Minutes of Tainan City Government’s 658th Municipal Administrative Meeting 08/06/2024

Major’s Remarks:
1.     The typhoon season is still ongoing. Although Typhoon Gaemi has recently passed, the damage in Tainan City is less severe than in previous years. Nonetheless, as long as there are citizens suffering damage, the city government has the responsibility to assist them. All relevant bureaus and departments are urged to intensify public education on disaster mitigation to reduce the impact of future events. Our attitude to flood management and prevention is centered on continual improvement—there is no "best," only "better." The Water Resources Bureau, Public Works Bureau, and Disaster Management Office are tasked with strengthening the construction of flood prevention infrastructure. Additionally, other relevant bureaus and departments are requested to ensure that roads are repaired and trees are pruned throughout the city. The Civil Affairs Bureau, Social Affairs Bureau, and Agriculture Bureau are tasked with continuing to guide individuals in need to apply for aid. We remind the public that they can apply for flood panels and sandbags free of charge. When necessary, we will conduct preventive drills in communities to bolster preparedness.
2.     In the first half of the year, Tainan City saw the most significant decrease in drunk driving-related fatalities, demonstrating early success in combating this issue. Drunk driving remains a critical factor in traffic-related dangers, alongside driving habits and driver negligence, which contribute to vehicular accidents and compromise road safety. Therefore, the Police Bureau, along with other relevant bureaus and departments, is urged to intensify efforts in promoting road safety and rigorously enforcing drunk driving laws. Additionally, considering the frequency of pedestrian accidents across various counties and cities, the Transportation Bureau is asked to enhance campaigns emphasizing pedestrian priority, upgrade intersection warning signs, and collaborate with the Public Works Bureau to advance the development of pedestrian-centered transportation infrastructure.

1. The Economic Development Bureau presented a report titled "Outcome of the Tainan City Local Industrial Innovation and Research Development Initiative (Local SBIR)" (refer to written sources for details).

Mayor’s Comments:
(1)     Although the Economic Development Bureau receives subsidies from the Central Government for the Local SBIR project, local collaboration plays a crucial role. Given the abundance of small, medium, and micro enterprises in the city, enhancing their operational strength is vital. Over the past 13 years, the Economic Development Bureau, in partnership with the central government, has provided subsidies totaling 690 million NTD, averaging over 50 million NTD annually. This support has significantly contributed to the growth and prosperity of small- and medium-sized enterprises. We are grateful for the Economic Development Bureau's dedicated efforts.
(2)     For the teams that have received subsidies, please continue to monitor their progress and assist in developing further business opportunities.
2. The Fire Bureau presented a report titled "Residential Fire Prevention Measures" (refer to written sources for details).

Mayor’s Comments:
(1)     Installing residential fire alarms is the most fundamental fire prevention measure. These alarms provide early warnings to residents in case of fire, enabling them to either extinguish the fire quickly or evacuate promptly. As such, the installation of fire alarms is a crucial and effective tool for enhancing safety. In the first half of this year alone, these alarms have successfully prevented 16 potential fire incidents. Therefore, the Fire Bureau, along with other relevant bureaus and departments, is urged to intensify their efforts in promoting the installation of residential fire alarms and advocating for electrical safety and fire prevention practices.
(2)     For disadvantaged groups, such as individuals living alone, the elderly, low-income households, and medium or low-income households, the city government provides free installation of residential fire alarms. Citizens are encouraged to install them in both newly completed and existing homes. We hope that everyone will join us in protecting our community.
