, and Consolidated Statements Report,&rdquo; all bureaus and departments are requested to exercise fiscal restraint in all expenditures and improve the efficiency of fund utilization. Relevant bureaus and departments are also requested to work toward increasing revenue from the sale of city-owned land by public tender and raising the proportion of self-generated revenue.<br />5. With regard to the &ldquo;Report on Tainan City Government&rsquo;s Energy Conservation and Carbon Reduction Measures,&rdquo; the Education Bureau is requested to review and readjust school air-conditioning operating hours. All bureaus and departments are requested to remind staff to switch off computers and electrical appliances after work. With respect to air-conditioning systems in large shopping malls, the Economic Development Bureau is requested to strengthen public outreach on energy conservation and enhance businesses&rsquo; awareness of and commitment to energy-saving practices.<br />6. The Fire Bureau presented the report &ldquo;Resilient Taiwan: Medium-Term Plan for Strengthening Technology-Based Training and Upgrading Equipment for All Types of Volunteer Firefighters&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Firefighting is extremely demanding work. The City Government has increased funding year by year for police and fire personnel, facilities, and equipment and has also continued to improve and strengthen equipment and training for volunteer firefighters. The City Government appreciates the Fire Bureau&rsquo;s efforts. The private sector not only contributes manpower to firefighting efforts, but also actively provides related resources, including donations of a substantial number of ambulances and firefighting equipment. To make effective use of private-sector resources, when the City Government receives voluntary donations from outside parties, it may also consider encouraging donors to redirect their support to equipment and training for volunteer firefighters. Attendance-related expenses for volunteer firefighters, meanwhile, will be budgeted by the City Government. It is hoped that, through public&ndash;private collaboration, support for the full range of volunteer firefighter needs can be further strengthened.<br />(2) The use of drones to support operations is a global trend. Deploying drones in disaster response can make rescue operations by police, firefighters, and volunteer firefighters more efficient and help safeguard the lives and property of the public. Given the recent hot and humid weather, food spoils easily, and food poisoning incidents have already occurred at restaurants and traditional markets in other cities and counties. Relevant bureaus and departments are therefore requested to encourage vendors in traditional markets and night markets to obtain food safety liability insurance to strengthen accountability and risk protection. There are approximately 30,000 dining establishments and eateries in Tainan. Given the large number of such businesses, the relevant bureaus and departments should conduct regular food safety spot checks and release the results to the public in a timely manner. Trade associations and market self-governing associations are also expected to strengthen self-regulation, and accountability should be pursued if problems arise. The Market Administration Office of the Economic Development Bureau is requested to invite the chairpersons, vice chairpersons, and secretaries-general of the self-governing associations of public markets, as well as the self-governing associations and operators of night markets, to attend food safety training sessions organized by the Public Health Bureau and to promote acquiring food safety liability insurance. The Fire Bureau is also requested to conduct comprehensive fire safety inspections at all markets.<br />2. The International Union for Conservation of Nature (IUCN) has reclassified the black-faced spoonbill from Endangered to Vulnerable, affirming the conservation efforts made over the years by the central government, local governments, civic organizations, and the public. Tainan City is the largest stopover site and habitat for the black-faced spoonbills, which demonstrates the effectiveness of the City&rsquo;s conservation work. This also helps dispel smears and misinformation surrounding the development of solar photovoltaic facilities. The Agriculture Bureau, the Education Bureau, and the relevant bureaus and departments are requested to strengthen public outreach from multiple perspectives to highlight the City&rsquo;s conservation achievements. In addition to those of the black-faced spoonbill, the numbers and populations of various migratory bird species inhabiting the City have also shown positive growth. The Agriculture Bureau is therefore requested to apply the successful conservation experience gained with the black-faced spoonbill and the pheasant-tailed jacana to other protected species and to continue seeking central government funding to expand ecological incentive payments and habitat patrols. The relevant bureaus and departments are also requested to continue promoting conservation education carefully and accurately, with no room for misunderstanding or missteps. It is hoped that, through the education system, the conservation experience related to the black-faced spoonbill can be passed on to the next generation so that its population can continue to grow and gradually no longer require protected status. This is the ultimate goal of our conservation mission.<br />3. The Public Works Bureau is requested to adjust construction sequencing properly in light of asphalt demand. In addition, it should properly plan the classification and disposal of materials at temporary soil storage sites so as to avoid affecting the progress of public works projects.<br />Reports<br />1. The Civil Service Ethics Office presented the report, &ldquo;2025 Results of the &lsquo;Youth Integrity Volunteers: Nurturing Integrity in Tainan Youth&rsquo; Campus Integrity Education Outreach Program&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />Whether in the public or private sector, all personnel should uphold integrity in their work. Integrity education is the foundation of clean governance, and only by cultivating it from the ground up can the awareness of integrity and the rule of law gradually take root. The Civil Service Ethics Office is commended for its efforts to foster integrity and anti-corruption values among children and young people at the elementary, secondary, and university levels through a range of educational programs, outreach initiatives, and events.<br />2. The Agriculture Bureau presented the report &ldquo;Pineapple Production and Marketing Response Plan&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Tainan ranks second in Taiwan in pineapple production. Currently, pineapples from Pingtung, Kaohsiung, and Tainan are entering the market, and Chiayi pineapples will soon follow. In short, it is now peak pineapple season. Due to favorable weather conditions this year, pineapple production is expected to increase by about 5 percent over previous years. The Agriculture Bureau is requested to pay close attention to the balance between supply and demand so as to avoid affecting market prices.<br />(2) In recent years, the City Government has actively expanded both domestic and overseas marketing channels for pineapples, and Japan remains a major export market for Tainan pineapples. We appreciate the support of the Japanese market and look forward to further exchanges with friendship cities on agricultural specialty products in the future. All bureaus and departments are requested to continue their efforts to market agricultural specialty products. The City Government has also been expanding marketing channels for agricultural specialty products in the European Union (EU) for the past two years. Pineapples exported to the EU do not require quarantine inspection and may clear customs directly, which is good news for farmers. We look forward to strong results in the EU market this year.<br />(3) Overseas markets have shown strong acceptance of both fresh pineapples and a wide range of processed pineapple products. Accordingly, the City Government is highly confident about pineapple production and marketing this year. This week includes the Qingming Festival long weekend. Government operations should not be disrupted because of the holiday; all necessary work should either proceed as usual or be brought to a stopping point before the holiday begins. Given the dry weather conditions, the Civil Affairs Bureau is requested to step up fire-prevention publicity at cemetery entrances and continue promoting the practices of making charitable donations and offering rice in place of joss paper burning. Replacing the burning of joss paper with charitable and social welfare donations and reducing the use of incense can improve the environment and air quality and make tomb-sweeping safer and more orderly. The Fire Bureau is requested to deploy drones in cemetery areas for aerial patrol and safety reminders, so as to prevent fires and smoke and minimize the risk of fire during tomb-sweeping activities.<br />2. In light of the situation in the Middle East and the impact of rising prices for oil, gas, plastics, asphalt, and other essential commodities, Deputy Mayor Chao has already convened the relevant bureaus and departments to examine the issue and announce response measures. The relevant bureaus and departments are requested to strengthen implementation before the long weekend and work with the Department of Legal Affairs to prevent price gouging and hoarding with strictness. Upstream and midstream suppliers should be rigorously investigated. To mitigate short-term economic impacts, all bureaus and departments are also requested to promote actively energy conservation, carbon reduction, and efforts to reduce plastic use, while strengthening public outreach to encourage recycling and reuse. It is hoped that, through a multi-pronged approach, we can make our environment more sustainable.<br />3. When bureau and department heads accompany councilors on economic development inspection tours, such trips should, in the interest of saving administrative time, be completed within the same day or limited to no more than two days.<br />4. The initiative also successfully reduced Category A1 fatal drunk-driving accidents to zero. Appreciation is extended to police personnel for their hard work. Although it is difficult to prevent people from drinking, continued public education on not driving after drinking is needed, and the public should be encouraged to use designated drivers or ride-sharing services, so as to reduce the likelihood of drunk driving at the source.<br />(2) Drunk driving must be prevented, and drug-impaired driving must also be eradicated. In recent years, drug-impaired driving has drawn growing public attention. Law enforcement personnel are therefore required to intensify enforcement against such conduct to prevent accidents. The Police Bureau is requested to implement saliva-based rapid screening in enforcement operations and expand related drug-testing equipment, so as to strengthen enforcement against both drunk driving and drug-impaired driving and provide the greatest possible protection for the lives and property of the public.<br />2. The Hakka Affairs Commission presented a report titled &ldquo;2026 Tainan Tung Blossom Festival&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Since the City Government established the Hakka Affairs Commission, successive chairpersons have worked with great dedication to promote initiatives, such as the Tung Blossom Festival, Bagong Care Stations, and renovations to the Hakka Cultural Center, along with other improvements in both facilities and services, demonstrating the City Government&rsquo;s commitment to Hakka culture and related services. At the same time, efforts have also been made to promote the Hakka language so that it may continue to be passed down to and used by future generations.<br />(2) Tung blossoms are one of the symbols of Hakka culture, and Tainan is also the southernmost area where they can grow. Although other cities and counties also hold tung blossom festivals, an important task for the Hakka Affairs Commission is to develop distinctive features for the Tainan Tung Blossom Festival, so that Hakka residents feel a stronger sense of connection and the wider public can better understand the cultural significance represented by the tung blossom. The Commission is requested to continue its efforts in this regard.<br />(3) The tung blossom season coincides with the plum harvest. The Tourism and Travel Bureau and the Agriculture Bureau are requested to work together so that more people can appreciate both the beauty of the tung blossoms and the flavor and nutritional value of plums. For this Saturday&rsquo;s Children&rsquo;s Day event at the plaza on the west side of City Hall and Sunday&rsquo;s professional baseball season opener at the main stadium of the Asia-Pacific International Baseball Training Center, all relevant bureaus and departments must pay close attention to on-site facility safety and prevent any accidents.<br />2. This year marks the 100th anniversary of the opening of the Tainan Canal, and a series of commemorative activities will be held. The Cultural Affairs Bureau is requested to compile background materials and interpretive content to help the public understand the history of the canal&rsquo;s development. The Water Resources Bureau is requested to strengthen water quality monitoring; the Tourism and Travel Bureau is requested to coordinate with relevant river cruise operators in support of the activities so as to maximize the overall impact; and the Public Works Bureau is requested to ensure that the lighting design and enhancement works are carried out on schedule and to the required quality standard.<br />3. With regard to the &ldquo;New Construction Project for the Nanke Public Sports Center in Tainan City,&rdquo; the Sports Bureau is requested to expedite the project, actively encourage potential contractors to bid, and avoid construction delays. The Fire Bureau has also recently promoted &ldquo;hands joined in prayer instead of incense,&rdquo; which can reduce the burning of incense sticks. Relevant bureaus and departments are requested to publicize and promote these practices jointly.<br />(2) The Fire Bureau and the Environmental Protection Bureau are requested to deploy drones in coordination with the Civil Affairs Bureau to inspect cemeteries, with the aims of detecting signs of fire at the earliest possible stage and preventing fires from spreading. The Civil Affairs Bureau is also requested to place simple water buckets and water bags at cemetery entrances and to strengthen the deployment of firefighting equipment and related supplies in cemeteries that are more prone to fires.<br />(3) As cemeteries are often located in remote areas, and traffic congestion commonly occurs during tomb-sweeping visits, the Civil Affairs Bureau is requested to increase the number of shuttle services for tomb sweeping and encourage the public to use them, so as to reduce public inconvenience and complaints.<br />(4) With the Qingming long weekend approaching, relevant bureaus and departments are requested to implement fire prevention measures and traffic-relief measures, along with other safety measures, to help ensure a safe holiday for all.<br />2. After the City began participating, more and more exhibitors followed its lead by setting up their business meeting booths near the Tainan pavilion and adopting a group-based approach, achieving excellent results at the exhibition. In 2024, Tainan participated in food exhibitions in South Korea and Singapore; in 2025, in Europe and Australia; and in 2026, it will participate in the United Kingdom. Sales in the United States and Canada have also been very strong. Through these exhibitions, the City Government has promoted Tainan foods and specialty products to international markets.<br />(2) In recent years, by participating in food exhibitions, the City Government has helped market fruits and agricultural products that might otherwise have faced sluggish sales in international markets, thereby increasing farmers&rsquo; income, safeguarding consumer interests, and enhancing the quality of agricultural and specialty products.<br />(3) The first container of frozen fruit ordered at FOODEX JAPAN will be shipped tomorrow, the 25th. Since the beginning of spring this year (2026), rainfall in southern Taiwan has been below normal, and the central government has already activated its response mechanism. The Environmental Protection Bureau is therefore requested to use reclaimed water for the routine irrigation of roadside trees and hedges, and all bureaus, departments, and schools are also requested to implement water-saving measures in earnest. During the once-in-a-century drought in 2021, meaningful rainfall did not arrive until late May, and in 2023 the drought persisted until early June. At present, the City&rsquo;s reservoirs are only 37% full, and with the spring plowing season approaching, daily agricultural and domestic water demand is as high as 4 million metric tons. All bureaus, departments, and schools are therefore requested to conserve water and carry out water-saving plans.<br />2. Since the beginning of spring, low rainfall and dry conditions have led to a succession of fires of various sizes, some of which have resulted in casualties. The relevant bureaus and departments are requested to pay particular attention to this matter. With the Qingming Festival approaching, the Civil Affairs Bureau, Fire Bureau, Police Bureau, and other relevant departments are requested to strengthen fire prevention outreach to reduce the number of fires during tomb-sweeping activities, ease the burden on firefighting personnel, and avoid potential risks to public safety.<br />3. This year&rsquo;s pineapple and muskmelon harvests are larger than in previous years. The Agriculture Bureau is requested to strengthen marketing channels and expand dried-fruit processing while also identifying any restrictions affecting marketing channels in the United Kingdom and the European Union. In addition, lower-than-usual rainfall this year may result in smaller mangoes. To avoid affecting mango growth, the Agriculture Bureau is requested to plan in advance how mountain area water storage ponds will be utilized so farmers can carry out irrigation promptly when needed.<br />4. It can help prevent commuter traffic bound for the Southern Taiwan Science Park from becoming as congested as that around Hsinchu Science Park while also saving commuters considerable time and effort. It is hoped that the project will be completed on schedule and to the required standard.<br />2. After a series of adjustments to facilities, lighting, and other park infrastructure, the adult baseball stadium is finally ready to open officially for the 2026 season. All relevant bureaus and departments are therefore requested to remain fully alert and well prepared to ensure that every aspect of the event proceeds smoothly. This winter (2026) has seen little rainfall, and precipitation this spring has also been below the historical average. Water storage levels in Tainan City&rsquo;s reservoirs have fallen below 50 percent, indicating that the dry season has clearly begun. The City&rsquo;s daily domestic water demand is approximately 1 million tons, while the first rice crop requires an estimated 150&ndash;200 million tons of water, placing additional pressure on available water supplies. Looking back at the once-in-a-century droughts of 2021 and 2023, rainfall did not begin until around late May or early June. We should therefore make advance preparations for a range of water-saving response measures. All bureaus and departments are requested to begin studying and formulating water conservation measures as early as possible and to review situations in which reclaimed water may be used. For the routine irrigation of roadside trees and hedges, the Environmental Protection Bureau is requested to use reclaimed water and submit an implementation plan to senior city government leadership for reference. The Water Resources Bureau has completed preparations for seven large-scale reverse osmosis (RO) water treatment units. The Bureau is requested to consult with senior city government leadership as soon as possible to plan appropriate locations and circumstances for their deployment.<br />2. Ensuring that residents do not face shortages of water or electricity is an important issue for both the central and local governments. Recently, sharp increases in oil prices are also expected to drive up natural gas prices. Although the central government has announced that part of the price increase will be absorbed by the government and relevant enterprises and institutions, local governments should take the lead in implementing water- and energy-saving measures within their respective areas of responsibility. All bureaus and departments are requested to make advance plans and preparations in response.<br />3. With regard to the report titled &ldquo;Immediate Measures of the City Government in Response to Rising Oil Prices Resulting from Changes in the Situation in the Middle East,&rdquo; Deputy Secretary-General Lin and the Economic Development Bureau are requested to examine additional energy-saving measures that the City may further strengthen and implement, ways to promote and encourage energy conservation in the private sector, and approaches to subsidizing small business operators. The Education Bureau is also requested to evaluate the feasibility of installing automatic transfer switches (ATS) in schools.<br />Reports<br />1. To increase processing capacity, the City has adopted measures, such as high-speed fermentation plants and biological treatment machines. As a result, Tainan City has achieved better results than other cities and counties in implementing the ban on using food waste for pig feeding. All bureaus and departments are expected to work toward reducing food waste within their respective areas of responsibility. Efforts should focus on reducing food waste at the source through measures, such as separating raw and cooked food waste and strengthening raw food waste reduction at traditional markets, restaurants, schools, and institutional food service providers. The Environmental Protection Bureau, Agriculture Bureau, Education Bureau, and other relevant bureaus are requested to strengthen their efforts.<br />(2) An outbreak of African swine fever occurred last year (2025). Fortunately, it did not spread further or cause losses to the industry. Nevertheless, food waste management remains an important issue for the City Government, and all bureaus and departments are requested to continue working together on this matter.<br />(3) As there are discrepancies between information held by certain councilors and the data provided by the Environmental Protection Bureau, the Bureau is requested to issue a press release as soon as possible to clarify the matter and prevent public opinion from being guided in the wrong direction by media reports.<br />2. The Indigenous Peoples Commission submitted a report titled &ldquo;2026 Pingpu Indigenous Peoples Cultural Festival: &lsquo;Gathering in Light and Shadow&mdash;A Feast of Music and Dance&rsquo;&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Promoting the preservation and development of Pingpu Indigenous culture is an important responsibility of the Tainan City Government. This initiative has been advanced over the years, from the tenure of former Tainan County Mayor Su, through the period when President Lai served as Mayor of Tainan, and up to the present. During his tenure as mayor, President Lai took the lead in recognizing the Pingpu as &ldquo;city-designated Indigenous Peoples,&rdquo; a move that was significant both symbolically and substantively.<br />(2) The event will be held on April 3rd and 4th at the plaza in front of the Performance Hall of the Xinying Cultural Center and along the Green River Corridor. The Labor Affairs Bureau is asked to remind employers of the risks associated with low temperatures and to strengthen protective measures for outdoor workers. The Agriculture Bureau is requested to promote cold-weather precautions across the agriculture, fishery, and livestock sectors, and to continue strengthening the management of field crops and aquaculture facilities to reduce the potential impacts of low temperatures.<br />2. This Saturday, the Tourism and Travel Bureau and the Southern Taiwan Science Park Administration will co-host the Southern Taiwan Science Park Dawn Music Festival, which is expected to attract large crowds. The Social Affairs Bureau is requested to expand low-temperature outreach efforts and enhance public awareness efforts on staying warm and preventing cold-related harm. The bureau is also asked to assist in providing temporary shelter for individuals experiencing homelessness.&nbsp;<br />2. Dry winter conditions increase the risk of vacant lot fires or industrial facility accidents. The Fire Bureau, Environmental Protection Bureau, and other relevant departments are requested to strengthen preventive measures and early warning systems. Particular attention should be given to locations where waste is stored outdoors to prevent the buildup of methane gas. Additionally, the fire incident at the Houbi temporary waste storage site must not be allowed to happen again.<br />Reports<br />1. It is hoped that construction can be completed as early as possible so that citizens may begin using these facilities promptly. In response to the recent random attack in northern Taiwan, the Tainan City Government conducted a violence prevention drill yesterday (29th). With the New Year&rsquo;s Eve celebration set to begin tomorrow night featuring extended hours and large expected crowds, relevant bureaus and departments are instructed to strengthen security monitoring, ensure that emergency response plans are in place, and remain fully prepared. In the event of an emergency, on-site personnel should maintain order, assist with evacuating the public, and work to minimize potential harm.<br />2. Several large-scale hospital development projects were launched this year. These include the groundbreaking of Nanke Chi Mei Hospital earlier this year and, more recently, the National Cheng Kung University Shalun Hospital. The land consolidation for the Yongkang Chi Mei Medical Zone has been completed, and the Tainan Municipal Hospital BOT project is progressing steadily. These major medical facilities bear significant responsibility for safeguarding public health. Municipal governance is a relay, with responsibilities passed from one administration to the next. I have taken up this role following the efforts of successive county and city mayors, including President Lai Ching-te, during his term as mayor, and former Acting Mayor Li Meng-yen. On December 25th of next year (2026), I will hand over the important responsibilities of municipal administration to the next mayor. However, as my current term is still ongoing, I urge all bureaus, departments, and district offices to continue fulfilling their duties diligently. The report and achievement video presented earlier by Director Chen of the Land Administration Bureau represent only a portion of our overall municipal accomplishments. Citizens and councilors form their views based on their day-to-day experiences and convey their feedback to the city government. All bureaus, departments, and district offices are requested to take this feedback into account and make continuous improvements.<br />2. This year (2025), Tainan City&rsquo;s centrally allocated tax revenues and subsidies have decreased by more than NT$1.2 billion. Despite these limited resources, the city government has continued to make substantial investments in social welfare, education, and compensation and benefits for police officers and firefighters. Following the implementation of the Act Governing the Allocation of Government Revenues and Expenditures next year (2026), both municipal funding and central government subsidies will be further reduced. In addition, house tax revenues are expected to decline by approximately NT$180 million. Yet public expectations will only continue to grow, not diminish. Achieving better outcomes under constrained resources will require the collective efforts of all bureaus, departments, and district offices. All colleagues are urged to remain diligent in fulfilling their responsibilities and carrying out their duties, so that citizens can clearly feel the city government&rsquo;s sincerity and dedication.<br />3. As the end of the year approaches, the city will be hosting numerous events. All bureaus and departments are expected to prioritize public safety by implementing comprehensive safety and security measures. In addition, smooth traffic flow and engaging event programming should be ensured to provide visitors and residents with a comfortable and seamless experience, leaving them with a positive and lasting impression of Tainan City.<br />2. The City has officially announced a ban on the use of food waste for pig farming. The Agriculture Bureau is instructed to ensure full compliance among pig farmers and to strengthen inspection and enforcement efforts. The Environmental Protection Bureau is requested to enhance public outreach on proper food waste handling, including draining and the separation of raw and cooked food waste. These parks aim to provide children with playground equipment that is both safe and enjoyable. Recently, multiple fires have occurred at temporary waste storage sites and landfills across the country, including in Tainan City. These incidents may be associated with dry and high-temperature weather conditions, which can cause heat to build up in the lower layers and lead to the generation of biogas. To prevent such fires, waste stored at these sites should be processed and cleared as early as possible. However, the city&rsquo;s incinerator is still in the preparatory phase and can currently handle only a limited volume of waste. The Environmental Protection Bureau is therefore instructed to strengthen preventive measures and ensure that any signs of fire are promptly detected and addressed. Additionally, several counties and cities have experienced problems related to the use of kitchen waste as pig feed. If all kitchen waste were instead incinerated, it could result in increased air pollution and place greater financial pressure on local governments. Therefore, the reduction and proper sorting of general waste and kitchen waste must be actively promoted. Deputy Mayor Chao is requested to convene the Economic Development Bureau, Market Administration Office, Tourism and Travel Bureau, Education Bureau, and other relevant departments to formulate appropriate response strategies.<br />2. Beginning today, due to Taiwan Water Corporation&rsquo;s main water supply pipeline construction project, certain areas will undergo temporary water outages or reduced water pressure. All bureaus and departments are requested to assist in disseminating public notices to ensure that residents can store water in advance. This will facilitate the smooth progress of the project, help reduce water leakage, improve water supply quality, and ensure that residents&rsquo; quality of life is not affected by water outages. Additionally, all bureaus and departments must take extra care during public works to avoid damaging pipelines and to uphold public safety.<br />3. As temperatures have recently begun to drop, it marks both the season of migratory bird activity and a peak period for avian influenza. The Bureau must also strictly guard against pesticide residues in eggs, particularly fipronil metabolites. Overdevelopment can impose unsustainable burdens on both national and local finances, potentially leading to bankruptcy or severe setbacks in the real estate market, which in turn may impact the broader economy. Therefore, moderate and well-planned development is the only viable approach. Tainan City adopts a balanced strategy that emphasizes both quality and quantity, ensuring optimal land use that benefits both residents and the government&mdash;ultimately creating a win-win outcome for all.<br />(2) Developed land allows the city government to obtain public facility land at no cost, thereby conserving public funds. Allocated parcels may then be sold through tendering to ensure optimal land use and increase municipal revenue. For public facility land, the city government adopts mechanisms, such as granting superficies rights or leasing instead of selling, preserving public land ownership while still generating income for the city. Ten projects are scheduled to commence sequentially next year. Land development cannot be completed overnight. In recent years, the city government has primarily utilized urban land consolidation and zone expropriation, approaches that have reduced public grievances, litigation, and irregularities while improving both efficiency and fairness. By contrast, self-managed land consolidation projects have frequently encountered disputes, lawsuits, and delays. To date, a total of 40 development zones have been completed or are underway, enabling the city government to acquire over 470 hectares of public facility land free of charge. These include 91 new parks and 47 detention basins, along with approximately 232 hectares of newly added industrial land in both the northern and southern areas of the Zengwen River. Relevant bureaus are instructed to expedite the development of parent&ndash;child centers and featured playgrounds. While the city government spares no effort in enhancing both programmatic and physical infrastructure, as well as expanding educational opportunities for children, incidents of child abuse and gender-based violence still occur. Relevant bureaus and departments are urged to strengthen facilities and policies further to protect children&#39;s rights. In the event of such incidents, a prompt and serious response is essential. Victims must be provided with immediate protection, and perpetrators must be subject to legal action and penalties in accordance with the law.<br />2. Today (11th), relevant bureaus and departments were asked to report on the preparations for Typhoon Fung-Wong. I take this opportunity to urge everyone to remain vigilant. Earlier this year, Tainan experienced an earthquake, followed by typhoon and flood disasters mid-year. These events have posed significant challenges to our disaster-prevention and emergency-response capabilities. Through repeated mobilization and the experience gained from past emergencies, we have strengthened our ability to carry out rescue and recovery measures in the shortest possible time while complying with central government regulations. I extend my sincere appreciation to the entire city government team for their dedicated efforts.<br />2. Regarding fipronil residue detected in eggs, which has raised public concern about food safety, the case reported in Changhua appears to be an isolated incident, and the source has not yet been identified. The Tainan City Public Health Bureau operates its own testing laboratory; please continue to strengthen random inspections and testing. Preliminary results indicate that no related cases have been identified in Tainan at this time. The Education Bureau must ensure the safety of all egg products used in school lunches. Autumn has arrived, bringing clear skies and gradually cooler temperatures as successive northeast monsoon fronts move in. The solar term &ldquo;Beginning of Winter&rdquo; will fall on November 7th. According to forecasts from the Central Weather Administration, a typhoon is expected to form. In addition to closely monitoring its potential impacts on areas surrounding Taiwan and Tainan, we must also strengthen cold-weather precautions. The Fire Bureau is requested to promote safe heating and electricity practices to prevent carbon monoxide poisoning and electrical fires. The Social Affairs Bureau and the Civil Affairs Bureau are asked to enhance outreach to individuals living alone and older residents. The Public Health Bureau is requested to continue actively promoting influenza vaccination so that all eligible individuals can receive their shots as early as possible.<br />2. There is currently no vaccine or treatment for African Swine Fever, which poses a fatal threat to pigs. Outbreaks pose a serious threat to pig health and affect an industry worth hundreds of billions of dollars, with far-reaching implications for industrial development. As the ban remains in effect, all bureaus and departments are instructed to implement epidemic prevention measures rigorously. Citizens are also urged not to bring pork products from overseas into Taiwan and to ensure that all pork is thoroughly cooked to eliminate the virus.<br />3. The Transportation Bureau is requested to expedite completion by the end of December of the &ldquo;Turnkey Project for Establishing the Electric Vehicle Charging Environment and Equipment and Parking-Ticket-Based Charging Services in Public Parking Lots in Tainan City.&rdquo;<br />Reports<br />1. The Public Health Bureau presented the report on the &ldquo;Pilot Program for Urgent Care Centers (UCC) for Sundays and national holidays under the National Health Insurance System&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) The UCC pilot program launched last week, with more than 180 participating clinics nationwide &mdash; over 100 of which are located in Tainan. This demonstrates Tainan&rsquo;s efficiency and success compared with that of other counties and cities. However, further efforts are needed to reduce the overall emergency visit volume. The Public Health Bureau is encouraged to continue strengthening the program.<br />(2) The Ministry of Health and Welfare currently requires UCC pilot sites to be located within a 10- to 15-minute drive from two major hospitals &mdash; National Cheng Kung University Hospital and Chi Mei Medical Center. Given the city&rsquo;s vast geographic area, establishing UCCs in rural districts would offer greater convenience for residents. The Public Health Bureau is asked to strengthen communication with the Ministry so that more medical institutions may participate in the UCC program.<br />(3) UCCs provide a time-saving and cost-effective new healthcare option while maintaining medical quality. The Public Health Bureau, Civil Affairs Bureau, and other relevant departments are requested to strengthen public outreach so that older adults and the general public are aware of this program. Due to the recent outbreak of African swine fever, city and county governments across Taiwan are under significant pressure. During this period, the Agriculture Bureau is instructed to enforce epidemiological investigations rigorously, prohibit the movement of pigs, and prevent any contact between pigs and personnel. The Bureau should also formulate contingency measures to address the potential impact on upstream, midstream, and downstream sectors, as well as matters related to the treatment and disposal of kitchen waste. Once the ban on slaughtering and transporting pigs is lifted, approximately 300,000 pigs that have been withheld from the market during this period will begin entering circulation. The resulting fluctuations in pork prices and shifts in consumer behavior could have far-reaching social, economic, and industrial implications. Deputy Mayor Yeh is requested to convene the relevant bureaus and departments to discuss and prepare response strategies across environmental, public health, agricultural, economic, and educational domains.<br />2. Last week, the Cultural Affairs Bureau hosted the 2025 Taiwan International Firemosa Festival, and the Blue Tears natural phenomenon in Jiangjun District drew large crowds. According to the Tourism Administration under the Ministry of Transportation and Communications, over one million visitors traveled to Tainan during the Taiwan Retrocession Day long weekend. While the influx of tourists placed considerable pressure on local traffic and the environment, the events were successfully concluded. All bureaus and departments are expected to adopt a prudent and practical approach when organizing future events to avoid extravagance and waste while striving to achieve both public acclaim and strong turnout. Relevant bureaus are also requested to ensure traffic safety and environmental protection in the areas surrounding the Blue Tears viewing sites in Jiangjun District to prevent traffic accidents and environmental pollution.<br />3. The Secretary-General is requested to convene the relevant bureaus and departments to coordinate the progress of the &ldquo;Tainan City East District Institutional Land No. 35 Urban Land Consolidation Project.&rdquo; The Land Administration Bureau is urged to shorten the project timeline and expedite its completion.<br />Reports<br />1. Next year (2026) will mark the centennial of the Tainan Canal&rsquo;s commencement of navigation and the 20th anniversary of the Tainan Half Marathon. These events are expected to attract large numbers of sports participants and tourists and generate significant tourism benefits. Relevant bureaus and departments are requested to make advance plans for city branding and agricultural product marketing, so that major sporting events can generate a multiplier effect for the tourism industry.<br />(2) The Asia-Pacific International Baseball Stadiums and Training Centers is Tainan&rsquo;s largest venue for international sporting events. The Sports Bureau is requested to continue improving stadium facilities and optimizing the layout and flow of spectator seating based on professional recommendations from various sectors, in preparation for future U12, U15, and professional baseball tournaments. These improvements aim to facilitate better interaction between athletes and fans and enhance the viewing experience for spectators. Additionally, the Sports Bureau should work with the relevant departments to complete plans for surrounding commercial activities and shuttle transportation services as early as possible to maximize the venue&rsquo;s overall effectiveness. Through coordinated efforts across bureaus and departments, Tainan aims to deepen international exchanges in sports and athletic facilities further and to establish the city&rsquo;s positive global image.<br />2. The launch of the Kumamoto and Okinawa routes is expected to internationalize Tainan Airport further.
