1. The Agriculture Bureau’s report on the Baihe Lotus Festival (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks:
(1) Due to the recent drought, farmers are reluctant to plant lotuses. As a result, the number of lotus fields in Tainan this year has drastically decreased. Nevertheless, the Baihe Lotus Festival will be held as usual, albeit on a smaller but more exquisite scale.
(2) The Agriculture Bureau should follow up on the situation of the lotus industry. If needed, the Agricultural Natural Disaster Inspection Unit should be deployed to maintain farmers' rights.
Should crops in non-irrigation areas be affected by the drought, please do all you can to coordinate for water transport. Irrigation in irrigation areas has been halted this year. Do your best, but we all understand that non-irrigation areas may not receive additional water supplies if the drought worsens. If this is the case, we hope that farmers can settle with subsidies provided by the central government and perhaps even fallow the fields.
2. The Bureau of Tourism’s report on the 2021 Tainan Nansi Meiling Fireflies Festival (refer to written sources for details)

Mayor’s remarks:
(1) Because of this year's drought, the firefly population has dipped. Produce has also been affected; for example, the plum harvest has taken a hit. When organizing events, the Bureau of Tourism should simultaneously place its efforts on disease prevention, environmental cleanliness, and ecological preservation. I would like to ask the Agriculture Bureau to keep a close eye on the plum production in Nansi District. Let’s hope that things will pick up.
(2) As the firefly population has decreased this year, they may show up in different places compared to previous years. Therefore, we need to reinvestigate the potential route and habitat of fireflies to ensure that residents who plan on watching fireflies will actually get to do so.
(3) Although the weather hasn’t been ideal, the municipal government will still hold firefly-watching events and relevant activities. Visitors and residents are welcome to visit Tainan for its gourmet food and beautiful scenery.
