1. The city government has announced an extension of the deadline to September 30 for households, retailers, and companies affected by Typhoon Gaemi to submit supplemental documents for subsidy applications for water-damaged vehicles. The Department of Information and International Relations is asked to assist the Civil Affairs Bureau to enhance public awareness of this extension to safeguard citizens' rights and interests. Additionally, as we remain in typhoon season with frequent short-duration heavy rainfalls that may lead to flooding, all bureaus and departments are urged to prepare and mitigate flood-prone areas or seek assistance from the central government to handle these situations collaboratively.
2. Tainan has launched the “Respect for Military Month” initiative for September. The city has prolonged the military appreciation promotions for an entire month. Currently, over 400 private businesses are providing exclusive discounts for military personnel. The Civil Affairs Bureau, the Tourism and Travel Bureau and other relevant departments are encouraged to promote this initiative widely. This effort will not only increase public awareness but also encourage more local businesses to participate, thereby achieving greater impact from the event.

Mayor’s Comments:
(1) Previously, certain government-built infrastructure, public buildings, and venues were not fully utilized, or government-owned real estate remained idle or underutilized due to changing times and societal shifts. Therefore, revitalizing idle government-owned real estate can save city government funds as well as enhance services for citizens.
(2) Using Taiwan Shoufu University as an example, although the campus was not originally built as a public property by the government, it faced enrollment challenges due to the declining birthrate and societal changes. Consequently, the university's Board of Directors decided to cease enrollment, leaving the campus unused. When the city government took over management and utilization of the campus, the campus and its surroundings underwent significant transformations, showing marked improvements compared to the neighboring university, which remains unmanaged and lacks similar oversight.
(3) Since 2019, the city government has successively matched 117 idle government-owned properties, including lands and buildings, with new uses through leasing, establishing land rights, or redevelopment. This strategy has allowed these idle properties to be utilized to their fullest potential, significantly reducing the need for the city government to spend large funds on constructing new facilities. Additionally, these revitalized properties now provide increased convenience and services to citizens. We appreciate the Finance and Taxation Bureau, along with other relevant bureaus and departments, for their assistance, revitalization, and utilization efforts. We urge all bureaus and departments to continue cooperating with the Finance and Taxation Bureau to inventory government-owned property resources, ensuring that idle or underutilized government-owned real estate is beautifully transformed into facilities suitable for citizens’ use.
(4) The city government has established a "Municipal Land and Building Utilization Planning Project Team." This team is tasked with actively collaborating with various bureaus and departments to identify idle government-owned properties that can be utilized more effectively. The aim is to transform these idle public resources into public services that can be shared and enjoyed by citizens.
2. The Cultural Affairs Bureau presented a report titled "Outcomes of the 2024 Taiwan Creative Expo and Introduction to Cultural Professional Activities in September and October” (refer to written sources for details).
