Reports
1. The Department of Legal Affairs presented a report on "An Introduction to Bills Passed in the 1st Session of the 11th Legislative Yuan" (refer to written sources for details).
Resolution: Approved for reference filing.
Mayor’s Comments:
The Legislative Yuan is Taiwan’s highest legislative body. The bills that it passes are closely related to local governments and affect the lives of citizens. Various bills passed by the current parliament, including some that have not yet been assigned implementation dates, require careful attention. Relevant bureaus and departments are requested to familiarize themselves with the contents of these bills as soon as possible, develop appropriate response strategies, and proactively implement the laws to safeguard policy provisions and protect the rights and interests of citizens.
2. The Urban Development Bureau presented a report titled "Outcomes of Government-Administered Urban Renewal Cases" (refer to written sources for details).
Resolution: Approved for reference filing.
Mayor’s Comments:
(1) The government typically acquires land for public infrastructure projects, but obtaining land has become increasingly challenging. Urban land consolidation, zone or section expropriation, and government-administered urban renewal are all methods used for land acquisition. Private landowners are encouraged to undertake self-administered urban renewal, while public land should undergo government-administered urban renewal to maximize public benefits. In cases of government-administered urban renewal, once the public sector secures the land, social housing or public facilities can be constructed, which can lead to substantial savings in public funds, potentially exceeding NTD 20 billion.
(2) Government-administered urban renewal can revitalize the urban landscape, concurrently enhance urban development, and promote more efficient land use. The Urban Development Bureau is requested to continue inventorying idle or underused public land and revitalizing it through government-administered urban renewal efforts. Special thanks to the Urban Development Bureau for its ongoing efforts.
