Minutes of Tainan City Government’s 633rd Municipal Administrative Meeting 02/15/2024

Mayor’s Remarks:
1.     The Lunar New Year holiday has ended, and all agencies have resumed operations today (February 15th). Let's maintain our commitment to serving the citizens with excellence.
2.     Taiwan is currently experiencing a high incidence of respiratory infectious diseases, including COVID-19 and influenza. During the Lunar New Year holiday, there had been a significant influx of travelers from the north to the south. The Public Health Bureau is urged to maintain cooperation with the relevant bureaus and departments to promote various vaccination campaigns. Tainan City's COVID-19 vaccination rates for the entire population, as well as for individuals aged over 65, have ranked the highest among the six special municipalities and surpassed the national average. It is essential for all bureaus and departments to continue their efforts to achieve herd immunity. Additionally, it is crucial to advocate for mask-wearing in enclosed spaces or crowded areas and encourage the adoption of effective preventive measures.
3.     The Taiwan High-Speed Rail (THSR) Display Zone of the Lantern Festival is scheduled to open on February 24, coinciding with the Taiwan International Orchid Show and World Orchid Conference. The Agricultural Bureau is urged to bolster publicity efforts for activities in both the Houbi and THSR exhibition zones. By integrating transportation links, nearby events, and tourism information, our goal is to draw more visitors to Tainan. This initiative aims to encourage greater visitation to Tainan and enhance the understanding of advancements in the orchid industry, municipal infrastructure development, and local tourist attractions.

1. The Civil Affairs Bureau presented a report titled "Implementation Results of Village Activity Centers in Tainan City" (refer to written sources for details).

Mayor’s Comments:
(1)    This year, the city has witnessed the establishment, renovation, or expansion of 48 village activity centers, while a total of 91 centers have undergone earthquake-resistant reinforcements. It is anticipated that an additional 16 will be completed by year's end. The Civil Affairs Bureau is urged to expedite the planning process for these village activity centers.
(2)    Currently, there are still 34 villages without activity centers, each with its own unique reasons for lacking such facilities. Nonetheless, the Civil Affairs Bureau should actively seek suitable public or state-owned land and acquire it through public projects to meet this need.
(3)    Acquiring public or state-owned land for the establishment of an activity center serves as a means to provide village residents with a quality leisure space. The activity center is regarded as fundamental public infrastructure. Over time, we have diligently promoted fundamental public infrastructure projects, and we are committed to enhancing our efforts further. We extend our gratitude to our colleagues in the Civil Affairs Bureau for their dedication and advocacy in this regard.
2. The Tourism and Travel Bureau presented a report titled "Tourist Statistics at Attractions During the 2024 Lunar New Year Holiday" (refer to written sources for details).

Mayor’s Comments:
(1)     Tainan City tourist statistics are derived from objective indicators, such as hotel occupancy rates, actual hotel revenue, and the number of visitors to scenic spots. With the increasing number of tourists, Tainan's tourism sector has gained recognition both domestically and internationally. This influx of visitors enables people from around the globe to gain deeper insights into Tainan, further enhancing its reputation.
(2)     With the increasing number of tourists, transportation issues, environmental concerns, and disputes related to tourist spending can arise, potentially leading to negative impressions among tourists. It is imperative that the relevant bureaus and departments, including the Consumer Protection Officer of the Department of Legal Affairs, the Tourism and Travel Bureau, the Transportation Bureau, and the Environmental Protection Bureau, perform their duties effectively, learn from past experiences, and take proactive measures to prevent such situations from occurring in Tainan.
(3)     While the Lantern Festival is scheduled to conclude on March 10, numerous activities are planned to continue throughout the city. We aim to promote tourism development and urban prosperity across different districts by ensuring a balanced distribution of tourism resources.
