Minutes of Tainan City Government’s 654th Municipal Administrative Meeting 07/09/2024

Major’s Remarks:
1.     Recent climate patterns have exhibited notable variability, particularly in the afternoons, where intense convection frequently results in sudden heavy rainfall and the potential for subsequent flooding in urban areas. Although water levels often recede quickly, these events still cause inconvenience to the daily life of residents. The Water Resources Bureau and the Office of Disaster Management are urged to initiate discussions on emergency response measures and prioritize improvements to drainage systems. This proactive approach aims to mitigate flood risks during short-duration, intense rainfall events, thereby minimizing impacts on residents' daily lives.
2.     The media has reported that Shanhua boasts the highest average income among the villages of the six special municipalities. Nonetheless, there are also reports indicating the need for improved local transportation and infrastructure. The Transportation Bureau and Public Works Bureau are urged to enhance regional road construction and promote increased use of public transportation among local residents. Regarding plans for establishing multi-story parking lots, roadside parking grids, charging poles, and specialty parks, relevant bureaus and departments are tasked with developing and optimizing these initiatives to enhance the city's amenities.
3.     Regarding the "Report on the Effectiveness of Broken Bag Inspections for Garbage," it is anticipated that the city's garbage can be effectively reduced through mandatory garbage classification, thereby narrowing the city's incineration capacity gap. The Environmental Protection Bureau is urged to continue these efforts.

Mayor’s Comments:
(1)     According to the report, Tainan City has the lowest population among the six special municipalities. Although its waste generation is below the average of that of the six special municipalities, the resource recycling rate still requires improvement. The city generates approximately 1,800 metric tons of waste daily, with about 1,350 metric tons being incinerated. This leaves a waste handling gap of 450 metric tons. Therefore, efforts should focus on enhancing source reduction and resource recycling to minimize waste production.
(2)     Tainan City's incineration capacity remains insufficient to manage the amount of garbage generated. Despite this, the city has not faced a garbage crisis, and its aesthetic appeal has remained unaffected. This is largely due to the collective efforts of citizens, businesses, volunteers, corporations, and the sanitation teams of the Environmental Protection Bureau.
(3)     In addition to source reduction, the Environmental Protection Bureau is tasked with steadily expanding recycling channels. This may include implementing smart recycling machines, collaborating with civil organizations and enterprises for initiatives like “used shoes for life,” and organizing annual resource recycling activities. All bureaus and departments are called upon to collaborate with government agencies at all levels, congregating housing, industrial zones, and universities to implement resource recycling collectively. Additionally, public awareness campaigns on reducing packaging materials should be intensified to achieve waste reduction goals.
(4)     The Environmental Protection Bureau is tasked with effectively operating two high-speed food waste fermentation plants and establishing a waste segregation facility to enhance waste classification and encourage greater participation from the resource recycling industry. All bureaus, departments, agencies, schools, and citizens are encouraged to begin at the source to improve the city's resource recycling rate together.
2. The Police Bureau presented a report on the "Adolescent Protection Project during 2024 Summer Vacation – a Youth Initiative" (refer to written sources for details).

Mayor’s Comments:
(1)     Every summer vacation, youth initiatives, including advocacy and contraband sweeps, are carried out. This year, these initiatives will forego assessments and focus on key tasks without inter-bureau integration. Therefore, relevant bureaus and departments are requested not to treat the implementation of these tasks as mere formalities.
(2)     It is hoped that by organizing positive activities and instilling correct values, adolescents can engage in summer vacation activities to prevent drug and e-cigarette use and avoid becoming involved in activities, such as being money mules or frequenting inappropriate gaming venues.
(3)     We hope that the implementation of youth initiatives this year will meet its targets without any public safety incidents, enabling adolescents to enjoy a safe and happy summer vacation.
