(1) Compared to 2013, 2016, and other counties and cities, Tainan’s current streetlight establishment project excels in both price and quality. Among the streetlights that are being established, 10,000 are smart streetlights, meaning that any anomalies are automatically reported for maintenance. This prevents time delays and a loss of efficiency that would likely occur if manual operations were involved.
(2) In the past, the budget for streetlight construction projects was equivalent to the final bidding amount. However, the current LED streetlight replacement tender was conducted based on a scored, unit price method, which saved the municipal government approximately NTD $100 million. In addition to ensuring a safer environment for citizens, this change in the tender bidding process also ensures construction quality while reducing municipal expenditure. City councilmembers are also highly supportive of this new model.
(3) The municipal government is able to update streetlights with LED fixtures without a budget increase. Tainan’s streetlights are now newer, brighter, smarter, and more efficient, benefiting citizens, contractors, and the municipal government alike.
(4) Overall, the tender of this LED streetlight replacement project has been handled by government ethics departments. In the future, major construction tenders, tenders that involve large sums of money, and high-profile tenders can be handled in the same manner to ensure construction quality while lowering government expenditure.
