Minutes of Tainan City Government’s 591st Municipal Administrative Meeting 4/25/2023

Mayor’s Remarks:
1.    Recently, major fires have occurred in Tainan and other municipalities. Although no casualties were reported in the recent off-campus dormitory fire in Tainan, this incident has shed light on the lack of management of off-campus dormitories for students, the poor electricity usage habits of students, and the absence of smoke detectors. The Fire Department, Bureau of Education, and Police Department should propose a feasible plan as soon as possible to enhance the fire safety inspections at off-campus dormitories in school districts. I ask Secretary-general Fang to oversee these efforts.
2.    Today (25th), a fire broke out in a food processing plant in Changhua. We should learn from this incident and perform safety inspections on major factories and employee dormitories in Tainan City while mapping out escape routes and conducting fire drills. Furthermore, we should encourage factories to recruit employees to serve as volunteer firefighters. The Labor Affairs Bureau and Fire Department should ensure adequate fire prevention and conduct workplace safety inspections in factories. I ask Deputy Mayor Yeh to oversee these efforts.
3.    Regarding the construction project for the new underground parking lot in the West Central District, I ask the Bureau of Transportation to assess the feasibility of opening up parts of the parking lot that have already been completed. The Cultural Affairs Bureau and Tourism Bureau should consider organizing street artist performances or family-friendly events at Shueipingwun Park. I ask the Bureau of Transportation to monitor the construction progress for the new Heshun Transport Hub and to ensure that the project is completed on schedule.

1.    The Water Resources Bureau’s report on the overall outcome of treating Sanye Creek (including renovations to Jiyu Bridge (refer to written sources for details)

Mayor’s remarks:
(1)    The treatment of Sanye Creek is thanks to the collective efforts of multiple magistrates and mayors and the central government. The benefits of the treatment project have been particularly noticeable over the past few years.
(2)    Prior to being treated, Chaitougang River would often flood, greatly inconveniencing residents. The area around Zhonghua Road in Yongkang District once had a cracked water culvert and culvert blockages caused by sediment runoff from a collapsed road, which led to the flooding of roads and alleys in the surrounding area. The root cause of flooding must be explored, and necessary measures taken to mitigate similar situations.
(3)    The joint efforts by the central government and municipal government to treat Sanye Creek has minimized threats to citizens’ life, property, and safety, which is exactly the goal we are working toward.
(4)    Renovations to Wandai Bridge are set to be completed next year. To ensure that no flooding occurs, we must make sure that flood prevention measures are in place and that temporary construction to mitigate disasters is completed. 
2.    The Cultural Affairs Bureau’s report on the 200-year anniversary of Taijiang (refer to written sources for details)

Mayor’s Remarks:
(1)    The 200-year anniversary of Taijiang (the original name of Annan District) is a major event for Annan and Tainan. This event is also a precursor to celebrations for Tainan’s 400-year anniversary, which will take place next year. Through holding performances and exhibitions, practicing community building, and highlighting local religion and culture, this event is sure to help locals to better understand, love, and appreciate their hometown.
(2)    Over the span of two centuries, Taijiang Inland Sea has transformed into Annan, a district with a population that exceeds 200,000. Annan District is also the second largest administrative district in Tainan City. Many water treatment projects and infrastructure achievements in the area were completed with the hard work of former mayors. I ask concerned departments to include the construction achievements of Annan District in Taijiang’s development history as a part of the discourse for Tainan’s 400-year anniversary.
