Minutes of Tainan City Government’s 649th Municipal Administrative Meeting 06/04/2024

Major’s Remarks:
1.     In recent days, intermittent heavy rains have been occurring frequently. Relevant bureaus and departments are urged to monitor the recession of water accumulation in urban areas closely and take measures to prevent the blockage of ditches, sewers, and manhole covers. Enhanced inspections are requested to ensure effective management. Following rainfall, low-lying areas are prone to water retention, fostering the breeding of vector mosquitoes. The recently released vector-borne mosquito index by the Public Health Bureau indicates elevated levels. All bureaus and departments are called upon to intensify prevention and control efforts to avert local dengue fever outbreaks. Last year's dengue fever epidemic resulted in over 21,000 infections, imposing significant strains on government manpower and material resources. Therefore, all bureaus and departments are urged to bolster prevention measures this year, addressing issues proactively to prevent exacerbation. It is more prudent to strengthen prevention measures in advance than to address containment and mitigation efforts after an epidemic spreads, as this could undermine municipal governance and public confidence. The Civil Affairs Bureau, Social Affairs Bureau, alongside other relevant departments, district offices, and volunteers, are urged to mobilize fully to reinforce dengue fever prevention efforts.  
2.     This upcoming Saturday marks the start of the Dragon Boat Festival holiday, with consecutive days off. The Police Bureau and Transportation Bureau are urged to implement measures to facilitate crowds returning to their hometowns and encourage the use of public transportation. Tainan City boasts a thriving tourism sector, and it is our aspiration that individuals opt for public transportation more frequently to alleviate traffic congestion and enhance overall driving efficiency.
3.     For the "Demolition and Reconstruction Project of Changan Village Activity Center in Annan District," the Civil Affairs Bureau is tasked with designing it with a focus on multifunctional utilization.

Mayor’s Comments:
(1)     Tainan City spans a vast area. Prior to the merger of the county and city, the public transportation system's facilities had gradually become outdated. Thanks to the efforts of President Lai and Former Acting Mayor Li, the city's bus system has been steadily developed. However, to adapt to the advancements of modern society, we should progressively implement smart bus shelter facilities to enhance the public transportation system. This includes upgrading bus stop signs and shelters with smart technology, integrating solar lighting modules into traditional bus stop signs, and reducing the reliance on paper notices. These initiatives represent optimized measures aimed at providing passengers with a more visually appealing and intelligent waiting experience at bus shelters.
(2)     Alongside the development of smart bus shelter facilities, the city has further enhanced its bus system through initiatives like deploying small yellow buses in remote areas and acquiring electric buses. Our aim is for citizens to recognize the enhancements made to the public transportation system.

Mayor’s Comments:
Middle-aged and older workers possess a wealth of social experience from which younger generations can learn. From a national perspective, whether it is about employment within society or personal growth, the willingness of middle-aged and older adults to re-enter the workforce deserves encouragement and recognition. The government's role should involve facilitating channels and offering suitable opportunities for these individuals to feel motivated and confident about transitioning out of retirement to re-enter the job market. Moving forward, our city government remains committed to continuing the advancement of employment services tailored to the needs of middle-aged and older adults.
