Minutes of Tainan City Government’s 647th Municipal Administrative Meeting 05/21/2024

Major’s Remarks:
1.     The City Council is currently in session. All bureaus and departments are kindly requested to respond carefully to the various administrative actions and items proposed by council members.
2.     As temperatures rise gradually and rainfall increases, rain is expected in various parts of Taiwan this week, with heavy downpours forecasted in some areas. In light of this, all bureaus and departments are urged to intensify efforts in preventing and controlling dengue fever while cooperating closely with the Public Health Bureau's epidemic prevention measures and inspections. Relevant bureaus and departments are urged to conduct thorough inspections of the surrounding environment actively in response to imported cases from overseas. It is crucial to recognize the thin line between overseas imported cases of dengue fever and domestic ones. Last year, the first local case of dengue fever emerged on June 12. Due to the failure to contain it promptly, the epidemic spiraled out of control, resulting in over 21,000 cases. Therefore, it is imperative for all bureaus and departments to enforce rigorously measures for preventing and controlling the epidemic.
3.     During President Lai’s inauguration, he articulated his vision to develop Taiwan into a nation with an “economy on which the sun never sets” and outlined plans to promote the Five Trusted Industry Sectors, namely semiconductors, artificial intelligence, military, security and surveillance, and next-generation communications. To align with this vision, I urge the Economic Development Bureau and the Research, Development, and Evaluation Commission to stay updated on the latest policy trends. Please guide relevant industries in Tainan City to develop plans and promptly seek resources from the central government. President Lai also emphasized the need to combat fraud actively in his inaugural speech. Therefore, the Police Bureau, Education Bureau, Social Affairs Bureau, and Civil Affairs Bureau are tasked with providing students and citizens with accurate information to prevent them from falling victim to fraudulent schemes. While Tainan has performed well in fraud prevention in the past, efforts should continue to be made to reduce its incidence further. I urge all relevant bureaus and departments to remain diligent in their work on this matter.
4.     The Police Bureau and the Research, Development, and Evaluation Commission are tasked with researching and discussing the application of generative AI in technological law enforcement.
Reports
1. The Water Resources Bureau presented a report titled "Continuous Promotion of the Establishment Plan for Water Reclamation Plants" (refer to written sources for details).

Mayor’s Comments:
(1)     While Taiwan receives ample rainfall, the distinct rainy and dry seasons often result in water shortages. Reservoirs are constructed specifically to store water resources during the rainy season. At present, the combined water storage capacity of Tsengwen Reservoir and Wusanto Reservoir stands at approximately 200 million tons, marking the highest level in recent years. However, annual water storage volumes can fluctuate even within the same time period of a year. Therefore, promoting the establishment of water reclamation plants is crucial for conserving water resources and demonstrating our commitment to water conservation. In practice, these plants can increase the annual water supply by at least 10 million tons for industrial use. We appreciate the dedicated efforts of the Water Resources Bureau.
(2)     The world is striving for net-zero carbon emissions, and in addition to using renewable energy, we must also increase the use of reclaimed water. The European Union and other advanced developed countries prioritize the use of reclaimed water. Industries that utilize reclaimed water gain a competitive edge in product sales and industrial development. Therefore, to enhance industrial competitiveness, promote environmental sustainability, and ensure water availability, we must prioritize the development and utilization of reclaimed water.
2. The Education Bureau presented a report titled "Toward Excellence: Key Educational Measures and Achievements by the Education Bureau in Recent Years" (refer to written sources for details).

Mayor’s Comments:
(1)     During City Council sessions, members frequently raise questions about education, reflecting a widespread concern for these issues. While there is no perfect education system, continuous effort and improvement are essential. Tainan City has made significant progress in sports, culture, arts, mathematics, science, and reading skills.
(2)     The development of artificial intelligence has progressed exponentially in recent years. It is imperative that we respond swiftly to ensure our children aren't left behind. Our city has taken a national lead by implementing a generative AI digital learning platform. This platform not only facilitates student learning but also introduces them to AI applications, fostering interest in the field. This initiative is commendable, and we extend our gratitude to the Education Bureau for their efforts.
