Minutes of Tainan City Government’s 468th Municipal Administrative Meeting Mayor’s remarks 12/8/2020

Mayor’s Remarks:
1.    I would like to express my deepest condolences regarding the tragic accident that occurred in Baihe, involving the death of a member of a pilgrimage group from Kaohsiung. There have been several incidents in other cities and counties that attracted attention nation-wide because of the noise and air pollution caused by temples setting off firecrackers. Many residents have complained about such inconveniences. Tainan is a city of temples and religion, with numerous registered temples and religious activities. Concerned bureaus should impose a certain level of restriction on religious activities to prevent public disaffection. Former Mayor Lai, former Mayor Li, and I have all put great emphasis on the optimization of temple activities. The Bureau of Civil Affairs should continue in its efforts and encourage religious organizations to have self-restraint. The bureau should promote electronic or green firecrackers to temples and reduce the use of traditional firecrackers. The Environmental Protection Bureau and the Police Department should pay particular attention to the time limit of setting off firecrackers, as well as temples activities or troupe performances that take place at night. Throughout temple parades, conflicts and violence are prohibited among temple troupes, performers, and pilgrimage groups. Self-discipline should be applied in terms of noise and air pollution caused by temples. When there are local temple activities, district offices should report the time of the events to the municipal government, and list possible problems related to traffic, safety, and the environment. Concerned bureaus should work closely with the district offices to prepare in advance to minimize the negative influences of these activities.
2.    A series of festive activities will be held by the government in December. Concerned bureaus and departments should enhance traffic control and maintenance of order on site to make sure that our residents enjoy a safe and joyful holiday season.
3.    The City Council is about to hold a special meeting on the review of budgets. Bureaus that haven’t been reviewed should enhance communication with council members so that interpellation can be shortened and the review can be carried out more efficiently.
