Minutes of Tainan City Government’s 634th Municipal Administrative Meeting 02/20/2024

Major’s Remarks:
1.     The upcoming Taiwan Lantern Festival is set to illuminate the skies on February 24th, coinciding with the opening of the Taiwan International Orchid Show and World Orchid Conference. Additionally, the Yanshui Beehive Fireworks Festival and the traditional Whipping an Ox in Spring event at the Tucheng Luermen Matsu Temple will also take place concurrently. Anticipating a significant influx of visitors, all bureaus and departments are urged to deliver top-notch city services, ensuring the success of the lantern festival and creating memorable experiences for tourists. 
2.     Considering past incidents where tourists were frequently injured due to insufficient protection during the Beehive Fireworks Festival, the Police Bureau, Fire Bureau, and other pertinent bureaus and departments are urged to raise awareness among the public about self-protection measures when engaging in festival activities. It is imperative to emphasize avoiding direct exposure to the impact of beehive fireworks to prevent physical harm. Furthermore, all bureaus and departments are encouraged to excel in city promotion efforts while prioritizing safety measures.

1. The Urban Development Bureau presented a report titled the "Implementation Results of the City's Incentive for a Privately Owned Subsidized Housing Program" (refer to written sources for details).

Mayor’s Comments:
(1)     The establishment of social housing aims to address the equilibrium between housing supply and demand. Central to the concept of social housing is its exclusive availability for rental purposes, rather than for sale. Alongside efforts led by central and local governments to construct social housing, incentive policies are implemented to encourage the utilization of existing unoccupied housing units. These incentives encompass rent subsidies, repair grants, and tax reduction or exemptions, facilitating affordable rental rates for tenants while safeguarding the rights and interests of both landlords and tenants. 
(2)     Thanks to the Urban Development Bureau's efforts, the number of households matched in this city has surpassed 6,400. The Urban Development Bureau is urged to persist in its promotional efforts to ensure a continued balance between housing supply and demand.
2. The Culture Affairs Bureau presented a report titled "2024 Tainan International Music Festival" (refer to written sources for details).

Mayor’s Comments:
(1)     The "Tainan International Music Festival" is celebrating its fourth year. Tainan City, renowned for its rich cultural and artistic heritage, has a history of hosting diverse performances, including those featured in the Nan Ying International Folklore Festival. However, it was only four years ago that the city began hosting exclusively music-themed events. Since then, each music festival has brought forth new highlights. This year, an array of international programs and performers will be featured, including the globally acclaimed Vienna Symphony Orchestra and tenor Paul Potts. The purpose of hosting music festivals is to provide the public with opportunities to indulge in high-quality musical experiences while also exposing young musicians and students to top-tier musical events. 
(2)     The Culture Affairs Bureau is urged to enhance social media marketing efforts. This international music festival covers a broad spectrum of themes, showcasing both popular and classical performances. We invite music enthusiasts and citizens to participate in this event. Additionally, the Culture Affairs Bureau is encouraged to collect feedback from performing groups following their performances and utilize the city's rich cultural heritage to welcome and engage with these groups.
