Minutes of Tainan City Government’s 646th Municipal Administrative Meeting 05/14/2024

Deputy Mayor Chao’s Remarks:
1.     The media and City Council members have raised concerns regarding children's rights and the educational environment. The Social Affairs Bureau, Education Bureau, Civil Affairs Bureau, and Department of Information and International Relations are urged to collaborate in addressing these concerns, aiming to expedite the response to media inquiries and ensure the timely clarification of public opinion. This will solidify the sustained endeavors achieved through the dedicated efforts of frontline colleagues.
2.     For some agricultural products that have suffered from poor harvests due to climate or epidemic diseases, the Agriculture Bureau must promptly take control of the situation. Upon the decision by the Ministry of Agriculture that applications can be submitted for subsidy, the Agriculture Bureau must promptly notify Farmers' Associations and major institutions, ensuring that farmers are aware of their rights and interests. Additionally, the Agriculture Bureau is urged to continue encouraging farmers to enroll in agricultural insurance programs, utilizing the system to safeguard farmers' rights and interests.
3.     The output and value of agricultural products in Tainan City rank among the top three in the country. As output can significantly influence prices, the Agriculture Bureau is urged to manage marketing and sales proactively to stabilize prices and ensure that farmers' incomes remain secure. With the impending enactment of the "Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation" in 2025, the Agriculture Bureau is tasked with advocating for the interests of current dairy farmers to the central government, safeguarding their rights amidst potential changes.

1. The Public Health Bureau presented a report on "Improvements in Various Health Indicators among the Citizens of Tainan City in Recent Years and the Epidemic Prevention Challenges Confronting the City this Year" (refer to written sources for details).

Mayor’s Comments:
(1)     Citizens whose health indicators have shown improvement deserve acknowledgment. For those experiencing a deterioration in their health indicators, please request the Public Health Bureau to investigate the reasons and implement necessary improvements.
(2)     Despite a decrease in Tainan City's life expectancy caused by the COVID-19 pandemic, its overall increase in life expectancy still ranks second among the six special municipalities.
(3)     The standardized mortality rates of malignant tumors and diabetes in Tainan City are higher than those in the entire country. The Public Health Bureau is urged to intensify efforts for improvement. Conversely, the standardized mortality rates of heart disease and pneumonia in the city are lower than those in the entire country, deserving recognition.
(4)     Tainan City has seen commendable success in implementing various epidemic prevention measures. We extend our gratitude to the dedicated efforts of the epidemic prevention team and colleagues at the Public Health Bureau. The primary focus of epidemic prevention this year is the dengue fever outbreak. Although the city lifted the dengue fever epidemic status on March 5, seven imported cases from overseas were detected in May. The distinction between imported and domestic cases is subtle, as imported cases can swiftly transition into local transmissions if undetected. Prompt identification and containment of imported cases are crucial in preventing domestic spread. We urge all bureaus and departments to maintain heightened vigilance and attention to this matter.
2. The Culture Affairs Bureau presented a report titled "2024 Tainan Museum Festival" (refer to written sources for details).

Mayor’s Comments:
(1)     Tainan City serves not only as a cultural and religious capital but also as a city of museums, boasting nearly 57 public and private museums. The Cultural Affairs Bureau is urged to maximize the potential of the newly inaugurated Tainan City Museum, which was established this year. We aim to draw more citizens through activities, fostering increased visitation. Our goal is to provide opportunities for people to gain knowledge not only through their mobile phones but also by immersing themselves in learning within the museum's physical environment.
(2)     The Cultural Affairs Bureau is tasked with coordinating and promoting various activities to captivate the interest of international and domestic visitors exploring Tainan. For instance, the special exhibition "From Raphael to Van Gogh" at the Chimei Museum and the National Treasures Tour to the South by the National Palace Museum highlight the harmonious synergy between the city and the museum’s cultural relics. We anticipate even greater success at this year's museum festival.
