Minutes of Tainan City Government’s 665th Municipal Administrative Meeting 09/24/2024

Major’s Remarks:
1. A large-scale job fair is scheduled for this Saturday in the East District. We request the Labor Affairs Bureau to collaborate with employment service centers across the city to provide avenues for interested job seekers to participate in. As the year draws to a close, coinciding with a surge in job transitions and the employment needs of graduates from various schools, we should reach out to educational institutions to assess the employment status of recent hires and graduates and invite them to attend the city's job fair.
2. Recently, the climate has been unstable, leading to a rise in confirmed cases of influenza and COVID-19 both globally and within various regions of Taiwan, including Tainan City. Across Taiwan, publicly funded influenza vaccines and the newest COVID-19 vaccine “JN.1” have been administered since October 1st. We ask the Public Health Bureau, Social Affairs Bureau, Civil Affairs Bureau, and other relevant departments to encourage older adults and individuals with chronic diseases, who are eligible for vaccination, to get vaccinated promptly. This will help mitigate the risk of severe illness and lessen the societal, urban, and personal impacts of influenza.
3. For the "Beitouyang Settlement Comprehensive Service Center Project," it is requested that the Indigenous Peoples Affairs Commission does not reinstate the previously reduced items.
Reports
1. The Research, Development, and Evaluation Commission presented a report titled "Launching Five Youth Policies Simultaneously to Support the In-Depth Development of Tainan's Youth Residency " (refer to written sources for details).

Mayor’s Comments:
(1) Since establishing a dedicated youth unit in 2019, the Tainan City government has actively encouraged young people to engage in public policy and has shared resources and opportunities in employment, entrepreneurship, and internships. The city offers both summer and non-summer work-study programs and internships for students, enabling them to gain insights into municipal operations and the intricacies of public policy development and participation. As young people enter the job market, their experience with public policy engagement not only increases the likelihood of them remaining in Tainan to build their careers but also significantly benefits their professional development.
(2) In recent years, due to the overall development of the city, employment opportunities in Tainan have significantly increased not only in the Southern Taiwan Science Park and Shalun areas but also across traditional and various other industries. This growth has led to a year-by-year increase in the number of young people choosing to stay and work in Tainan. As a result, Tainan City now has one of the lowest unemployment rates among all counties and cities in the nation.
(3) Regarding the employment and career issues of particular interest to young people, we request that the Research, Development, and Evaluation Commission, along with relevant bureaus and departments, offer channels and resources, such as workplace experiential learning and skills training. These initiatives aim to assist young people in the establishment and in-depth development of their careers in Tainan. 
2. The Cultural Affairs Bureau presented a report titled "2024 Nan Ying International Folklore Festival" (refer to written sources for details).

Mayor’s Comments:
(1) It has been four years since the last "Nan Ying International Folklore Festival" due to the pandemic. The Tainan City government is dedicated to showcasing its soft power and cultural heritage as a cultural capital to all of Taiwan and the world. This year, the festival will feature 21 international teams from 18 countries across five continents, promising an exceptional artistic feast for citizens. 
(2) In organizing events, the Tourism and Travel Bureau, Agriculture Bureau, and other relevant bureaus and departments are encouraged to facilitate effective cross-county, city, and international exchanges, in addition to providing high-quality performances. Drawing on the successes of the Taiwan Lantern Festival and Creative Expo Taiwan, all bureaus and departments are expected to excel in marketing the city.
(3) During the event period, we request that the Police Bureau, Transportation Bureau, and other relevant bureaus and departments ensure public safety, manage traffic, and maintain order in the surrounding areas. On the day of the event, local district offices and departments are expected to cooperate fully in maintaining order and to communicate effectively with local citizens in advance. Additionally, the Department of Information and International Relations, along with other relevant bureaus and departments, are asked to help promote the event on their respective official websites.
