Mayor’s Remarks:
1. This year is the 400th anniversary of Tainan and it is being marked with a succession of cultural and artistic events held throughout the city. The 321 Art Village, one of the few large-scale Japanese-style dormitory complexes in Taiwan, has recently undergone four years of restoration and renovation, and its charm is showcased at this year's Creative Expo Taiwan and Taiwan Design Expo. The Cultural Affairs Bureau is requested to expedite the construction and enhancement of internal office spaces and the visitor service center, as well as to plan for the opening of the historical site and subsequent investment opportunities. This will help ensure that the benefits of this year's activities are sustained and integrated into the city’s historical memory. Following the conclusion of the Taiwan Design Expo, the relevant bureaus and departments are requested to facilitate vendor entry into the West Market, establishing clear guidelines for vendors to maintain order and cleanliness. This will prevent this historical site from becoming disorderly and will help establish it as a significant part of the city's historical heritage.
2. This year, Typhoons Gaemi, Krathon, and Kong-rey struck Taiwan in succession, leading to the collapse of roadside trees across various counties and cities. The Public Works Bureau, Agriculture Bureau, and other relevant departments are strongly requested to prioritize planting native tree species suited to Tainan’s environment when constructing new public facilities, with key considerations being drought tolerance, wind resistance, and strong root stability. Following Typhoon Kong-rey, over 100 roadside trees fell across the city. Relevant bureaus and departments are urged to remove these trees promptly and restore the city’s appearance to help residents resume normal life as soon as possible.

Mayor’s Comments:
(1) The development of the Cigu Technology Industrial Park, from location selection through planning and construction, has progressed under the leadership of successive mayors, from former Tainan County Mayor Su and former Tainan City Mayor Lai to the present administration. This is currently the largest industrial park development project north of the Zengwen River and it is anticipated to generate an output value of at least NTD $17 billion. With the current population of Cigu District at around 20,000, the park is expected to create over 2,000 jobs, accounting for approximately one-tenth of the district’s population—a significant boost to local development. In addition to prioritizing the development of the Science and Technology Industrial Park, the city government requests that relevant bureaus and departments focus on planning essential surrounding facilities, including transportation, public safety, and environmental protection. The Public Works Bureau and Transportation Bureau are also requested to gradually improve the access roads surrounding the area.
(2) The current land auctions in the Cigu Technology Industrial Park have been very successful, reflecting the industry’s strong demand for land in industrial parks. In managing these auctions, the city government has adopted practices similar to those used in other industrial parks, including leasing certain plots through superficies rights to prevent land speculation. Additionally, the conditions of auction require vendors to begin development within two years to avoid leaving industrial land idle. The city government has strong confidence in the future development of both the Cigu Technology Industrial Park and the Cigu District and invites everyone to work together toward this shared goal.

Mayor’s Comments:
(1) In this city, the Public Works Bureau oversees urban roads, the Civil Affairs Bureau is responsible for community roads, the Land Administration Bureau manages agricultural and industrial roads within land consolidation zones, and the Agriculture Bureau handles agricultural and industrial roads outside these zones. In recent years, the city government’s investment in community and agricultural roads has surpassed that of other counties and cities nationwide. Over the past five years, the city government has invested more than NTD $1.7 billion to improve agricultural roads, drainage ditches, and retaining walls. These improvements not only reduce losses of agricultural produce, fruits, and vegetables in farming areas but also significantly improve traffic safety for farmers. We extend our thanks to the Agriculture Bureau for its dedicated efforts.
(2) This year, the city has experienced Typhoons Gaemi, Krathon, and Kong-rey, which have each impacted the city to varying degrees. The central government has strong confidence in the quality of the city’s agricultural road construction, repair, and maintenance. As such, the city government will actively seek funding from the central government to further improve these roads. The Agriculture Bureau is encouraged to continue supporting agricultural road projects to help improve the lives of local farmers.
