Minutes of Tainan City Government’s 593rd Municipal Administrative Meeting 5/9/2023

Mayor’s Remarks:
1.    The flood season is fast approaching. Colleagues should start preparing for natural disasters that may occur during the monsoon season. Tainan's drought alert remains in place; therefore, colleagues should practice water-saving measures while reinforcing flood prevention practices.
2.    With the rainfall over the last couple of days, containers left outside are likely to be filled with rainwater. The Environmental Protection Bureau and Public Health Bureau should ramp up inspections for water-filled containers and enhance monitoring efforts for mosquito vectors. Epidemic prevention requires vigilance on all fronts. Since the COVID-19 pandemic has eased, the Central Epidemic Command Center (CECC) has downgraded COVID-19 to a Category 4 notifiable communicable disease. The central government has adjusted its policies to reflect this change. The municipal government must also implement response measures that are aligned with national policy. However, we must remain on high alert for cases of Dengue fever and enterovirus. I ask municipal employees to simultaneously focus their efforts on drought, flood, and epidemic prevention.
3.    Yesterday (8th), a three-year-old girl died because of a traffic accident. We are all saddened by this tragedy, and our hearts are with the victim’s family. Reckless driving should never be tolerated. The municipal government is considering publishing the names of high-risk drivers, such as reckless drivers who have caused accidents in the past. This practice is already carried out for those who have been caught driving under the influence. I ask the Police Department, Bureau of Transportation, and Department of Legal Affairs to propose solutions within a week and present these solutions during next week’s municipal meeting.
4.    With next year marking Tainan’s 400th anniversary, the municipal government will launch a series of celebratory events. Although the renovation of Fort Provintia (including supervision and work report) has yet to be completed, the Cultural Affairs Bureau should maintain the appearance of Fort Provintia while providing visitors with information on its history. I ask the Cultural Affairs Bureau to ensure that this renovation project is carried out according to schedule and completed as soon as possible.

Mayor’s Remarks:
(1)    All municipal governments are faced with the issue of garbage disposal. Incinerators lose capacity as they age, but the amount of waste generated continues to increase. Therefore, increasing the recycling percentage and reducing the use of single-use packaging has become extremely important.
(2)    I ask the Environmental Protection Bureau to expedite the establishment of recycling plants and to reduce Tainan’s waste by increasing the amount of waste that is recycled. The Environmental Protection Bureau and concerned departments should practice recycling to effectively reduce waste while the city continues to grow and prosper. Let’s work together to achieve the goal of upping our recycling percentage and reducing waste.
2.    The Cultural Affairs Bureau’s report on the 2023 Tainan Museum Festival (refer to written sources for details)

Mayor’s Remarks:
(1)    Tainan is Taiwan’s cultural capital; therefore, museums play an important role in Tainan’s urban development. For two consecutive years, the number of visitors to Tainan Art Museum has exceeded that of all municipal museums put together. With 57 museums, Tainan is the city in Taiwan with the most museums. I ask the Cultural Affairs Bureau to identify the exhibition highlights for all museums and ensure clear and smooth communication between museums, with the goal of shaping the Tainan Museum Festival as a unique local event. Currently, Soulangh Cultural Park is hosting the Taiwan and Netherlands Exchange Exhibition. I ask the Cultural Affairs Bureau to continue inviting international artists to use their artistic talents in interpreting Tainan’s 400 years of history.
(2)    The event will take place from May to July, which is the flood season in Tainan. The Cultural Affairs Bureau should make plans for rainy days and encourage visitors to make use of public transportation.
