Major’s Remarks:
1. We are currently under both marine and land warnings for Typhoon Krathon. All colleagues are urged to remain vigilant and on high alert. In previous typhoons, the cooperation of our citizens and the efforts of the city government team have led to a gradual decrease in the extent and severity of damage in Tainan City. However, disasters such as flooding can sometimes be inevitable when a typhoon strikes. Therefore, we ask colleagues to continue enhancing relevant measures to minimize the impact of these disasters. As mentioned in today's project report, the Fire Bureau's special search and rescue team has successfully passed “Heavy” team certification. This achievement has improved our search and rescue capabilities and strengthened our capacity, allowing us to provide greater protection for the lives, property, and safety of our citizens in the future. The rainfall and wind speeds of Typhoon Krathon are exceptionally alarming. All bureaus and departments are requested to implement typhoon preparedness measures, such as clearing side ditches and drainage systems, trimming roadside trees, and ensuring the stability of scaffolding and signboards to prevent damage.
2. This Sunday, October 6, the Black Panther National High School Baseball Championship will kick off at the secondary adult baseball field of the Asia-Pacific International Baseball Stadium and Training Center. Following the recent typhoon, the Sports Bureau and Public Works Bureau are tasked with ensuring that the venue and facilities are in top condition for a seamless and successful tournament. This year, the championship introduces a women's division for the first time, symbolizing the start of sports equality in Tainan City. As the host city, we urge all relevant bureaus and departments to prepare thoroughly, ensuring a superior competition experience for all visiting teams.
3. The Sports Bureau is tasked to expedite the completion of several projects by mid-2026. These include the new construction of the Tainan City Annan District Public Sports Center, the Tainan City Xinying District Public Sports Center, the Tainan City Yongkang District Public Sports Center, the Seismic Strengthening and Construction of the Tainan City Rende District Public Sports Center, and the Tainan City Nanke Public Sports Center. For parts of these projects that involve areas suspected to be cultural heritage sites, assistance from Deputy Mayor Yeh and the Cultural Affairs Bureau is requested to manage the concerns.
4. During typhoon season, all bureaus and departments are required to implement typhoon preparedness measures. After the typhoon has passed, it is crucial to intensify environmental cleanup efforts to prevent any outbreaks of dengue fever.
5. During typhoon season, the city government establishes a disaster response center. All bureaus and departments are requested to pay attention to the operational matters outlined in the meetings.
6. Recently, the number of confirmed influenza and COVID-19 cases has been on the rise. Today, publicly funded influenza vaccines and the latest COVID-19 vaccine, "JN.1," have become available. Relevant bureaus, including the Civil Affairs Bureau and Social Affairs Bureau, are requested to encourage older adults and eligible individuals to get vaccinated promptly.
Reports
1. The Fire Bureau presented a report titled "Tainan City Special Search and Rescue Team Passes National Search and Rescue Capability Accreditation – Heavy Team Classification" (refer to written sources for details).
Resolution: Approved for reference filing.
Mayor’s Comments:
(1) Special thanks to the colleagues from the Fire Bureau’s Special Search and Rescue Team for their unwavering dedication and commitment to duty. In collaboration with medical and engineering institutions, they have become the fourth search and rescue team in the nation to pass the “Heavy” classification certification. Last year, the team achieved intermediate certification through the National Accreditation Process (NAP) for search and rescue capabilities. Advancing to the “Heavy” classification this year is a significant achievement, greatly enhancing our city's search and rescue capacity and improving the protection of our citizens' lives, property, and safety.
(2) With the increasing type of disasters caused by extreme weather, it is essential for the Special Search and Rescue Team to enhance their capabilities continuously to handle diverse climate conditions and rescue operations. The Fire Bureau is urged to keep improving its search and rescue proficiency. Additionally, the Fire Bureau should focus on passing down skills and experience to new police officers and firefighters, providing them with opportunities to learn and further strengthening the city's overall search and rescue capacity.
(3) To enhance search and rescue efficiency further, the city government collaborates with both public and private sectors to secure funding for the ongoing training of search and rescue teams, as well as for upgrading devices and equipment to ensure the highest level of protection for our citizens.
2. The Economic Development Bureau presented a report titled "2024 Tainan Shopping Festival" (refer to written sources for details).
Resolution: Approved for reference filing.
Mayor’s Comments:
(1) For this year's Tainan Shopping Festival, participants can link their mobile devices to their Line accounts for easier registration, making it more convenient for the public to register, and purchases made since July 1st will qualify. Additionally, the public retail market will distribute 20,000 promotional registration coupons. We aim to make marketing more accessible and friendly to the public, increasing registration willingness among local residents. We also hope that this year’s registration amount will surpass that of previous years.
(2) In the second half of the year, the city government will host numerous large-scale events. The Economic Development Bureau, the Cultural Affairs Bureau, the Tourism and Travel Bureau, and the Civil Affairs Bureau are urged to collaborate effectively on integrated cross-bureau marketing initiatives to achieve a synergistic impact. We anticipate that the collective efforts of all bureaus will invigorate Tainan's economy and stimulate economic activity.
(3) The Economic Development Bureau is asked to extend the deadline for uniform invoice registration to February 15, 2025.
