Minutes of Tainan City Government’s 653rd Municipal Administrative Meeting 07/02/2024

Major’s Remarks:
1.     During summer vacation, it is crucial to prioritize the dietary health of students, children, and adolescents. The Public Health Bureau, Education Bureau, and other relevant bureaus and departments are urged to promote food hygiene and continue conducting food safety inspections. The Tainan City government has announced digital meal vouchers for underprivileged children. Eligible schoolchildren from underprivileged families, assessed by social workers as needing meal support, can redeem up to NT$80 worth of meals at 656 locations across Tainan City using their electronic stored value cards. We extend our appreciation to major convenience stores and boxed meal shops for their services in providing essential support to disadvantaged children and alleviating the burden on their families.
2.     In celebration of Tainan’s 400th anniversary, the Cultural Affairs Bureau, Water Resources Bureau, Public Health Bureau, Urban Development Bureau, Education Bureau, and Agriculture Bureau have sequentially organized special exhibitions showcasing Tainan City’s advancements in public infrastructure at various stages. Relevant bureaus are encouraged to reinforce the message, not only highlighting the creativity and efforts of the organizers but also effectively promoting the dedication of past mayors and city governments and emphasizing Tainan's distinctive characteristics compared to other cities. This aims to foster a sense of urban pride through collaborative promotion across bureaus and departments.
3.     Regarding the "division of operation and maintenance responsibilities for existing parks (including featured playground equipment)," the Public Works Bureau is tasked with reducing the frequency of customer complaints related to various maintenance items. Vice Mayor Chao is requested to convene relevant bureaus and departments to discuss the division of responsibilities for maintaining recreational green spaces that are not categorized as parks.

Mayor’s Comments:
(1)     Summer vacation has begun, and many students or graduates will enter the workforce one after another. Besides gaining social experience, they can also boost their personal savings. Alongside summer work-study opportunities offered by the city government, some private companies are also recruiting. The Labor Affairs Bureau is tasked with enhancing awareness of labor laws and establishing multiple channels for complaints. This ensures that young individuals can seek appeal in case of work-study disputes or instances of fraud. 
(2)     Nowadays, citizens are highly aware of their rights. When treated unfairly, they may feel the need to appeal. It is crucial to provide accessible channels for appeals to ensure everyone has recourse. Therefore, the Labor Affairs Bureau, Education Bureau, Social Affairs Bureau, and Police Bureau are encouraged to enhance public awareness efforts.
2. The Education Bureau presented a report on the "12th National Scout Jamboree Project" (refer to written sources for details).

Mayor’s Comments:
(1)     The "National Scout Jamboree" hasn't been hosted in Taiwan for six years and in Tainan City for 18 years. Each event consumes significant personnel and material resources, posing substantial challenges and demands in administration, manpower, and supplies. We extend our thanks to the Education Bureau and all relevant bureaus and departments for their dedicated efforts.
(2)     During the event, please enhance campsite safety by setting up mobile police stations, mobile patrols, and emergency medical rescue stations. Additionally, establish agricultural specialty product exhibition and sales areas and provide T-Bikes for camp participants to use. The Environmental Protection Bureau is urged to ensure that Cub Scouts and Scouts diligently recycle and sort waste.
(3)     We hope to familiarize over 300 international scouts and other participants with Tainan City through agricultural specialty product exhibitions and promotional materials. The Education Bureau and other relevant bureaus and departments are responsible for ensuring the successful execution of this event.
