Minutes of Tainan City Government’s 656th Municipal Administrative Meeting 07/23/2024

Major’s Remarks:
1.     The Central Weather Administration has issued maritime and onshore warnings for Typhoon Gaemi. The affected areas will depend on the typhoon's path. However, rainfall forecasts are continually being revised upward by relevant agencies. Thus, citizens are urged to take precautions and prepare for the typhoon's arrival. All bureaus and departments are requested to prepare for disaster response and typhoon mitigation to protect the lives and property of citizens. Typhoon Gaemi's storm movement may slow down upon landfall, extending its impact on various parts of Taiwan, necessitating special attention. In areas where heavy rains caused water accumulation during the previous plum rain seasons and last week, relevant bureaus and departments are requested to strengthen protections and prepare for the deployment of mobile water pumps. Fixed water pumps and pumping stations should be inspected more frequently. Historically, annual spring tides have often caused urban road flooding and drainage ditch overflows. However, this year's improvements have outperformed those of previous years and other counties and cities during the same period. The Water Resources Bureau is requested to maintain these results and continue its efforts.
2.  When the typhoon strikes, the Department of Personnel is asked to maintain close contact with the central government to make informed decisions regarding office and school closures. Any decisions should be announced as early as possible.

1. The Public Health Bureau presented a report on the "Implementation Progress of the 2024 Dengue Fever Fixed-Site Physician Sentinel Surveillance Program" (refer to written sources for details).

Mayor’s Comments:
(1)     The previous dengue fever epidemic caused significant daily inconveniences and health hazards to citizens, who are eager to avoid experiencing the epidemic again. As a result, dengue fever prevention and control have become a public consensus and priority. Thanks to the collaborative efforts of the Public Health Bureau, Environmental Protection Bureau, and the civil affairs system, effective epidemic prevention measures are being implemented indoors, outdoors, and in public areas.
(2)     Some symptoms of COVID-19, influenza, and dengue fever are similar. Rapid screening through the "Fixed-Site Physician Sentinel Surveillance Program" allows for the early diagnosis of respiratory diseases, thanks to the collaboration of physicians in the program.
(3)     The weather has been hot and rainy recently. The Public Health Bureau is requested to monitor the ovitrap index in each district closely and intensively and cooperate fully with the fixed-site physicians of the sentinel surveillance program. The goal is to achieve zero local dengue fever cases this year through effective epidemic prevention measures.
2. The Police Bureau presented a report on the "Project for the Management and Establishment of Air Defense Evacuation and Refuge Facilities" (refer to written sources for details).

Mayor’s Comments:
(1)     News reports have indicated various air and ground attacks in the conflicts between Ukraine and Russia, as well as in the Middle East. Therefore, the Wan-An Exercise aims to cultivate public awareness of crises and enable people to remain calm in the face of danger. The exercise is conducted differently each year to ensure that the public can take protective cover within a short period of time. The Civil Affairs Bureau, the Police Bureau, and other relevant departments are requested to mobilize manpower and resources to publicize the exercise and maintain control during its duration effectively.
(2)     This year, the Wan-An Exercise coincides with the arrival of a typhoon. If the typhoon's winds and rainfall are strong enough to necessitate a Level 1 setup for disaster response, all Wan-An Exercise activity will be halted and redirected to disaster relief and prevention efforts.
