Minutes of Tainan City Government’s 663rd Municipal Administrative Meeting 09/10/2024

Major’s Remarks:
1. September 17th marks the Mid-Autumn Festival. The Civil Affairs Bureau, Social Affairs Bureau, Fire Bureau, and Environmental Protection Bureau are asked to continue promoting the use of centralized sites for the burning of joss paper and to enforce the ban on setting off firecrackers and fireworks. The Tourism and Travel Bureau is requested to provide quality tourism options and designate legal sites for barbecues, ensuring citizens can enjoy a safe, healthy, and joyful holiday. Although this year's Mid-Autumn Festival does not include consecutive days off, minimizing its impact on traffic and transportation, relevant bureaus and departments are still urged to maintain environmental cleanliness, ensure public safety, and manage waste removal to reduce potential public complaints.
2. Thanks to the dedicated efforts of city government teams, various bureaus, and departments, we have expanded our sales channels for agricultural specialties and processed products into Northeast Asia and Southeast Asia and have successfully penetrated the European market. The Agriculture Bureau is encouraged to continue monitoring channels that show a willingness to collaborate and to engage actively with farmers' associations and farmers to match high-quality agricultural products for export. Furthermore, when traveling abroad on official business, bureau and department directors or staff are encouraged to bring promotional materials or agricultural specialty products as small gifts. This will aid in promoting our city’s culture, tourism, and agricultural specialties. A similar approach could be adopted during exhibitions held abroad or in other counties and cities. All bureaus and departments are urged to maintain effective cross-bureau and departmental coordination to enhance these initiatives.
3. The submission deadline for supplemental documents required for the subsidy applications for water-damaged vehicles has been extended to September 30. The Transportation Bureau is tasked with closely monitoring the progress of these applications and ensuring that funding approvals are expedited. Additionally, the Social Affairs Bureau is urged to accelerate the processing of subsidies for households affected by flooding.

1. The Social Affairs Bureau presented a report titled "Assistive Device Sharing: Blessings, Convenience, and Achievements" (refer to written sources for details).

Mayor’s Comments:
(1) The established policy on assistive device sharing has proven to be a highly positive approach that not only benefits citizens but also supports sustainable resource sharing. Launched by the Social Affairs Bureau, the assistive device sharing program was nominated for the 7th Government Service Award. Since the Assistive Device Resource Network was established in Tainan City in 2021, the program has recycled 8,318 assistive devices and facilitated 12,150 borrowings over the past three years. Additionally, the number of assistive device resource stations has increased to 58. This successful case has become a model, prompting other counties and cities to visit and learn from its implementation.
(2) People who rent assistive devices vary in height and body shape, necessitating customized rentals to ensure that each individual finds a suitable device through professional evaluation. The promotion of assistive device sharing not only alleviates the financial burden on families but also ensures optimal utilization of these devices. We thank the Social Affairs Bureau for their dedication to this effort.
2. The Cultural Affairs Bureau presented a report on the "Preparation Status for the 2024 Taiwan Design Expo" (refer to written sources for details).

Mayor’s Comments:
(1) This is not the first time that Tainan City has hosted the Taiwan Design Expo. The Cultural Affairs Bureau, Economic Development Bureau, and other relevant bureaus and departments are expected to have a considerable understanding of the event’s direction, positioning, and practices. Coinciding with Tainan’s 400th anniversary, relevant bureaus and departments are expected to draw on the experiences that they have accumulated and insights from other counties and cities that have previously hosted the expo. This will ensure that this year's Taiwan Design Expo becomes a standout and memorable event.
(2) The Taiwan Design Expo is scheduled to take place from October 26 to November 10. This year, Tainan City has hosted several major national exhibitions, starting with the Taiwan Lantern Festival at the beginning of the year, followed by Creative Expo Taiwan last month, and now culminating with the Taiwan Design Expo next month. Each event aims to outshine the previous, introducing more innovative highlights that could set trends for Taiwan's design future. These developments serve to enhance the city's image.
(3) The organizing unit is asked to not only showcase the cultural depth but also to display Tainan’s achievements in various aspects of urban development. This approach will ensure that both on-site visitors and online viewers are left with a positive and profound impression of the city.

(4) In the past, it has occurred that the exceptional content of the expo attracted significant attention from various sectors, leading to overcrowding and local traffic congestion, which in turn disrupted traffic order. Therefore, the Police Bureau, Transportation Bureau, and other relevant bureaus and departments are requested to engage in advance planning and enhance public security measures. This will ensure that participants can experience the expo in a safe, enjoyable, and friendly atmosphere throughout the exhibition period.
