Minutes of Tainan City Government’s 640th Municipal Administrative Meeting 04/03/2024

Major’s Remarks:
1.     Today, April 3rd, marks the final workday before the Qingming holiday, which brings consecutive days off. As we begin this break, my primary wish is for everyone to enjoy a safe and smooth period ahead. I urge the public to adhere to fire prevention measures during tomb sweeping activities. Additionally, I call upon the bureaus and departments responsible for traffic, fire safety, and environmental cleanliness to enhance their dissemination efforts in this regard.
2.     In light of the recent major earthquake in Taiwan, while Tainan City is not currently facing any major disasters, it is crucial for us to remain vigilant and prepared for any potential emergencies. When disaster strikes, it is imperative that we are ready to remove obstacles and provide rescue efforts swiftly. If public facilities or roads sustain damage, our priority will be to expedite repairs. Our city's search and rescue team has already been mobilized and deployed to Hualien to assist with disaster relief efforts. Their swift response aims to save lives and reduce injuries within the critical "golden hour" timeframe. I extend my deepest appreciation to our colleagues in the Fire Bureau for their dedication to regular training, which has prepared them for such crucial operations. However, it is essential that they prioritize their own safety while carrying out rescue missions. Regarding our response mechanism for natural disasters, I urge colleagues in every bureau and department to refine and enhance our protocols continually to improve our preparedness.
3.     Dengue fever has emerged in numerous countries this year, with sporadic import cases reaching our city from abroad. It is crucial that we all remain vigilant. Our priority is to ensure everyone's safety and well-being this summer. Therefore, we urge everyone to adhere to relevant epidemic prevention measures diligently.

Mayor’s Comments:
(1)     The promotion of electric vehicles is gaining momentum as a prevailing trend. With advancements in technology, the mileage of electric vehicles is steadily approaching that of gasoline vehicles. While gas stations are abundant, the installation of electric vehicle charging infrastructure remains limited. Our city aims to ensure that charging stations are accessible within a 20-minute drive. Therefore, addressing the efficiency of charging poles and alleviating mileage range anxiety among car owners are critical factors that will influence the widespread adoption and utilization of electric vehicles. Improved convenience in charging will serve as a positive incentive for electric vehicle owners to embrace electric vehicle usage.
(2)     Our city government aligns with the central government's policies by procuring electric buses, effectively reducing emissions and advancing towards our city's goal of achieving net-zero carbon emissions. In support of the central government's subsidy measures, our administration is committed to assisting and promoting their implementation fully. We aspire to enhance the installation ratio of charging poles across our city further, aiming to excel among the six special municipalities in this endeavor.
(3)     The Transportation Bureau and Environmental Protection Bureau are tasked with prioritizing the installation of self-installed charging poles in our city, emphasizing fast charging capabilities. Additionally, they are requested to adjust the installation ratio between fast and slow charging options accordingly.
(4)     The Environmental Protection Bureau is tasked with researching the acquisition of carbon credits related to solar photovoltaics and charging poles for our city. Meanwhile, the Secretariat is urged to compile the outcomes of energy conservation efforts across all bureaus and departments and provide me with a report.
2. The Economic Development Bureau delivered a report detailing "Tainan City's Significant Accomplishments in Investment Promotion" (refer to written sources for details).

Mayor’s Comments:
(1)     Investment promotion aims to attract manufacturers, thereby stimulating local economies and generating job opportunities. Tainan City's achievement of having the lowest unemployment rate among the six special municipalities underscores the success of its development strategies, thanks to the efforts of past county and city mayors. Notably, Vice President Lai played a pivotal role during his mayoral tenure in actively recruiting the Taiwan Semiconductor Manufacturing Company (TSMC) to invest in the city and addressing the “five industrial shortages”—land, water, electricity, skilled professionals, and labor shortages, thus laying a solid foundation for growth. Consequently, we are witnessing significant positive outcomes. Nonetheless, our city must maintain its proactive approach in attracting investment to prepare for future waves of corporate investment.
(2)     From January 2019 to February 2024, the city has witnessed an increase of 1,473 investment cases, with a combined investment amount reaching NTD 202.1 billion. The investment report lists a total of 83 cases for monitoring, and if all listed projects are executed, the investment sum will surge to NTD 248.2 billion. Furthermore, within the "Three Major Programs for Investing in Taiwan," Tainan has a total of 220 investment projects. The city government is actively streamlining the investment process for manufacturers, aiming to reduce administrative hurdles and obstacles and address delays caused by a lack of understanding of laws. We express our gratitude to the Economic Development Bureau for its assistance and dedication in this endeavor.
(3)     When manufacturers encounter investment challenges, they can request assistance from relevant bureaus and departments, such as the Public Works Bureau, Fire Bureau, and Land Administration Bureau, through the monthly investment report meetings hosted by me. Additionally, the city government routinely convenes liaison meetings with manufacturers in industrial parks to offer guidance to industrial enterprises. Challenges encountered in the development process of industrial parks are collectively addressed and resolved by various bureaus and departments. This collaborative effort contributes to the gradual enhancement of the city's investment environment over time.
(4)     With the implementation of investments, the employment rate will rise, and local financial resources will increase, resulting in a triple-win scenario for local communities, manufacturers, and citizens. We extend our gratitude to the Economic Development Bureau and other relevant bureaus and departments for their dedicated efforts.
