Minutes of Tainan City Government’s 631st Municipal Administrative Meeting 01/30/2024

Major’s Remarks:
1.     Today, on January 30th, reports from the Agriculture Bureau, Public Health Bureau, and Police Bureau have all discussed the well-being of the public, encompassing livelihood, personal safety, and property security. We kindly request the Agriculture Bureau to ensure the seamless provision of agricultural and fishery products. Meanwhile, the Public Health Bureau is tasked with maintaining the safety and hygiene of essential products and food. Additionally, we call upon the Police Bureau to implement preemptive measures to deter criminal activities, ensuring the prevention of disturbances by wrongdoers and protecting citizens from financial fraud. 

2.     During the Lunar New Year holidays, we anticipate an influx of travelers returning to their hometowns and tourists from various locations. Furthermore, preparations for the upcoming Lantern Festival celebrations, including the illumination of lanterns, are underway. It is expected that the crowds will continue to gather until the conclusion of the Lantern Festival on March 10th. In consideration of these circumstances, we urge the relevant bureaus and departments to prioritize tasks related to environmental sanitation, food safety, product supply, and security measures. Additionally, we kindly request the Public Works Bureau to intensify road inspections and maintenance throughout this festive period.

3.     We kindly request the Agriculture Bureau to monitor the advancement of the "Jiang Jun Smart Aquatic Products Processing and Logistics Center - Smart Aquatic Products Demonstration Base Construction Project OT progress."

1. The Agriculture Bureau provided a report on the "Supply, Demand, and Price Status of Agricultural and Fishery Products during the 2024 Lunar New Year Holidays" (refer to written sources for details).

Mayor’s Comments:
During the Lunar New Year Festival, individuals typically engage in the acquisition of New Year's goods, leading to an increased demand for agricultural and fishery products. Presently, prices for meat, eggs, fruits, vegetables, and flowers remain relatively stable. Nevertheless, we kindly request the Agriculture Bureau to prioritize the monitoring of price fluctuations in aquatic products to maintain a balance between supply and market demand while also upholding strict vigilance over food safety.

2. The Public Health Bureau provided a report on "Food Safety Management and Inspections during the Lunar New Year Holidays" (refer to written sources for details).

Mayor’s Comments:
(1)     Throughout the Lunar New Year Festival, we kindly request the Agriculture Bureau to give special consideration to the supply and distribution of meat, seafood, fruits, and vegetables. Similarly, we urge the Public Health Bureau to conduct rigorous safety inspections of products and food items, ensuring that people can enjoy their meals with confidence and minimize the risk of illnesses stemming from unhygienic food practices.

(2)     The upcoming Lunar New Year Festival coincides with the Lantern Festival, and we anticipate a higher number of stalls and tourists compared to previous years. In light of this, we kindly request the Public Health Bureau to increase the frequency of food safety awareness campaigns and random inspections to safeguard the safety of the public. This approach is essential for preventing any food safety concerns that could affect the city's reputation and for protecting the health of the public.

(3)     This time of the year marks the peak season for norovirus infections. We kindly request the relevant bureaus and departments to prioritize food safety management and intensify inspections of street vendors, marketplaces, and night markets.

3. The Police Bureau presented a report on "Ensuring the Security of Financial Institutions and Safeguarding People's Deposits and Withdrawals during the Lunar New Year Festival" (refer to written sources for details).

Mayor’s Comments:
(1)     During the Lunar New Year Festival, many individuals carry a significant amount of cash. We urge the Police Bureau to heighten vigilance against various forms of fraud behaviors and the unauthorized establishment of professional casinos to safeguard the financial well-being of the citizens.

(2)     We extend our gratitude to the Police Bureau for their services, including cash deposit and withdrawal escort protection during the Lunar New Year Festival. It is imperative that we prioritize prevention proactively to reduce the strain on the manpower and resources required for apprehending criminals and solving crimes retroactively. We once again express our appreciation to the Agriculture Bureau, Public Health Bureau, and Police Bureau for their dedicated efforts.

(3)     As the Lantern Festival fast approaches, we kindly request all bureaus and departments to make thorough preparations in advance. This will ensure the safety and enjoyment of both our citizens and tourists during the Lunar New Year festivities.
