Minutes of Tainan City Government’s 597th Municipal Administrative Meeting 6/6/2023

Mayor’s Remarks:
1.    I ask concerned departments to review and identify whether tasks such as law enforcement, transportation, land administration, and epidemic prevention can be carried out by drones, which will enable municipal employees to have better control over their duties while reducing human costs. Please propose implementation plans after identifying such opportunities.
2.    Several high-profile sexual harassment cases have been in the news recently. Similar incidents have also happened at Tainan City Government. Regardless of the social and legal debate on this topic, the municipal government has a zero-tolerance policy toward sexual harassment and sexual assault. The municipal government implements relevant laws strictly. The following measures have been put in place in accordance with Article 13 of the Sexual Harassment Prevention Act:
(1)    The municipal government has established a complaint hotline. Alternatively, victims can also call the Social Affairs Bureau’s Domestic Violence and Sexual Assault Prevention Center to report cases of sexual harassment or sexual assault. Victims who are not familiar with this reporting process can also call 110 or the 113 Protection Hotline for further assistance.
(2)    Originally, the law mandated that an investigation must be launched within seven days of receiving a complaint. At my request, this timeline has been shortened to three days, which matches the timeline mandated for the Bureau of Education. Investigations should be completed within two months and may be extended by one month if necessary.
(3)    In accordance with the law, the investigation process and its results are strictly confidential. The parties involved shall be notified of the results in writing.
3.    Graduation season is from June to July. The second large-scale job fair will be held this month to help new graduates, interns, nigh school students, and anyone who wants to pick up jobs gain access to the workforce. This is a perfect opportunity for employers and talent to find their best match. I trust that this job fair will serve our citizens, employers, and laborers in a meaningful way.
4.    Summer vacation will start in less than a month. Concerned departments should pay particular attention to water safety for teenagers and children. I ask concerned departments to plan and promote water safety measures accordingly and prevent accidents from happening.

1.    The Agriculture Bureau, the Environmental Protection Bureau, and the Fire Department’s report on the results of using drones for municipal duties (refer to written sources for details)

Mayor’s Remarks:
(1)    When it comes to pest prevention, the Agriculture Bureau should regularly communicate with drone operators to confirm which crops are or aren’t ideal targets for drone operations.
(2)    Although drones are operated by various departments, these departments can offer support to each other. I ask the Environmental Protection Bureau to leverage drones for monitoring landfills to prevent spontaneous combustions and address problems as early as possible. I suggest considering the establishment of regular flight routes for drones. Should anomalies such as illegal waste disposal, abnormal drainage, or spontaneous landfills combustions occur, we can then use AI to analyze the images and have employees confirm the results. This should help us reserve human resources. I ask the Environmental Protection Bureau to discuss and implement these suggestions.
(3)    The number of fires reported during Qingming Festival this year (2023) was higher than that of last year. The Fire Department should consider using drones to zero in on the location of fires, which will save firefighters precious time and energy. 
(4)    Incorporating drones into our daily operations benefits municipal development. In times of war, drones are often used for reconnaissance and combat. During times of peace, drones are an ideal tool for promoting municipal efficiency and reducing labor costs. To prevent Dengue fever outbreaks, the Public Health Bureau can use drones to locate water-filled containers on rooftops. This is an example where using drones cuts our work in half while boosting our performance.
(5)    There are many domestic and international cases of applying drones to law enforcement, transportation, land administration, and epidemic prevention. I suggest concerned departments reference these success stories and leverage technology that will benefit our operations. 
(6)    I ask the Agriculture Bureau, Environmental Protection Bureau, and Fire Department to send me a report containing detailed statistics on the outcome of using drones in municipal operations.
