Minutes of Tainan City Government’s 639th Municipal Administrative Meeting 03/26/2024

Mayor’s Remarks:
1.     The "RedBall Project" is slated to take place in Tainan from March 29 to April 7, generating considerable public interest and anticipation. Relevant bureaus and departments have been asked to coordinate traffic management and environmental cleaning efforts for each scenic spot.
2.     The first large-scale job fair of the year is scheduled to take place in Shanhua this Saturday. Despite Tainan City's lower unemployment rate compared to that of other counties and cities, the Labor Affairs Bureau has been urged to enhance publicity efforts to connect more employers with job seekers.
3.     Recent water supply monitoring has shown a transition from normal to warning status in the central and northern regions of the country. Although Tainan currently maintains normal conditions, it is crucial to remain vigilant against any subtle changes and adopt water conservation practices. Taiwan has historically maintained low water fees compared to other countries internationally, and despite an impending increase in electricity rates, they have still remained relatively low. However, fostering habits of water and electricity conservation remains necessary. When water is released from reservoirs, it is essential to plan systematically for fallowing, ceasing farming activities, or transitioning crops along the areas downstream of reservoir releases to optimize water-saving efforts. Agricultural water usage is substantial, with one hectare of farmland requiring 10,000 tons of water per production season. Tainan City requires nearly 200 million tons of water during spring plowing alone. To address this, the Agriculture Bureau and Water Resources Bureau are urged to intensify public awareness efforts and develop effective strategies to regulate agricultural water usage.
4.     The Transportation Bureau is tasked with monitoring the progress of the project “Ti 3 Underground Parking Garage Construction, Zhongxyi District, Tainan City.”
5.     If the 2023 river improvement data for Tainan City has been released, the Environmental Protection Bureau is urged to issue a press release to update the public.

Mayor’s Comments:
With the Qingming Festival drawing near, there has been a surge in both minor and major fire incidents across various counties and cities, with forest fires also reported internationally. Given that numerous cemeteries are situated in suburban regions, it is imperative for relevant bureaus and departments to prioritize traffic management and enhance fire safety measures.
2. The Fire Department presented a report on the “2024 Fire Safety Preparation Guidance Plan during the Qingming Festival” (refer to written sources for details).

Mayor’s Comments:
(1)     Every year during the tomb-sweeping period of the Qingming Festival, traffic congestion and accidents are common occurrences. The burning of joss paper often leads to air pollution, fires, and various public safety incidents. To address these challenges, the Civil Affairs Bureau is urged to intensify public awareness campaigns promoting alternatives to burning joss paper, such as donating the funds to charities or utilizing centralized burning sites. Additionally, the establishment of multiple water supply points is essential for preventing potential public safety incidents.
(2)     The Fire Bureau is urged to enhance public awareness efforts and improve fire prevention measures aimed at averting cemetery fires and air pollution while steadily decreasing the frequency of cemetery fire accidents year by year.
(3)     The Police Bureau, Education Bureau, and other relevant bureaus and departments are urged to collaborate in disseminating fire prevention measures in cemeteries. This collective effort aims to enable the public to pay homage to their ancestors respectfully during the Qingming Festival while also mitigating air pollution concerns.
3. The Research, Development, and Evaluation Commission presented a report titled “Vision and Forward-Looking for Enhanced Municipal Administration” (refer to written sources for details).

Mayor’s Comments:
(1)     The Research, Development, and Evaluation Commission oversees the execution of city government policies. It scrutinizes the implementation plans put forth by various bureaus and departments, ensuring that the commitments made to citizens and the discussions held by myself and the director-general of each bureau and department in the city council are carried out. The commission also evaluates whether these initiatives are completed as scheduled and with the expected level of quality.
(2)     Our city government's governance achievements are exceptionally impressive. Over the past five years, we have proudly secured 43 international awards and 86 domestic first-place awards. Such accolades are truly deserving of recognition. We extend our heartfelt gratitude to all bureaus and departments for their dedicated efforts.
(3)     When implementing the Forward-Looking Infrastructure Development Program and utilizing the central government’s funding support for local governments, factors such as implementation rates and assessments must be carefully considered. We extend our gratitude to the Research, Development, and Evaluation Commission for diligently monitoring the progress of each bureau and department. This ensures that the public remains informed about the government's governance progress.
