1. Enabling students to learn in ways suited to their individual aptitudes and improving teaching effectiveness constitutes an important educational policy of Tainan City. The city has invested NT$2.2 billion to create learning environments under the initiative of “a tablet for every student and smart learning in every school,” while establishing a comprehensive digital learning environment. In anticipation of potentially sharp increases in the prices of technology products and related components, the City Government acted early and placed procurement orders before prices rose. This has not only helped keep procurement costs under control and enabled students to gain earlier access to the necessary technology and equipment but has also allowed teachers to tailor instruction to individual learning needs. The Education Bureau is requested to actively implement this policy, with technical support from the Education Bureau’s Education Network Center and the Research, Development, and Evaluation Commission’s Smart Development Center, so that schools at all levels can make use of these technology products as soon as possible. 
2. President Lai recently presided over the unveiling ceremony for the new Tainan Railway Station. As part of the Tainan Railway Underground Project, track switching will take place on the night of October 17, and the first train will begin operating on the underground tracks on October 18. Following the opening of the underground railway, the existing surface tracks, overpasses, and underpasses will be gradually removed. This will not only free up surface space and improve road traffic flow but also reconnect areas of the city that have long been divided by the railway. The Transportation Bureau is requested to work with the relevant bureaus and departments to reassess plans for pedestrian routes, passenger pick-up and drop-off areas, and taxi stands. The Public Works Bureau is requested to continue improving surrounding road conditions, while the Water Resources Bureau is requested to closely monitor the drainage systems and flood prevention measures around the railway underground project, conduct appropriate inspections, and take preventive action to prevent water accumulation and flooding in the underground station and tunnels. More than one-third of Taiwan’s flood prone areas are located in Tainan. The city’s land area is approximately 8.5 times that of Taipei City, yet its flood control budget is less than one-quarter of Taipei City’s, significantly increasing the difficulty of implementing flood control projects in Tainan. For areas prone to flooding, the relevant bureaus and departments are requested to continue inspecting drainage and flood control facilities and commit resources based on actual needs. 1. The torrential rains on August 21 caused flooding in many areas of Tainan, Kaohsiung, and Pingtung. President Lai visited Tainan today (August 25) to inspect the disaster-affected areas and express his concern for the affected residents. He also expressed strong support for funding for the city’s water infrastructure and instructed the National Land Management Agency, Ministry of the Interior, and the Water Resources Agency, Ministry of Economic Affairs, to coordinate with the city on the relevant projects. The cumulative rainfall from the August 21 torrential rains was comparable to that during Typhoon Morakot. At that time, Typhoon Morakot caused flooding over an area of 55,000 hectares, whereas the flooded area resulting from the August 21 torrential rains was reduced to 450 hectares. Appreciation is extended to the central government for its support through NT$80 billion in funding over eight years, NT$60 billion over six years, and funding under the Forward-Looking Infrastructure Development Program. Although the flooded area in Tainan City has been substantially reduced, the City Government remains responsible for making further improvements wherever flooding occurs. The relevant bureaus and departments are requested to continue their efforts.
2. Regarding the major public safety incident involving a vacant lot in Annan District, the District Office is requested to strengthen community outreach and visits. If additional personnel are needed, the civil affairs system should mobilize personnel to provide support. All district offices are also requested to strengthen oversight of the adoption, maintenance, and management of vacant land.
3. Regarding the “Tainan City Vacant Land Adoption and Management Mechanism,” all district offices are requested to conduct a comprehensive review of the use of vacant land promptly. If the adoption, maintenance, or management of a vacant lot fails to comply with the agreed terms of use, the managing entity should be replaced or the adoption arrangement terminated. District offices may request assistance from the Environmental Protection Bureau and other relevant bureaus and departments in using drones to survey vacant land and assess its current use. The relevant bureaus and departments are also requested to formulate appropriate plans. Such measures can improve efficiency while reducing the manpower and resources required. 二、有關安南區發生空地重大公安事件，請公所加強地方關懷訪視，若有人力不足之處，請民政體系先行動員支援。請各區公所加強注意空地認養及維護管理。

Members of the public are encouraged to participate.
2. Food safety has recently received considerable public attention. Tainan City proactively conducted random inspections of camellia oil and submitted samples for laboratory testing. After problems were identified, the City Government promptly notified relevant agencies both horizontally across departments and vertically across levels of government, as well as industry stakeholders. It also widely disseminated the information through news media and other channels to protect consumer rights. These efforts demonstrate the City Government’s outstanding effectiveness in safeguarding public health and food safety. The relevant bureaus and departments are requested to continue refining food safety inspection practices, increase the frequency of inspections, and recommend further improvements to the central government. Appreciation is extended to the Public Health Bureau, Department of Legal Affairs, Environmental Protection Bureau, and other relevant bureaus and departments for their coordinated efforts.
3. According to statistics for the first half of the year presented at the public security meeting, Tainan recorded the fewest fraud cases among the six special municipalities and the highest fraud case clearance rate, at 82.11%. During the same period, the city also successfully prevented 1,513 fraud attempts, saving residents more than NT$695.81 million in potential losses. Appreciation is extended to Police Bureau personnel and frontline workers from all sectors for their hard work. During the summer vacation, the Police Bureau organized a series of activities under its Youth Initiative. Appreciation is also extended to Police Bureau personnel for not only maintaining public order but also providing young people with healthy recreational activities during the summer break. All bureaus and departments are requested to strengthen anti-fraud awareness campaigns and help older adults, young people, and other groups recognize the various forms of fraud that may emerge in the AI era. The Smart Development Center under the Research, Development, and Evaluation Commission is requested to continue promoting the ATM face-covering alert system to deter money mules from making withdrawals and disrupt the flow of fraud proceeds.
4. This year’s Jiangjun Roar Music Festival concluded successfully, drawing a record 120,000 visits to the Jiangjun Fishing Harbor. Over eight consecutive years, the festival has recorded a cumulative total of 550,000 visits and successfully established itself as a nationally recognized summer music festival. Appreciation is extended to personnel from the Tourism and Travel Bureau, Police Bureau, Environmental Protection Bureau, and other relevant bureaus and departments for their efforts. The three controls refer to source control, process quality control, and risk control. Under the drill component, cooking oil manufacturers must prepare risk management and incident response plans, while laboratories must prepare testing reports. These documents must be submitted to the Public Health Bureau for review and approval, and the relevant simulation drills must also be carried out. The central government will establish regulations governing the frequency of cooking oil inspections. At yesterday’s meeting, the City Government also stated that it would increase the inspection frequency from once every six months to once every quarter. The relevant bureaus and departments are requested to oversee industry compliance with the City Government’s latest policy. The torrential rainfall caused by the outer rainbands of Typhoon Mekkhala was more than 80 times the rainfall brought by Typhoon Bavi. Nevertheless, vigilance must be maintained. Following the typhoon, the relevant bureaus and departments are requested to step up the dredging and clearing of drainage channels and improve drainage at known waterlogging hotspots. All bureaus and departments are expected to strengthen their preparedness for future natural disasters further so as to safeguard the lives and property of residents.
2. Agriculture is one of Tainan’s key industries. Last year (2025), Typhoon Danas caused extensive damage to the pomelo crop due to fruit drop. As tropical fruits are currently in peak season, farmers are urged to take additional precautionary measures. In the event of a disaster, the Agriculture Bureau should promptly assess the extent of agricultural losses and seek assistance from the central government. The Bureau should also routinely maintain information on crop types, cultivated areas, and approximate production volumes, and use drones to monitor general crop conditions. Such information may subsequently serve as a basis for comparison during on-site disaster damage assessments.
3. Public demand for shade structures at public facilities continues to grow, while planting trees remains the most effective means of providing shade and reducing ambient temperatures. Bureaus and departments responsible for public works are requested to select suitable tree species and continue promoting seedling collection programs and community greening initiatives.

All district offices are requested to take stock of the locations that experienced serious flooding or water accumulation last week and work with the Public Works Bureau, Water Resources Bureau, and other relevant agencies to complete improvements as quickly as possible. Counselor Chen Shih-jen and Counselor Han Rong-hwa are also requested to assist with these efforts and report relevant progress to the Mayor. 4. The flood season has begun. 5. Peak mango season is approaching. All bureaus and departments are encouraged to place orders and assist the Agriculture Bureau in marketing local specialty agricultural products. Tainan City is Taiwan’s largest mango-producing region. This year’s mango quality is better than last year’s, and production has increased compared with that in previous years. However, due to insufficient rainfall in the first half of the year, some fruit is smaller in size. The Agriculture Bureau is requested to plan ahead and prepare a mango marketing plan in advance while closely monitoring market production and sales conditions to maintain supply–demand stability and safeguard farmers’ income.
6. As the Yujing Mango Market is extremely crowded on holidays and weekends, the Agriculture Bureau and district offices may plan to use the premises of the Tainan Agricultural Products Marketing Corporation to hold mango marketing activities to ease crowding. Vendors should also be reminded to pay attention to the quality of specialty agricultural products, so as to avoid creating a negative impression among the public regarding the quality of the city’s specialty agricultural products.

The city’s daily use of reclaimed water has now reached 4,675 metric tons, but overall usage remains insufficient. All bureaus and departments are requested to actively plan additional uses for reclaimed water, such as road washing and the watering of plants. In addition, relevant bureaus and departments are urged to complete the necessary preparations for activating drought-relief wells within their jurisdictions. The Ministry of Agriculture has not yet made a formal decision on whether to plant the second-season rice crop; the Agriculture Bureau is requested to continue monitoring the situation.

Several recent short-duration, high-intensity rainfall events have increased the total storage of the city’s reservoirs to 60 million metric tons, which is sufficient to support the city’s domestic and industrial water needs for two months. Nevertheless, we must remain vigilant and take the necessary response measures. Relevant bureaus and departments are requested to carry out traffic control properly, respond to fallen roadside trees, clear waste and debris, and remove blockages from drainage ditches and channels.
2. Drug-impaired driving not only affects public health but also creates public-safety and traffic problems. In recent years, Tainan City has actively introduced equipment, such as saliva-based rapid screening devices. The Police Bureau is requested to ensure that screening reagents are neither in short supply nor expired. With summer vacation approaching, relevant bureaus and departments are requested to pay particular attention to student safety and to strengthen anti-drug education and outreach, so that young people stay away from e-cigarettes and drugs.
3. With regard to the project land for the “Annei Drainage Downstream and Surrounding Detention Basin Improvement Project in Yanshui District” that involves privately owned land, the Water Resources Bureau is requested to strengthen communication with residents. During the summer, food hygiene should also be strengthened to prevent gastrointestinal illnesses. Summer is also a peak season for enterovirus activity and transmission. The Education Bureau and schools at all levels are therefore asked to pay close attention to public health measures to avoid affecting students’ right to education.
2. The second large-scale job fair for this year will be held this Saturday at the Southern Taiwan University of Science and Technology. Many well-known companies will set up recruitment booths and offer a wide range of employment opportunities. The Labor Affairs Bureau, the Economic Development Bureau, the Research, Development and Evaluation Commission, and other relevant agencies are asked to coordinate across departments to encourage residents to apply for these job opportunities. The Civil Affairs Bureau is also asked to use the civil affairs network and to request village and neighborhood chiefs to encourage middle-aged, older, and young residents to actively participate and apply.

Hantavirus is mainly transmitted to humans through infected rodents, and the reported cases have caused public concern and drawn social attention. Although no cases have been reported in Tainan, Deputy Secretary-General Lin has established a special task force and convened relevant bureaus and departments to formulate response measures.
2. Today, the 6th, is the funeral service for Cheng Yung-hsin, a colleague of the Tainan City Police Bureau. Traffic accidents remain relatively frequent and can easily result in injuries or fatalities. The public and city government colleagues are therefore urged to pay attention to traffic safety. In recent years, the city has continued to improve infrastructure, such as intersections, road quality, traffic signals, and sidewalks, while also increasing police visibility. Nevertheless, traffic accidents continue to occur, and the public is urged to comply strictly with traffic regulations. Enforcement and citations should be strengthened for accident-prone road sections and illegal parking. Damaged traffic signals or road markings should also be repaired immediately to reduce the occurrence of accidents.

In particular, ongoing construction projects should be expedited, and the surrounding environment and roadside ditches should be cleaned and cleared to prevent box culverts and drainage channels from becoming blocked. The Water Resources Bureau is requested to strengthen water-level monitoring and flood-preparedness measures and to work with district offices to inspect drainage facilities. The Public Works Bureau is requested to prepare flood-prevention equipment and machinery in advance for bridges and ongoing construction projects. For mountain roads and roadside ditches, silt-removal and weed-clearing work should also be accelerated to ensure smooth traffic flow and proper drainage.
2. Recent weather fluctuations have made this a peak period for respiratory symptoms. The Public Health Bureau is requested to continue promoting vaccination appointments and encourage eligible residents to receive publicly funded pneumococcal vaccines. In schools, medical institutions, long-term care facilities, and crowded public places, hand hygiene should be promoted, and the cleaning of public restrooms should be strengthened to reduce the risk of disease transmission.
3. After last year’s Typhoon Danas disaster, relevant bureaus and departments applied to the central government for post-disaster recovery and reconstruction funding pursuant to the “Special Act for Post-Disaster Recovery and Reconstruction Following Typhoon Danas and the July 28 Torrential Rainfall.” Because the nature of this funding differs from the previous use of disaster reserve funds, budget carryover is not permitted under the law. Therefore, except for certain Water Resources Bureau projects that have been approved by the central government for completion next year, all remaining projects must be completed by the end of this year. These include 8 projects under the Agriculture Bureau, 10 under the Baihe District Office, and 8 under the Nanhua District Office, among a total of 62 projects involving relevant agencies. Please expedite the work to prevent the related funding from being withdrawn by the central government.

Relevant bureaus and departments are also requested to prepare the content of their special reports thoroughly. The second regular session of the City Council in 2026 will be convened earlier than usual, at the end of July, to review the FY2027 general budget. All bureaus and departments are requested to complete budget preparation in a timely manner to facilitate smooth passage of the budget. As the second regular session this year will begin earlier than in previous years, the schedule will be very tight. Bureaus and departments should stagger submission of their general budget materials so as not to overlap with the agenda of the regular session in the first half of the year, thereby avoiding unnecessary complications.
2. Rainfall during the 2026 spring rainy season has been limited. All bureaus and departments are requested to use reclaimed water for routine dust suppression, irrigation, and street-cleaning operations. They are also requested to review additional sites suitable for the use of reclaimed water and to promote alternative water use actively to improve water-use efficiency, conserve tap water resources, and support environmental sustainability.
3. The Public Works Bureau is requested to issue timely press releases to keep the public informed about the utilization and exchange of excavated soil and rock, the establishment of temporary storage sites, and coordination with private soil and rock storage and processing sites.
4. With regard to the “FY2025 Tainan City General Final Accounts, Final Accounts of Affiliated Units, and Consolidated Statements Report,” all bureaus and departments are requested to exercise fiscal restraint in all expenditures and improve the efficiency of fund utilization. Relevant bureaus and departments are also requested to work toward increasing revenue from the sale of city-owned land by public tender and raising the proportion of self-generated revenue.
5. With regard to the “Report on Tainan City Government’s Energy Conservation and Carbon Reduction Measures,” the Education Bureau is requested to review and readjust school air-conditioning operating hours. All bureaus and departments are requested to remind staff to switch off computers and electrical appliances after work. With respect to air-conditioning systems in large shopping malls, the Economic Development Bureau is requested to strengthen public outreach on energy conservation and enhance businesses’ awareness of and commitment to energy-saving practices.
6. The Secretariat is requested to assist government agencies and schools with high-voltage power systems in planning for the use of the second reserve fund to install energy-storage facilities, so as to achieve effective energy savings.
