Minutes of Tainan City Government’s 670th Municipal Administrative Meeting 10/29/2024

Major’s Remarks:
1. Tainan City has already experienced Typhoons Gaemi and Krathon this year. The forecasted path of Typhoon Kong-rey remains largely unchanged, and it is expected to impact Tainan within two days. All bureaus and departments are urged to make thorough typhoon preparations and not take the situation lightly. Relevant bureaus and departments are asked to conduct thorough inspections of signboards, canvases, and roadside trees. Additionally, the Water Resources Bureau is requested to ensure the maintenance and readiness of water pumping stations.
2. With Typhoon Kong-rey approaching, bureaus and departments responsible for large-scale events are requested to reinforce art installations securely to prevent harm to passing pedestrians and vehicles.
Reports
1. The Civil Affairs Bureau presented a report titled “Joyful Marriage and Co-Parenting: Happiness in Togetherness” (refer to written sources for details). 
Resolution: Approved for reference filing. 
Mayor’s Comments:
(1) The issues of delayed marriage and low birth rates are particularly serious in Taiwan. Counties and cities across Taiwan have implemented various strategies to address the trend of declining birth rates. However, this issue cannot be resolved solely by increasing maternity allowances. All bureaus and departments are encouraged to collaborate actively in organizing events, such as singles’ social gatherings and joint wedding ceremonies. Through these activities, we hope to increase the number of people getting married, ultimately contributing to a higher birth rate. Thanks to the Civil Affairs Bureau for their dedicated efforts.

(2) Tainan's population growth primarily stems from social growth. Over the past decade, the net in-migration has surpassed 100,000 people, with the number of in-migrants exceeding that of out-migrants. All bureaus and departments are urged to collaborate in creating a better living environment that encourages citizens and individuals from other cities and counties to settle, live, and work in Tainan.
2. The Labor Affairs Bureau presented a report titled "Visitation and Care Services for Foreign Students" (refer to written sources for details).

Mayor’s Comments:
(1) Tainan is the first city in the country to implement care services for foreign students. In the past, troubling cases have arisen where foreign students coming to Taiwan were exploited as cheap labor or even forced labor, which has severely impacted the country’s image. Providing care for foreign students is not only a legal responsibility but also contributes positively to the image of the city, schools, and the nation.
(2) Many of Taiwan’s business leaders and talents in science and technology were once overseas Chinese students and foreign students. Providing supportive services to them during their studies in Taiwan can leave a positive impression of Taiwan, encouraging them to give back to the country when they achieve success in their future careers.
