Minutes of Tainan City Government’s 630th Municipal Administrative Meeting 01/23/2024

Mayor’s Remarks:
1.     A recent cold wave has swept through the region. The Agriculture Bureau is requested to monitor and address cold-related damage in the agriculture, fisheries, and animal husbandry sectors and take necessary precautions for cold weather. The Social Affairs Bureau is requested to provide assistance and support to those living alone and the homeless, while the Civil Affairs Bureau is urged to assist in caring for seniors living alone in various districts and villages. Our collective efforts are aimed at ensuring the safety and well-being of all during this cold wave.

2.     Tainan City is gearing up to launch an investment promotion campaign for the Cigu Technology Industrial Park at the end of January. In addition, the satellite zones of the Southern Taiwan Science Park, such as Madou Industrial Park and Sinshih Industrial Park, are continuously seeking investment from enterprises. We kindly request the Economic Development Bureau, the Land Administration Bureau, and other relevant bureaus and departments to intensify their efforts in promoting Tainan as an attractive destination for high-quality corporate investors. It is crucial for the relevant bureaus and departments to strategize and enhance the infrastructure and urban amenities in the vicinity of these industrial zones, making every possible effort to entice high-tech and related high-quality industries to choose Tainan as their preferred location for establishment. 

Reports
1.     The Water Resources Bureau presented a report on the "outcomes of flood control and this year's implementation plan," which encompasses pumping stations and detention ponds (refer to written sources for details).

Mayor’s Comments:
(1)     In the face of natural forces, flood control remains a challenging endeavor within the realm of human engineering. Nonetheless, our commitment to ensuring a safe living environment for our people is unwavering. Despite the daunting nature of this task, we must persistently work towards minimizing the impact of flooding on people's daily lives, well-being, and property in the long term.     
 
(2)     In the face of the challenges posed by extreme climate conditions, the Tainan City government has collaboratively worked with the central government, as well as the dedicated efforts of successive county mayors and city mayors, to enhance flood control projects incrementally. This ongoing endeavor has resulted in the gradual reduction of flood areas and the construction of stormwater sewers, drainage ditches, and regional drainage infrastructure year by year. We extend our gratitude to the Water Resources Bureau, Land Administration Bureau, Public Works Bureau, Environmental Protection Bureau, and other relevant departments for their efforts, and we also appreciate the cooperation of the public in this initiative.     

(3)     The Tainan City government remains committed to the ongoing development of detention ponds, pumping stations, and the enhancement and fortification of embankments. The ultimate objective in flood control is to achieve zero flooding. Nevertheless, the city's topography, characterized by low and flat terrain, coupled with slow river flood diversion, makes certain areas susceptible to flooding, particularly those affected by land subsidence. It is imperative that we consistently dedicate our efforts to flood control, with the goal of gradually reducing the impact of flooding on people's lives year by year.

(4)     Prior to the onset of this year's flood season, it is crucial for us to conserve water resources to ensure a sufficient supply for agriculture, industry, and people's daily needs during the dry season. As the flood season begins and following periods of rainfall, our attention should turn towards flood control and prevention measures. We earnestly request the cooperation of everyone in this effort. 

2.     The Economic Development Bureau presented a report on the "2024 Xinhua Lunar New Year Street Bazaar" (refer to written sources for details).

Mayor’s Comments:
(1)    To boost participation in the Shopping Festival, it is recommended that relevant bureaus and departments integrate the Lunar New Year Street Bazaar and Lantern Festival activities with the Shopping Festival, creating a synergy among all events.
(2)    Xinhua Old Street ranks among the top three Lunar New Year Street Bazaars in Taiwan, with its social media popularity second only to that of Dihua Street in Taipei last year. We kindly request the Economic Development Bureau to plan booth designs and the setup of public welfare booths carefully. Furthermore, we ask the Public Health Bureau, Environmental Protection Bureau, Police Bureau, Fire Bureau, and Social Affairs Bureau to establish public welfare booths, harnessing the large crowds attending Lunar New Year Street Bazaar festivities as a platform to promote government initiatives effectively.

(3)     Xinhua Old Street was honored with the Yuan Ye Award last year for its facade restoration and streetscape renovation. While the Lunar New Year Street Bazaar is a brief event spanning just a few days, it can effectively enhance the popularity, visibility, and recognition of Xinhua. During the event, we kindly request the Economic Development Bureau to prioritize the safety and hygiene of New Year goods and products, taking into account their quality, quantity, and popularity. We eagerly anticipate the smooth and successful execution of this year's Lunar New Year Street Bazaar festivities.
