Minutes of Tainan City Government’s 599th Municipal Administrative Meeting 6/20/2023

Mayor’s Remarks:
1.    In an effort to boost employment, the Labor Affairs Bureau has been encouraging students to work summer part-time jobs in the public sector. At the same time, the Cultural Affairs Bureau has been organizing the 2023 Summer Theatre Festival. I trust that both events will be a success.
2.    The Public Health Bureau has more or less confirmed the source of the recent Dengue fever case. I urge concerned departments to expand their disinfecting efforts. Rende District is a part of the stage two Dengue fever prevention efforts. Concerned departments should all participate in Dengue fever prevention. Although the overseeing authority is the Public Health Bureau, other departments are also responsible for managing the spread of Dengue fever, even if they are charged with different tasks. After the level two alert has been issued, heads of departments are tasked with overseeing and organizing a variety of epidemic prevention measures. Organizing cleaning and disinfecting operations in each district not only has symbolic significance but also produces tangible results. We should focus on hotels and the surrounding areas that may be affected. The Civil Affairs Bureau and district offices should mobilize personnel to effectively eliminate breeding grounds for vectors. Both humans and disease-carrying mosquitoes are mobile, so all departments should strengthen efforts in eliminating breeding grounds, enhancing mosquito control, and applying pesticide. We must avoid any vulnerabilities, blind spots, or loopholes in epidemic prevention. I urge all departments to be fully prepared by mid- to late- July. Please ensure the implementation of prevention and control measures in the East District, Rende District, and surrounding areas. I call upon the cooperation and full mobilization of colleagues and volunteers from the Civil Affairs Bureau, Public Health Bureau, Environmental Protection Bureau, Police Department, Fire Department, and Public Works Bureau, among other related departments
3.    I ask departments including the Economic Development Bureau and Police Department to strengthen the marketing of mangos through various channels and personal connections.
4.    The Labor Affairs Bureau and Bureau of Education should clarify the content of summer part-time jobs and internships. Please ensure that the content of different programs is not too similar. Internships should be related to academic learning to provide students with meaningful experiences and opportunities for growth. This is also what teachers expect. I ask the Labor Affairs Bureau and Bureau of Education to make appropriate plans, and for the Research, Development and Evaluation Commission to compile the number of student internships in recent years for my reference.

Mayor’s Remarks:
(1)    Summer part-time jobs have long been prevalent in Taiwanese society. In the past, concerns and criticisms were raised regarding part-time opportunities provided by the private sector, pertaining to issues such as employment stability, workplace safety, and wages. Providing part-time opportunities in government departments has become an important source for students' summer employment. This year (2023), the number of part-time positions has been increased to 100, which is expected to inject vitality into public administration.
(2)    The new vitality in public administration does not solely rely on manpower. Students who have part-time positions bring with them the ideas and perspectives of the younger generation to a significant extent, generating new possibilities and practices for government departments. Therefore, the municipal government provides a safe and stable workplace and, with the involvement of students, creates possibilities and new perspectives within municipal departments. This is beneficial to both our colleagues and the students. The government will continue to make efforts to provide better learning and growth opportunities for students working at the city government over the summer.

(1)    The 2023 Summer Theatre Festival has entered its 8th year, with Sinying District as the center for the exhibition and performance activities. I appreciate our colleagues at the Cultural Affairs Bureau for making this event more prosperous year after year.
(2)    The quality of this year's event, participating teams, and audience engagement deserve recognition. I look forward to integrating the attractions and businesses in the greater Sinying area to provide better services. This will have a positive impact on the event and attractions in the greater Sinying area, while also providing local industries to promote their goods, including coffee, noodles, and dairy products. This will allow more residents and tourists to gain an understanding of the industries in the greater Sinying area.
