Minutes of Tainan City Government’s 660th Municipal Administrative Meeting 08/20/2024

Major’s Remarks:
1.     This year’s rainy season has been marked by particularly heavy rainfall due to typhoons and short-duration intense downpours, affecting urban roads. Although the annual spring tide had the least impact on the city, it should not be overlooked. We urge the relevant bureaus and departments to repair promptly the road damage and drainage issues caused by Typhoon Gaemi and the short-duration intense rainfall to ensure traffic safety and maintain flood management capacity.
2.     The recent fire incident has garnered significant public and media attention. The Fire Bureau is urged to intensify its efforts in promoting the installation of residential fire alarms. Additionally, when reviewing construction proposals, the Public Works Bureau should communicate with developers to ensure that residential fire alarms are listed as standard equipment in high-rise residences, thereby safeguarding citizens' lives. For new illegal structures that obstruct escape routes, fire lanes, or pose fire safety risks, the Public Works Bureau should require homeowners to demolish them within a specified timeframe. These structures should be prioritized for demolition. Additionally, the Department of Legal Affairs is requested to assist relevant bureaus and departments in enforcing these regulations, thereby ensuring enhanced safety for the citizens.
3.     Regarding the cleanup of sludge in the farmland of Houbi District, the Agriculture Bureau is requested to convene relevant bureaus and departments to discuss the issue and subsequently report to the central government to seek management funding.

1. The Transportation Bureau presented a report titled "Smart Bus Waiting Services for Greater Tainan" (refer to written sources for details).

Mayor’s Comments:
Although other counties and cities have also implemented small yellow buses and smart waiting services, the results have not been as successful as those in Tainan city. We thank the Transportation Bureau for utilizing information and communication technology to develop a smart waiting system within the constraints of limited budgets and existing infrastructure. The government will continue to enhance the current bus stop signage and virtual smart signs to create a more user-friendly waiting environment, thereby ensuring that the city's bus services continue to receive recognition from our citizens.
2. The Department of Information and International Relations presented a report titled "Achievements in Establishing Alliance Cities and International Exchange Planning" (refer to written sources for details).

Mayor’s Comments:
(1)     Taiwan's diplomatic landscape presents considerable challenges. Through engaging in people-to-people and city-to-city exchanges with foreign countries, Taiwan not only builds friendships but also fosters deeper and broader cooperation between the populations of both places involved. During the previous pandemic, Taiwan provided materials and shared expertise in pandemic prevention and control with its international friendship cities. Moreover, in recent years, we have received considerable reciprocal support from numerous international friends in promoting our city's agricultural specialties.
(2)     During this year’s Lantern Festival, an unprecedented number of alliance city leaders and city council chairs participated in the Taiwan Lantern Festival. Additionally, attendance by Japanese parliamentarians at this year’s Taiwan-Japan Exchange Summit reached a record high. These gatherings not only showcase the successes of city diplomacy but also enhance mutual exchanges, knowledge, and understanding, leaving a very positive impression of Taiwan. We thank each bureau and department for their dedicated efforts.
(3)     Promoting international exchanges is not the responsibility of just one bureau or department. All bureaus, departments, district offices, academic institutions, and schools are encouraged to engage in comprehensive people-to-people diplomacy to enhance the visibility of both Taiwan and Tainan on the global stage.
