Minutes of Tainan City Government’s 650th Municipal Administrative Meeting 06/11/2024

Mayor’s Remarks:
1.     President Lai Ching-te has consecutively introduced new industrial and economic strategies since assuming office. The Economic Development Bureau; the Research, Development, and Evaluation Commission; along with relevant bureaus and departments, are urged to align actively with the central government's industrial and economic policies. This entails promptly and comprehensively evaluating Tainan City's sectors and various needs to secure significant investments for the city. In relation to the central government's economic agenda, please propose relevant initiatives and actively advocate for central government investments to be directed towards Tainan, thereby enhancing the city's competitive edge.
2.    As graduation season approaches, it is crucial for the Labor Affairs Bureau to enhance various employment promotion measures and pre-employment training. Collaborating with industrial parks and educational institutions is key to improving talent matching and retaining young professionals in Tainan. The increasing prevalence of employment scams in recent years is concerning. Therefore, both the Labor Affairs Bureau and the Police Bureau need to strengthen their collaboration with schools, expand public awareness campaigns to prevent employment fraud, and help students find legitimate work-study or part-time opportunities.
3.     When the Agriculture Bureau holds mango production and marketing activities, it should integrate other agricultural specialty products, such as dried fruits, pineapple-related items, and honey, for joint marketing efforts.

Reports
1. The Agriculture Bureau provided a report on the "Temporary Shelter Area for Stray Dogs in Rende District and the Neutering of Stray Dogs in Tainan City" (refer to written sources for details).

Mayor’s Comments:
(1)     Both citizens and legislators are deeply concerned about the issue of stray dogs. Stray dogs roaming the streets often pose risks when they chase or attack pedestrians, cyclists, and motorcyclists, thereby jeopardizing public safety and raising significant concerns. Finding a solution that aligns with current trends, public sentiment, and compassion is a critical priority for the Tainan City government.
(2)     The public is deeply troubled by the issue of stray dogs and cats and has repeatedly reported it to the city government, urging improvements. However, when the city government planned to establish a temporary shelter for stray dogs, it encountered opposition from citizens. Relevant bureaus and departments are tasked with enhancing communication and persuading the public to facilitate the smooth establishment of the temporary shelter for stray dogs, thereby effectively addressing the problem.
(3)     As a general rule, priority is given to sheltering stray dogs and cats within the administrative district where the temporary shelter is established. If space permits, stray dogs and cats from surrounding areas may also be accommodated.
(4)     The Agriculture Bureau is urged to enhance the enforcement of TNVR programs for dogs and cats to prevent further issues. Additionally, both the Agriculture Bureau and the Animal Health Inspection and Protection Office are responsible for intensifying inspections of both legal and illegal private breeding facilities and pet markets. Special attention should be paid to ensure the safety of animals, thus preventing instances of animal cruelty.
(5)     The Agriculture Bureau is tasked with overseeing the construction progress of the Rende temporary shelter area and ensuring its completion by September.

2. The Cultural Affairs Bureau presented a report on the "Tainan 400 Side Quest - Southern Summer Moment" (refer to written sources for details).

Mayor’s Comments:
(1)     "Southern Summer Moment" is a cultural creativity brand launched by the Tainan City government this year. We look forward to developing and promoting it throughout the year. Tainan's 400th anniversary signifies Taiwan's 400 years, and the Tainan Exposition showcases the finest aspects of Taiwan. The Cultural Affairs Bureau is asked to collaborate with the central government to reinforce this message.
(2)     The Cultural Affairs Bureau and the Economic Development Bureau are encouraged to collaborate in the realm of cultural creativity. This collaboration aims to gain recognition from experts, scholars, and consumers within cultural creativity and artistic circles. We eagerly anticipate the unveiling press conference and various activities scheduled for June 24th, which aim to establish a strong connection with the images of the Tainan Exposition and the Tainan 400 celebration, thereby enhancing their popularity and success. Additionally, the Tourism and Travel Bureau is encouraged to integrate the events with surrounding attractions and activities to promote Tainan collectively.
