Minutes of Tainan City Government’s 669th Municipal Administrative Meeting 10/22/2024

Major’s Remarks:
1. This Saturday, October 26, marks the opening of the Taiwan Design Expo. The exhibition will take place at multiple locations, including the Tainan Art Museum, West Market, and Tainan Railway Station. All relevant bureaus and departments are asked to enhance environmental cleanliness and improve facilities to uphold the city's image. For weekend activities held in urban business districts, organizers are reminded to manage traffic and maintain the environment effectively. When business districts request road closures for events, the approving bureau is required to review the applications rigorously. For this weekend's road closure in the Haian Business District, the event organizers are requested to implement effective traffic control and guide vehicles into the Haian Road underground parking lot. The Police Bureau is also asked to enforce regulations on illegal parking strictly.
2. Zhu River treatment is a significant environmental improvement project in recent years. Thanks to the efforts of the Water Resources Bureau and other relevant departments, the Ministry of Environment has approved the second phase of the water purification plant project. The Water Resources Bureau is requested to expedite the bidding process and monitor the progress of subsequent construction to ensure that the project proceeds smoothly and improves the water quality of the Zhu River. In addition, please accelerate the site acceptance process and optimize the completed Hagenaars Bosch area. The Director General is requested to convene relevant bureaus and departments for an inspection before the opening to ensure that everything is perfect and to avoid any criticism after the opening.

1. The Civil Service Ethics Office presented a report on the "Achievements in Promoting the Ministry of Justice's Integrity Award ” (refer to written sources for details).

Mayor’s Comments:
(1) Last year, the central government held the selection for the “Integrity Award” for the first time, and the Tainan City Government achieved excellent results. We encourage all bureaus and departments to continue their efforts. Participating in the Integrity Award evaluation not only demonstrates the government's emphasis on the quality of public projects but also highlights the results of its commitment to honest and effective governance. The Civil Service Ethics Office is requested to continue guiding high-performing agencies to participate in the Ministry of Justice's evaluation.
(2) All bureaus and departments are requested to continue promoting administrative transparency and actively foster integrity in their respective areas of responsibility. Integrity platforms can be established for corporate services, major procurements, or public work projects. "Integrity" is a key component of good governance, while "capacity" refers to the ability to resolve citizens' issues and challenges through transparent processes, such as fairness, justice, and openness, thereby achieving the goal of serving the public. This represents the complete and concrete expression of integrity and capability in governance. We extend our gratitude to the Civil Service Ethics Office, as well as all bureaus and departments, for their continued efforts.
2. The Land Administration Bureau presented a report on the "Achievements of Rural Community Land Consolidation" (refer to written sources for details).

Mayor’s Comments:
(1) In terms of land consolidation, the focus is primarily on urban land, while there is little interest from the private sector in consolidating agricultural land. Since there are no significant profits or advantages, agricultural land consolidation is typically carried out by the government. The challenge in consolidating agricultural land lies in the differing opinions of rural landowners, many of whom are hesitant to allocate their land for public facilities. Thanks to the efforts of the Land Administration Bureau, we have successfully consolidated rural land and added public facilities, such as flood detention ponds, parks, and roads. These projects have significantly improved transportation and the overall quality of life in rural areas. The central government and public sector subsidize the costs of public works, while landowners provide the land. Through the joint efforts of both the public and private sectors, rural community development is effectively ensured.
(2) The rural community readjustment projects in Syuejia Dawan and Guantian Shezih, which are currently in progress, not only include essential facilities, such as water management, flood prevention, and sewage purification, but also incorporate local input into the planning of goods collection yards and activity centers to enhance the quality of life for residents. The Land Administration Bureau is requested to strengthen communication with the public, gain community approval, ensure the smooth progression of the readjustment projects, and seek support and subsidies from the central government to reduce the financial burden of the readjustments.
