Minutes of Tainan City Government’s 668th Municipal Administrative Meeting 10/15/2024

Major’s Remarks:
1. The cold storage facility at the Xinhua Fruit and Vegetable Market is nearing completion. Known as the most beautiful fruit and vegetable market, it currently lacks a freezing and cold chain system, which limits the shelf life of fresh produce. The cold chain system is scheduled to go online early next year. The Agriculture Bureau is requested to oversee the development of usage guidelines, ensure effective cost control and performance management, and work in close cooperation with the soon-to-be-operational Yujing Cold Chain Logistics Center and Jiang Jun Smart Aquatic Products Processing Center, with a clear division of responsibilities. By leveraging these three major cold chain logistics hubs in Tainan, the goal is to regulate the production and sales of crops, fruits, vegetables, and aquatic products, thereby extending the shelf life of Tainan’s high-quality agricultural and specialty products and ensuring the best quality for consumers throughout the extended freshness period.
2. Tainan’s industry is rapidly developing, and population migration continues to increase, leading to growing demands for roads and transportation. The Urban Development Bureau and Land Administration Bureau are urged to incorporate a pedestrian-centered approach into urban planning and land consolidation, addressing both pedestrian-friendly infrastructure and parking needs. This approach aims to improve the negative perception that non-residents have of Tainan’s transportation system. The central government has allocated a budget of 40 billion NTD over four years. Relevant bureaus and departments are requested to collaborate with the central government to optimize the city’s road systems and signage jointly. This will allow various city reforms to be implemented simultaneously, enhancing the efficiency of public fund utilization.
3. The management of various disaster subsidies should align with the central government’s guidelines of leniency, speed, and simplicity. In addition, with New Zealand’s fresh milk soon to be imported into Taiwan tariff-free, the Agriculture Bureau is requested to explore ways to support the transformation of Tainan’s dairy industry.
Reports
1. The Cultural Affairs Bureau presented a report titled “Construction Progress of the Tainan City Traditional Arts Center” (refer to written sources for details).

Mayor’s Comments:
(1) Tian Ren Vocational High School had been considering closure before 2018 and subsequently donated its facilities to the city government. We are very grateful for the support of the school’s Board of Directors. It has now been over six years since the closure was first discussed. Taiwan Shoufu University, which closed after Tian Ren Vocational High School, has already been repurposed for use by several city government bureaus. The two schools differ in age and have distinct repair needs. We hope that, through cross-bureau collaboration, the facilities at Tian Ren Vocational High School can be revitalized and put to use.
(2) The Lian Jhen Hall at Tian Ren Vocational High School has been transferred to the District Office for custody. Although it is already in use, reinforcement and interior decoration work are still needed. The Civil Affairs Bureau is requested to expedite these efforts.
(3) For the areas on campus that can be opened to the public for relaxation, the Public Works Bureau and other relevant departments are requested to plan the necessary equipment as soon as possible. Additionally, the Civil Affairs Bureau is asked to install surveillance cameras promptly to prevent security blind spots.
(4) Tian Ren Vocational High School, located in the urban area of Syuejia District, is an ideal spot for local residents to relax and make use of. Once renovations on the building materials bank or other spaces are completed, the area has the potential to become a central hub for Syuejia District. Relevant bureaus and departments are requested to expedite the process to provide Syuejia residents with an additional space for leisure and recreation.
2. The Hakka Affairs Commission presented a report titled “The 2024 Tainan Hakka Arts Festival” (refer to written sources for details).

Mayor’s Comments:
(1) During my tenure, the Hakka Affairs Commission was officially established in 2020. From the first Chairperson, Ku, to the current Chairperson, Chen, both have been highly committed to the important goals of fostering a friendly environment for the Hakka language and preserving Hakka culture. This year’s Hakka Arts Festival aims to enhance public understanding of Hakka culture through various elements, including Hakka cuisine, clothing, and art.
(2) The event will take place at Xinying Swan Lake on October 26. On the same day, a parent-child carnival will be held at Nan Ying Green Park. We hope that these activities will allow the public to gain a deeper understanding of the beauty of Hakka culture and art. We encourage colleagues from all bureaus and departments, as well as visitors from outside Tainan, to take part in the event. Additionally, theater performances will be touring through the Lioujia, Shanhua, North, and Yongkang districts during the event period. Everyone is welcome to participate!
