Minutes of Tainan City Government’s 592nd Municipal Administrative Meeting 5/2/2023

Mayor’s Remarks:
1.    In the past, April and May marked the slow season for tourism. However, the number of tourists in Tainan has remained quite high because of the post-pandemic bounce back. Therefore, concerned departments that organize events must take traffic conditions into consideration and have plans in place to ensure better traffic control. Please leverage the help of volunteer traffic police, volunteer police officers, and general volunteers, and formulate detailed plans while conducting assessments.
2.    Because of a lack of rain, maintaining the turf at the secondary adult field at the Asia-Pacific International Baseball Training Centers is difficult. I ask concerned departments to keep an eye on turf maintenance within their jurisdiction and try to use recycled water as much as possible. I ask the Civil Affairs Bureau to notify the district offices to upkeep the greenery and remove any weeds or dead plants as soon as possible so as to maintain a tidy appearance. 
3.    I ask the Bureau of Sports to please ensure that office space does not take up too much space at the community sports centers in Sinying, Annan, and Yongkang.

Mayor’s Remarks:
(1)     Striving toward becoming net-zero is now a global trend that no single country or company can avoid. Therefore, Tainan City should embrace this trend as early as possible. On the one hand, we should increase our renewables to increase our carbon credits; on the other, we must demand that corporations take measures to cut emissions. Last year, the municipal government proposed the Pathway to Net-Zero Emissions in 2050 policy. I urge everyone to follow this policy and reduce their carbon footprint.
(2)     The Environmental Protection Bureau established the Tainan City Net-Zero Consulting Unit, which is expected to gather the latest policy trajectories of the European Union and the central government while helping Tainan actively participate in the nation's net-zero policies, as well as formulate local-level plans that respond to national objectives, rather than passively follow the central government’s plans.
(3)     As for how to cut emissions on a policy level, we can start by identifying mobile pollutant sources, such as dual cycle vehicles, high exhaust vehicles, and unlicensed farming vehicles, and reducing fixed pollutant sources, including landfills or waste storage venues that may spontaneously combust. By doing so, we can reduce the amount of greenhouse gases produced while contributing to the mid- and long-term goals of reducing admissions and reaching net zero. This is something that all departments should work toward.
2.    The Cultural Affairs Bureau’s report on the 2023 Tainan Literature Festival (refer to written sources for details)

Mayor’s Remarks:
(1)     Tainan is Taiwan’s cultural capital. Tainan Literature Festival has now become an iconic event for Tainan’s literacy circles. Considering Tainan’s indispensable role throughout the history of Taiwan, Tainan’s literature has had a profound impact on the nation’s literary development.
(2)     The theme of this year’s Tainan Literature Festival is centered on reading on the go and celebrating local culture. The scope of the festival covers the hydrology within old town and an exploration of Tainan’s roots beyond old town. Tainan Literature Festival provides a great opportunity for artists and creators to appreciate Tainan’s architecture, its construction marvels, and its historical sites. In addition, citizens and tourists can also gain a better understanding of how Tainan’s development was documented. I anticipate that Tainan Literature Festival will be enlightening on many fronts, and I thank the Cultural Affairs Bureau and concerned departments for their hard work.
