Mayor’s Remarks:
1. Pedestrians are defined as people walking on the road. Policies centered on improving pedestrian safety are crucial and must be promoted by the municipal government. We take traffic accidents very seriously and discuss such accidents during our monthly traffic safety meeting. I ask concerned departments to propose road and traffic signal plans and enforcement approaches aimed at providing safe spaces for pedestrians to walk in. The Bureau of Transportation should consider local conditions when designing pedestrian-friendly traffic lines and signals and spare no effort in promoting these implementations.
2. To prevent people from neighboring counties and municipalities from illegally dumping waste in Tainan City, I ask the Environmental Protection Bureau to ramp up its investigation of illegal waste disposal. Also, I ask Deputy Secretary-general Chiu to lead a task force, collaborate with prosecutors and law enforcement, and accelerate investigations. Let's work together to protect our environment and prevent illegal waste from affecting citizens' living quality and Tainan's appearance.

(1) Integrity is the foundation of government efficacy. Corruption must be quashed for a government to be able to truly serve its people. I ask the Civil Service Ethics Office to expand the promotion of the Integrity Award. Please also compile success stories into teaching material and share this material with municipal colleagues as a reference.
(2) I urge all departments to participate in the Integrity Award, which not only demonstrates the success of municipal-backed infrastructure projects but also reinforces the public's confidence in the quality of public construction.

(1) In recent years, Tainan’s community-building efforts have been recognized by the Yuan-Ye Award and the central government. Other municipalities have visited Tainan and engaged in exchanges to learn from us. I ask the Bureau of Urban Development to continue to promote the empowerment program and invite even more teams to communities with potential. In addition to revitalizing vacant spaces, please also focus on identifying the cultural and historical landscape of communities and constructing a uniquely-Tainan urban aesthetic.
(2) On April 12 of this year (2023), the Bureau of Urban Development’s City and Township Revitalization and Community Building Project (policy-guided)—Counseling Plan for On-site Community Planners was approved and subsidized by the Construction and Planning Agency, Ministry of the Interior. I ask the Bureau of Urban Development to proactively counsel communities in applying to be a part of the Green Community Empowerment Program.
