Minutes of Tainan City Government’s 562nd Municipal Administrative Meeting 9/27/2022

Announcement
1.    The Agriculture Bureau’s report on the soft opening of Sinhua Fruit and Vegetable Market (refer to written sources for detail)
Decision: Approved for reference filing
Deputy Mayor Dai’s remarks:
(1)     A total of 56,000 people have visited Sinhua Fruit and Vegetable Market since its soft opening began on September 16, and the maximum daily vehicle count reached 3,000. I urge the Agriculture Bureau to oversee the parking and unloading operations of agricultural distribution companies. Please consider planning a backup parking lot for weekends or rush hour. The construction of the new parking lot at Hujyu Barracks is ahead of schedule. I would like to thank the Ministry of Defense for its help. Once the project is completed, a greater number of trucks can be accommodated. The Agriculture Bureau should continue to monitor the construction progress to ensure that the parking lot will be completed on schedule and its quality up to par.
(2)     Before the official opening, please ensure that the area surrounding the market is greenified and that the greenery area on the roof is in good condition. Please also launch an electronic auctioning system in place before the official opening at the end of the year. It is important that transaction information is made transparent and that market prices are updated in real-time, which will then help secure stable income for farmers.
(3)     I suggest including Sinhua Fruit and Vegetable Market in Tainan’s tourist attractions. Please also draw up day trips that include the market and sites around Sinhua, Zuojhen, and neighboring mountains. The goal is to encourage tourists to purchase produce while also enjoying these sites. I would like to thank the Agriculture Bureau for its help and the efforts of agricultural distribution companies.
2.    The Cultural Affairs Bureau’s report on the 2022 Tainan Arts Festival (refer to written sources for detail)
Decision: Approved for reference filing
Deputy Mayor Dai’s remarks:
(1)     The Tainan Arts Festival brings high-caliber arts and cultural activities to Tainan City. We support professional performance groups even during the pandemic. This year, the scale of performances has been expanded to include historic sites. I ask the Cultural Affairs Bureau to manage traffic and transportation during the event and to ensure that epidemic prevention rules are followed.
(2)     This series of events is an extension of the concept that all of Tainan is a stage for performance. Electronic music, indigenous dance, and local historical elements have also been incorporated into this year’s festival. I ask the Cultural Affairs Bureau to ensure adequate media exposure. Please arrange for art commentaries or in-depth interviews to maximize the influence of the festival and increase locals’ sense of pride in their city.
